The Datacentre Network Refresh project aims to replace aging network switches in the datacentre to ensure secure, resilient, and future-ready infrastructure. This initiative addresses equipment end-of-life, support contract expiry, and security risks identified in recent audits, aligning with the Council’s network strategy. The project involves the procurement of twenty-six datacentre switches. This maintains compliance, supports growth, and mitigates risks from unsupported hardware.
HC2278 Healthy Eating Programme For Educational Settings
Wiltshire Council is seeking a single provider to deliver a whole-setting healthy eating and lifestyle programme across education settings for children aged 2–11, including mainstream primary, nurseries, pre-schools, SEND settings, and SEMH resource bases.
The service will empower settings to create health-promoting environments through staff training, food policy development, pupil education, cooking skills, parent engagement, and environmental changes that make healthy choices easier.
Over the initial two-year contract (with option to extend for a further two years), the provider will support settings to embed sustainable practice, contributing to reducing health inequalities, improve fruit and vegetable intake and support the prevention of overweight and obesity.
The service is for those individuals living within the boundaries of Wiltshire Council (not Swindon) who are eligible to receive support as determined following a Care Act 2014 assessment, NHS funding eligibility assessment and younger people in transition from the age of 16 following a Children and Families Act assessment.
The Alliance will encompass support services for adults of working age who may present with mental health needs, learning disability (with or without dementia), autistic spectrum condition, physical or sensory needs, social, emotional and behavioural needs, speech, language and communication needs. This may cover young adults (16 to 25). Providers may be commissioned to provide services that support individuals in a family environment. This is especially important for avoiding the transitions cliff edge (18 to 25 years) for those transferring from children's services to adult services.
It is the intention of the Council for the Good Lives Alliance to remain open to new Providers for a 3-year period, with an anticipated service commencement date of the 4th September 2023.
The Council anticipates that it will, over time, extend the Pseudo DPS to procure further categories of specialist services. These further services may include Individual Service Funds and Specialist Day Opportunities.

Wiltshire Council is seeking to establish a Good Lives Alliance GLA2023 from which the Council and Integrated Care Board (ICB) can purchase Specialist Services for people with a learning disability or a mental health illness; Supported Living, Short Term Transitional Services and Residential and Nursing Care.
The Good Lives Alliance GLA 2023 will be created by establishing a Pseudo Dynamic Purchasing System (DPS) to procure these services which fall within the light-touch regime (LTR - PCR 2015 Regulations 74-77). The Pseudo DPS will in many respects look and feel like a DPS set up under PCR 2015 Regulation 34, but the flexibility of the LTR will apply. None of the formal procedural rules have any direct application including the requirements of Regulation 34. Wiltshire Council makes this distinction to avoid implying that it will follow, or be bound by, the full procurement regime under PCR 2015 for this procurement.
Wiltshire Council intends to set up a Dynamic Purchasing System (DPS) for Passenger Transport Services.
There will be 2 lots. Lot I, for vehicles with over 16 seats, covering home to school and public transport. Lot 2 will be for vehicles with 16 seats and under covering SEN, social care, and home to school transport. There will also be the option for Wiltshire Council to conduct reverse e-auctions and seek Drivers and Passenger assistants under this DPS, as outlined in the tender documentation.
The DPS will run for an initial term of 5 years with an option to extend for any period up to a further 2 years, as defined and at the sole discretion of the Council. The DPS will open for applications from 15/08/2022. Call-offs for tenders under the DPS will commence from 01/12/2022.
If a supplier's application is successful you will then be able to receive Call-offs / mini-competition documents and be able to bid for this work as and when it becomes available under this DPS from 01/12/2022.
PLEASE NOTE - This DPS will replace the existing DPS which will run its course and cease to operate from 30/11/2022. Suppliers must therefore apply on this NEW DPS if they wish to continue to receive tenders for passenger transport services from 01/12/2022.
