WWF-UK are seeking specialist consultancy support on Communications to help us continue to raise WWF's profile, to be seen as the go-to environmental NGO for community-led conservation enterprise programming. This consultant will also be the main Nature Pays global communications lead for one of our flagship programs in Mexico. COMMUNICATIONS ACTIVITIES: The current areas of focus for communications support are likely to be as outlined below but may vary slightly depending on emerging needs. Likely communication deliverables are as follows: - Act as Nature Pays communications liaison with WWF Mexico, WWF Sweden and Ikea Social Entrepreneurship managing the communications needs of the project "Nature Pays: Community Conservation Enterprises (CCE) to improve livelihoods and protect water and biodiversity in the Oaxacan Watershed Copalita-Zimatán-Huatulco (CZH) Mexico". - Creating an engaging data-driven impact report showcasing the Nature Pays theory in action - Identification of relevant thought leadership opportunities & surrounding communications opportunities maximised e.g. creation of OpEd/blog post content, speaking points/key messages for public speaking/media opportunities - Assessment, review and update of current communications content relating to Nature Pays, including the update of Nature Pays page/subsite connected to the Markets Hub Google Site (internal) and external profile of Nature Pays on WWF website (panda.org/markets) - Develop communications strategies and assets (outreach packages and landing page) for the micro learning capacity building programmes TIMEFRAME: 1-2 days per week for 6 months BUDGET: £5,000-£8,000 Please supply a one-page explanation of how you would approach the outlined consultancy role, along with a CV and examples of relevant portfolio work by 29th April to ideally start by mid-May 2022. WWF UK is looking for a consultant to provide the oversight of a new website, the Faith & Nature Hub (FNH), under the Beliefs & Values Programme (BVP). This task consists mainly of general maintenance, management and design of the website. We seek someone proactive, energetic and ready to deep dive with us (i.e. a non-techie team), to help ready our Wordpress website for our launch in July 2022. RESPONSIBILITIES: The responsibilities of the consultant will be shared between website design and overall maintenance: (a) Website Design • Plan, create and code the web pages, combining text with sounds, pictures, graphics and videos • Design, layout and polish all pages; make design layouts consistent • Regular content upload: upload new content to the website (e.g. articles, papers, case studies, videos, webinars, etc); • Transform existing content and information (i.e. offline documents with no graphic design input) into engaging and appealing digital formats and tools (e.g. toolkits and guidance materials, infographics, checklists, questionnaires, slides/ presentations, etc). (b) Website Maintenance • Raw data management: assist in website updates, deletions, mismatches, organization core data updates, archiving and adding new entities; • User testing: help in user journey testing for further refining and improvement before the website launch, if required; • User support: watch over password resets, new registrations, periodic user deactivation due to inactivity, last user activity over time, etc; • Website monitoring & reporting: tagging; assess statistics for marketing, management, donor, benchmarking, Google analytics; • Website strategy and development: assist with web strategy, developers, RFC and issue handling processes, new functionalities, hosting, contracting, etc. • Liaise with web company as necessary. Summary WWF-UK is calling for research/political consultant proposals to deliver a summary and full report on how UK governments (UK/England, Scotland, Wales) food system polices can make food affordable for everyone in these nations, whilst supporting farmers and increasing people's access to nature. Existing WWF-UK and other research identifies the most cost-beneficial food system policies in UK/England, Scotland and Wales, (WWF-UK Eating for Net Zero report, WWF-UK Rightsizing UK Agriculture report, National Food Strategy, Dasgupta review, Marmot review). The report(s) should expand on these by: - contextualising these policies' cost-benefits in the current cost of living crisis, including at a constituency level, - showcasing how these policies' cost-benefits can reduce inequalities between constituencies, including in the context of the current cost-of-living crisis - showcasing how reducing these regional inequalities is itself cost-beneficial at a constituency and national level - comparing the cost-benefits of these food system polices to policies on other areas (e.g. increasing urban housing and broadband in rural areas) at a national and constituency level This report will support WWF-UK, WWF-Scotland and WWF-Cymru's food advocacy, including WWF-UK advocacy towards DLUHC and WWF-Scotland and WWF-Cymru advocacy on the Agriculture Bills and Food Bills/Plan in Scotland and Wales. Deliverables: 1. A ~50Pg comms designed public report outlining the full research results. This should include relevant graphical representations of the results. 2. Development of a Power BI Dashboard for Impact Reporting Overarching purpose: The overall aim of this project is to create a Dashboard to communicate WWF-UK's impact metrics (on GHG emissions, areas under conservation/protection and societal wellbeing) in a visually appealing way, with access to underlying data and information. Project scope and objectives: • Use the WWF-UK agreed impact structure (layers of data at: global, "goal" and programme levels) to design a dashboard reporting interface for each layer, with clarity about the contribution made from programmes, to goals, to global change. • Enable the integration of options at all appropriate levels to read explanatory narratives, dig into data sets and see sources of information - while managing over-complexity!). • Present the information in a way that is easy for non-experts to view and understand. • Set up the source data sets such that information can be added and updated over time by Power BI license holders within WWF UK. • Advise on dashboard accessibility within WWF-UK and for a limited external audience. • Train a group of Power BI license holders to maintain and use the dashboard (data entry, updates and communication). PROJECT/PROGRAMME OVERVIEW The Asia Sustainable Palm Oil Links (ASPOL) Programme is a USD$10 million five year programme, and is a pillar of the WWF-WRI- HSBC Climate Solutions Partnership (CSP). Having commenced in January 2020, amongst the onset of COVID- 19, the programme has reached its mid-point with WWF Network Standards requiring an internal mid-term evaluation to be facilitated by a third party evaluator. This is also the right time to learn from the previous 2.5 years in order to be able to apply that learning to the coming 2.5 years. EVALUATION PURPOSE AND USE, OBJECTIVES, AND SCOPE Phase 1 Purpose: To surface learning from the current work within the Pillar and provide recommendations to be able to inform improvement to strategic approaches that will strengthen delivery (by each implementation partner and across the portfolio, to all applicable outcomes and objectives) over the remaining 2.5 years and support adaptive management decision making. Evaluation Objectives: To provide an external validation of progress towards the stated objectives and outcomes and assess whether the programme is on course to achieve its targets (acknowledging that the teams will have recently revised these objectives. For new objectives we are therefore looking for comment on their potential); To enable each country programme to surface lessons (eg about their newly revised Theories of Change and processes) and plan improvements; To review the newly revised overarching TOC and relook at the changed context, reflecting on the assumptions and test whether it still holds true. Make recommendations on how the program should adapt based on changes since the programme was designed; To consider the ASPOL Governance structures and consider the suitability of this set up and provide recommendations on how to improve it; To evaluate the role of ASPOL in the wider Climate Solutions Partnership and to recommend ways in which ASPOL can be better integrated to the Partnership objectives, including the achievement of its KPIs; Assess whether we are set up for success: this includes analysis of strategies adopted, teams and resources deployed, internal ways of working; Based on the analysis above, support teams to provide solutions and clear ways forward (or provide recommendations directly); To run a portfolio wide workshop to validate the rearticulation of the Theories of Change, and discuss the recommendations from the evaluation outputs; To deliver an MTR report clearly documenting findings and recommendations on an agreed set of items, with an executive summary for sharing with the CSP governance body. The overall aim of this project is to identify an approach by which impacts on greenhouse gas emissions from shifts in policy, landscape conversion and changes in habitat management (including restoration) can be captured. Scope of services WWF would like to support a landscape-scale project, covering land and sea, in Wales, which demonstrates the way forward for tackling the 'triple challenge' of needing to simultaneously avoid dangerous climate change, halt, and reverse dramatic biodiversity loss, whilst ensuring that the needs of people are also met. We are seeking to investigate whether Pembrokeshire would be a suitable location to develop, with local support, an investment in the local area. We would like to bring together local communities and stakeholders to discuss the potential for this project, and then, hopefully, create a vision for the landscape and coastal restoration and co-design the project WWF requires the expertise of a contractor to conduct stakeholder mapping of the Pembrokeshire area in order to understand the various stakeholders and their interests. The information is to be used to inform the development of a stakeholder engagement strategy. This would support the co-design of the project with local communities and stakeholders. Scope: The consultant will lead WWF's engagement with the UK FACT presidency, COP handover and ongoing wider dialogues with to inform, develop linkages and deliver synergies from the Trade Hub work as it relates to and WWF programme on China and Brazil soy & beef trade, as well work related to Palm Oil. One area will be to assess will be the opportunities to use existing degraded land (approximately 30m hectares) and support sustainable production in Brazil, thus benefiting people, climate and nature. The consultancy will be split into two lots; Lot 1 - Soy & Beef workstream; Lot 2 - Palm Oil workstream. The partner organisation/entity will indicate if they are applying individually for a specific lot, or is expressing interest in both as part of their application. Deliverables: Details will be finalised and confirmed during a discovery phase with the partner organisation / entity. The full contract is subject to a satisfactory discovery phase. We believe this approach will help create a fertile ground for direct approaches, communications, and events as a result of increased visibility in our key audience. We are seeking an agency with experience of working with HNWs and Philanthropists to advise on the best approach and strategy for paid media/PR as an external Acquisition Tool to drive the 2030 Circle's growth rate. Any strategy would need to emphasise a feeling of community and demonstrate strength in the collective. Background Over the course of 2020-21, WWF-UK developed a full Net Zero Delivery Tracker (previously referred to as Net Zero Test) methodology, which enables assessment, at each Budget or Spending Review of: a) Total positive, negative and neutral spending in relation to priority environmental areas b) The carbon emissions impact of the overall fiscal event c) The extent to which this emissions impact is compatible with a stated emissions pathway to net zero Output Full Net Zero Delivery Tracker analysis of the UK Government's Autumn 2022 Budget (whether this is undertaken to standard timeframes or expedited as an emergency budget). This will involve applying the previously developed Net Zero Delivery Tracker methodology to the fiscal package, conducting budget tagging and emissions estimate modelling. Due to the nature of the fiscal package, new approaches to emissions estimate modelling may be required for individual line items. As an example of the expected output, please see this report based on applying the Net Zero Delivery Tracker to the Autumn 2021 Budget and Comprehensive Spending Review. Background Our dietary choices are driving a system of food production that is destroying the planet; global meat consumption went up by 350% between 1961 and 2013 (and is projected to increase by another 50% by 2050)2, with livestock production contributing to almost a third of the total emissions and covering 82% of land used for food production3. Within this context it is becoming more and more urgent to understand what sustainable protein is, focusing on 'better' animal and plant protein. Main purpose and scope In order to support a shift to 'less and better', we need to understand what, where and how to produce animal and plant protein. This requires access to and the availability of accurate, granular and credible protein data - however, this data doesn't currently exist in adequate quantity or quality. We need to be able to use aligned metrics and standardised data stored in a harmonised format to explore what should be produced, under which production systems, in which geographies; and explore local/national/regional/global comparative advantage to guide domestic production as well as trade. The aim of this project is to conduct a systematic data analysis to understand routes to 'better' protein sources by delivering research that: Identifies the availability of and gaps in necessary protein data; Supports the expansion of infrastructure to capture and access consistent data5; Explores how impacts differ within food groups according to location and method of production. WWF-UK are interested in the criteria for defining the "Robust Environmental Schemes" used in the WWF Basket Metric within a UK context. The goal is to enable retailers and food service businesses to measure and report the proportion of their UK sourced food stemming from supply chains/producers participating in "Robust Environmental Schemes". Robust environmental schemes is the proxy in the WWF Basket Metric for the conservation of biodiversity and soil health in their food. This project will define what combinations of private and public schemes relating to food production are 'environmentally robust' and provide a tool for ongoing assessment of such schemes. By aggregating farm-level data on scheme participation through the supply chain, businesses will be able to set out the how much of the food they buy/sell robustly contributes to biodiversity and soil health goals. It will also contribute to the definition of environmental aspects of 'better meat'. The core of this consultancy will therefore be: To define "Robust Environmental Schemes": the environmental outcomes that farm schemes need to specify and assure in order to be considered, wholly or in part, a "Robust Environmental Scheme". To assess the degree to which existing agricultural certification and incentive schemes assure the delivery of environmental outcomes, especially for biodiversity and soil health, with reference to the Robust Environmental Scheme definition. To generate a tool demonstrating the assessment above for ongoing use, development and review. To set out the means for identification of the amount of food production that comes from farms meeting the definition of being in 'Robust Environmental Schemes', such that they themselves and/or food businesses can report this. Introduction Eat4Change is a WWF-led, international project co-funded by the European Union, pushing for a shift toward more sustainable diets and food production practices. Eat4Change strives to engage citizens, and particularly the youth (15-35 year olds), to take an active role in society and support a shift towards more plant-based diets for the wellbeing of people and the planet. In the scope of this project, the WWF-UK and WWF-European Policy Office are currently seeking support from a consulting company or research institute to perform an explorative study that will shed new light on how government policies and actions by other major economic actors, notably investors and retailers, could be affecting food prices and thus mitigating or contributing to the rising cost of living. The Forest Governance, Markets and Climate ('FGMC') programme is a global programme of UK Foreign, Commonwealth & Development Office ('FCDO') with the broad aim of bringing about governance and market reforms that reduce the illegal use of forest resources and benefit people who depend on forests for their livelihoods. As part of global efforts to improve forest management and tackle deforestation, FGMC supports international policy processes which tackle illegal logging in timber-producing developing countries and the trade in illegally produced timber products. The programme focuses on policy and legal reforms that eliminate illegal logging and illegal deforestation, establish transparency, promote legal trade and ensure rights and benefits for people from lower socio-economic backgrounds, local communities and indigenous people. The FGMC approach enables local interests (government, private sector and civil society) to come together to address and settle long standing grievances and injustices through a formal, inclusive, facilitated and reasoned process of deliberation, that bestows legitimacy on legal reforms. Legal and policy reforms that have been reached and legitimised through a process of deliberation are more likely to be regarded as fair and, therefore, enforced. The focus of the final phase of the programme is about securing and institutionalising these gains. 3. CONSULTANCY PURPOSE The purpose of this consultancy is to conduct an evaluation of the projects' relevance, design, effectiveness, impact, sustainability and value for money. It should also review gender issues and governance arrangements and all these aspects will inform new project design. Specifically, this consultancy seeks to: a) Understand whether the project has achieved its intended outcome and outputs, as outlined in the project's logframe and theory of change b) Review the project's management and governance arrangements, including the link between country partners, network offices, WWF China and WWF-UK c) Provide WWF-UK with recommendations on what should be retained in future FGMC projects and if any, how arrangements to managing the grants should be changed in future. The evaluation will be used to validate results for inclusion in the project completion reports (due late January 2023 - tbc) and recommendations will also be used to inform the design of the next phase of work as well as any applications to the next round of FGMC funding (expected mid 2023). With the move to remote working since the start of the pandemic in March 2020 followed by a hybrid approach, we need to review our Estates to ensure we are being financially sustainable and being cost effective in managing our estate while enabling our staff to work at their best. We want to work in a way which maximises our organisational effectiveness. There will be three distinct streams of work: a. design an estates strategy that will deliver the aim above b. implement the estates strategy - including quick wins c. in the interim (runs in parallel with i), do some estates improvements that are either future-proof or good value for money in the meantime This invitation to tender is to support with only part (i) above, including identifying any quick wins. To do this, we are commissioning a consultant to: (a) Perform a situational analysis of how staff are currently using the office, what other organisations are doing, and evaluating the environmental impact of the current hybrid working policy (considering office occupancy, commuting and working from home). Much of this information has already been collected and can be provided. (b) Create recommendations for each office space, and for an overarching estates strategy for the organisation to be delivered by December 2022, though interim decisions on some offices may happen sooner. This will cover whether the buildings and locations are correct, consider ownership vs leasing, and any workspace changes needed particularly focusing on enabling our hybrid working approach. It will address both short-term wins and longer-term planning, including anything which needs to be put in place up to 2030 and beyond. Indications of costs, priorities, impact and risk should be given. (c) Support the creation of the strategy from the agreed recommendations. The goal is to have a clear strategy for each of our Estates that we are confident has been fully considered from all angles, including organisational effectiveness, recruitment and retention, staff wellbeing, environmental impact, economic efficiency and sustainability, and ultimately enables our hybrid working approach. WWF-UK is looking to engage an agency specialising in working with and for young people. This agency will support WWF-UK to supercharge its work directly engaging young people, empowering, and supporting them to play a strategic role in the work of the organisation, through a youth board style approach. Deliverables: Successfully recruit 14 young people aged 14-18, with a designated co-chair (a rolling position that allows each member to experience being in this position). Characteristics: Geographical demographics: 5 England, 3 Scotland, 3 Wales & 3 Northern Ireland. Urban and rural. Weighted towards underrepresented groups in the environment and sustainability sectors A balance of socio-economic background, gender, and ethnicity (as a guideline - 50% gender split, at least 50% from a minority ethnic background, 14% identify as having a disability). All members commit for 18months - January 2023-July 2024, however, we recognise that due to personal circumstances, some young people may leave prior to this date. A combination of virtual and in person get togethers. Work with WWF-UK Sustainable Futures team to establish frequency, in order to maintain engagement throughout the programme. These get togethers to be of a high standard, including: A thoughtful, safe, and structured approach has been taken to help all members feel engaged, informed, and able to attend each meeting. Pressure points of each age are taken into consideration and accounted for. Personal and professional development opportunities are supported according to individual interests, varying from public speaking or blog writing, to problem solving or communication skills. EVALUATION PURPOSE AND USE, OBJECTIVES, AND SCOPE Phase 2 Purpose: To validate the progress we've made under each Pillar, to surface learning from the current work within the Pillars, to consider the cumulative effect of all this work and how it contributes to the overarching Program Objectives, to support adaptive management decision making. Evaluation Objectives: To provide an external validation of progress towards the stated objectives and outcomes and assess whether the programme is on course to achieve its targets; To enable each Pillar, and where applicable, country programme to surface lessons and plan improvements; To review the Pillar Theory of Change and the Program Theory of Change reflecting on the assumptions and test whether it still holds true. Make recommendations on how the program should adapt based on changes since the programme was designed; To consider the Governance structures and consider the suitability of this set up and provide recommendations on how to improve it; To evaluate the role of the Pillars in the wider Climate Solutions Partnership and to recommend ways in which they can be better integrated to the Partnership objectives, including the achievement of its KPIs; Assess whether we are set up for success: this includes analysis of strategies adopted, teams and resources deployed, internal ways of working; Based on the analysis above, support Pillar teams to provide solutions and clear ways forward (or provide recommendations directly); To run a Program workshop to validate the rearticulation of the Theories of Change, and discuss the recommendations from the evaluation outputs; To deliver an MTR report clearly documenting findings and recommendations on an agreed set of items, with an executive summary for sharing with the CSP governance body.
