Welsh Government invites tenders for a place on a four year framework, split into two lots. Lot 1 will cover Energy Services and Lot 2 will cover Carbon Emissions Reporting. Suppliers will have the opportunity to bid for one or more lots. This is a replacement framework for the Energy Service Framework which was first established in March 2018. The aim of the new Energy Service Framework is to create a revitalised framework that builds in flexibility to incorporate additional decarbonisation actions in the future. Lot 1 covers the Energy Service and will incorporate technical advice, financial guidance, grant management, and the sharing of best practice with public sector and community enterprises on the development of renewable energy and energy efficiency projects, while building capacity and capability in others. Lot 2 covers Carbon Emissions reporting and will support the carbon reporting obligations for the public sector, a supplier with relevant technical knowledge is needed to manage and support the public sector community of practice, regularly update the reporting tool and guidance, collate and report on annual data submissions and make recommendations to the Welsh Government based on data submitted by public sector bodies. A four year no commitment framework will be awarded, with an annual call-off of varying value as needed. It is intended that a single supplier will be awarded to each lot. Flexibility is needed to ensure the Energy Service is able to adapt to changing priorities and growth in the relevant Welsh Government policy areas, as well as innovation in low carbon technologies, and changing market conditions. Call off requirements are to be agreed with the successful contractor annually, following their submission of a delivery plan, which should address the required outputs specified by the contracting authority. The service will provide support to Welsh Government on development of policy and operational activities, linking in with other programmes, for example in health, local government and education.

The aim of the contract is to deliver a 12 month review to improve collections management, reduce costs for cultural organisations, support decarbonisation of collections storage, and improving access for researchers and the public. The estimated value for the contract is GBP 180,000 to GBP 205,000 exc. VAT (maximum contract value of GBP 246000 inc. VAT). This review will consider collections management (both digital and physical) across the sector, including identifying urgent priorities for capital investment to improve collections storage, plus longer term options that will safeguard collections for the future, maximise good practice and potentially reduce the cost burden. This work will also look at the feasibility for and options around shared, co-located or distributed models of storage, plus ways of making collections more accessible e.g. through open access stores or research centres. This activity would include the sponsored national cultural bodies (National Library of Wales, Amgueddfa Cymru and the Royal Commission of Ancient and Historical Monuments in Wales) Cadw (the Welsh Government’s historic environment service), the four regional Welsh Archaeological Trusts and those who wish to participate from the c.100 Accredited and working towards Accreditation local and independent museums.

Through Business Wales, the Welsh Government offers business support services to inspire entrepreneurs and help start, sustain, and grow businesses in Wales. The Business Wales service encompasses a range of products and services offering information, advice, and support online, via phone, virtually or in person in English and Welsh. Business Wales is delivered through a blend of external suppliers, grant awards (third party providers) and ‘in-house’ Welsh Government teams. The service supports all sectors and is available across the whole of Wales. Business Wales aims to provide a one stop shop of information, support, advice, and referral under three overarching aims: i. To build confidence and inspire individuals, entrepreneurs, and micro business to reach their full potential. To work with key stakeholders to develop a cohesive ecosystem that is visible, simple, and connected to ensure Wales is a great place to start and grow a business in the foundation or growth economies. ii. To address a key gap by creating the conditions for businesses to start, sustain and grow through in inclusive and sustainable ways. iii. To support the productivity, resilience, growth, decarbonising and sustainability of micro and SMEs. To secure their long-term future ownership within Wales and their continued contribution to the Welsh economy. The Contracting Authority is seeking to procure up to four (4) suitably qualified Suppliers to deliver the Services. The Services consist of four separate Lots. Welsh Government operate three Fishery patrol Vessels and are responsible for enforcing the entire Welsh zone. The two larger vessels have a minimum safe manning level of four crew and the third vessel a minimum safe manning level of three crew. All crew on board the vessels have specific qualifications and experience which are required to undertake their roles. Due to the nature of the work involved, it is not possible to move staff from other departments within Welsh Government to cover any period of absence. Lack of sufficient crew has been an issue for a number of years and has raised criticism from a number of areas. It is not feasible to train a relief crew to be deployed elsewhere and made available, leaving the more realistic solution to recruit short term contracted staff who have the skills and level of expertise required to undertake our statutory duties. The initial roles required on the Fishery Patrol Vessels are: - Vessel Master - First Mate - Engineer - Rib Coxswain/Bowman All these roles have defined qualifications/experience to allow a person to undertake the roles and will be provided at the tender stage. Welsh Ministers seek a supplier who can recruit or provide highly skilled temporary vessel crews within the specified timescales, to provide the temporary extra cover required to allow the vessels to operate.

This procurement exercise is being conducted on behalf of the Welsh Ministers (hereinafter referred to the “The Client”) to establish a contract for Health and Care Research Wales Scheme Management. The purpose of this Invitation to Tender (ITT) is to provide Bidders with sufficient information to enable them to compile a comprehensive bid that meets the requirements of the procurement for the delivery of the Services set out in the Specification at Section 2 of this ITT. The Specification sets out the services required for a five-year (with two-year extension option) contract to administer a range of Health and Care Research Wales project funding schemes on behalf of the Client. The Client aims to award a five-year contract (with the option of a two-year extension), commencing on 1 July 2023. In addition, bidders are invited to provide costs for additional ad hoc commissioned calls that may be run on a ‘call-off’ basis. The requirements of the contracts services are:- - Prevent job loss due to work-limiting health conditions by providing rapid access to early, work-focussed interventions that help employees on, a sickness absence to return to work sooner than would be possible without the intervention or in the case of presentees, to remain in work; and - Provide support to predominantly employees from Small & Medium-sized Enterprises (SMEs) in the private and third sector, who generally lack access to occupational health (OH) services. Sickness absentee and presentee participation rate of at least 75% from the private and third sector, is aimed for from the service. - Support will also be available to SME managers and employees to help improve workplace health and wellbeing. Contracts will be awarded to deliver the service in 7 separate Lots or regional areas.

Welsh Government is intending to appoint a supplier to deliver Personalised Assessments in Wales as a full end-to-end digital service. Personalised assessments in reading and numeracy are statutory for learners in maintained schools in Wales from Years 2 to 9. The adaptive assessments are designed to support understanding of individual learner progression as part of Curriculum for Wales. The assessments are for formative use, with a range of feedback on individuals, classes and groups that support understanding of strengths and areas for improvement. The successful supplier will be required to provide a continuation of a digital service, develop and deliver a suite of services, including: - An intuitive and user-friendly web-based and fully bilingual interface; - A suite of four web-based adaptive assessments – English Reading, Welsh Reading, Numeracy (Procedural) and Numeracy (Reasoning); - Content for the adaptive assessments appropriate for learners from Year 2 to 9 - Reporting (standardised and bespoke); - Bilingual support/service desk; and - Provide fully hosted infrastructure (UK/EU located data centre). The successful supplier will be required to: - be certified under either ISO27001 or Cyber Essentials Plus schemes; - ensure the solution is fully bilingual and complies with level AAA of the Web Content Accessibility Guidelines (WCAG) / ISO 40500:2012; - manage the integration with existing systems, ensuring efficient and ongoing data transfer and providing a fully integrated solution with a single sign-on; - manage the seamless and secure transition from the current service to the new solution, including all content and data migration, the adaptive algorithm and assessment reports; and - take an innovative approach, seeking to improve and add value to the service, as new products and approaches become available.
