The Council wishes to procure services relating to the collection and the appropriate disposal of clinical waste including sharps, infectious and in some cases offensive waste from residents using sacks, boxes and bins as approved by the council's Representative. The collections will generally be from domestic properties including sheltered housing and residential homes. The primary focus of the contract is to provide a quality service for Walsall residents that can be relied on. The contract will commence on 1 July 2022 for an initial three year period, with options to extend the contract for two 12 month periods until 30 June 2027. The Council wishes to procure a provider to deliver Advocacy Services: Independent Care Act Advocacy, IMHA, ICAS and IMCA to support the Council to fulfil its duty with regard to the provision of Independent Statutory Advocacy. The service is for eligible people who have been judged to have substantial difficulty or lack the capacity to engage with processes relating to their care, health and support services, or in deprivation of liberty situations, and do not have an appropriate individual (i.e. family member) to represent them. During 2020 and 2021 the Council upgraded its Human Capital Management (HCM) and Payroll systems from iTrent, and its Finance and Procurement systems from Oracle R12. These applications now sit within Oracle cloud which locally is referred to as the Council's One Source system, emphasising the fully integrated aspect of the system now in operation. Since going live in June 2020 a contract with a system support provider has been in place. Walsall Council is seeking a suitably qualified, resourced and experienced contractor for the annual safety inspections of outdoor children's playgrounds, multi-use games areas, skate parks, outdoor fitness equipment and splash play areas. The annual safety inspections are required to be completed each July for a period of 3 years (2022 - 2025), with the potential for the Council to extend for a further 2 years (30/06/27). LOT 2 - Counselling & Talking Therapies - The provision of Place Based Counselling and Talking Therapies will help people suffering from mild to moderate stress and anxiety to improve their mental health and wellbeing. Both Place Based Community Bereavement Support and Place Based Counselling and Talking Therapies will work in synergy to deliver across a diverse range of community settings to meet the diverse needs of Walsall residents. The provision will be culturally appropriate and will target support towards our most disadvantaged populations with a view to improving mental wellbeing inequalities. Tree inspections are currently undertaken by a qualified in-house resource who will soon be leaving his post. The Council wishes to contract with a provider to deliver a responsive Pathway 1 service on a pilot basis whereby the individual who is discharged or stepped up (i.e. admission avoidance) home to the community at which point they will be assessed by a multi-disciplinary team within 24 hours. Reablement in the community or Discharge Home To Assess through Walsall's Intermediate Care Service (IC service) are in line with Home First principles which aim to enable people who are discharged from hospital to recover, reable or rehabilitate. The key elements of the service specification are:- o following a description of the presenting needs on the ward facilitate the prescription of care/support in the person's own home (rather than prior to discharge) within 24 hours of hospital discharge o enable the independent sector provider to be a key part of the MDT process and develop the local responsive service model in the spirit of co-production o provide infrequent 'step up' referrals to avoid hospital admission with a subsequent prescription of care being undertaken in the person's own home o provide infrequent 'end of life' care and support packages to enable an individual to die in their own home o assist in the development of a responsive service referral and assessment process o assist with the development of the local technology in care offer o utilise the functionality of electronic care management system to record goals/outcomes o evaluate the success of this pilot including the collection and analysis of customer feedback The block number of hours will grow incrementally from week one of the contract period:- o Week One: Maximum of 100 hours o Week Two: Maximum of 200 hours o Week Three: Maximum of 300 hours o Week Four: Maximum of 400 hours o Week Five onwards a maximum of 500 hours per week: The volume will be reviewed by the end of week 4 and will begin to reduce from week 21 onwards. The volume will not exceed 500 hours per week unless agreed with the Council and the volume will be monitored and reviewed on an ongoing basis.
