Details of Provision Required
The goal of this tender is to obtain a suitable internet, network and telephony provision from a Service Provider that is fit to meet the needs of staff and tenants at the University of Wolverhampton Science Park (UoWSP) by way of offering like for like provisions delivered by our current provider (and single onsite/in-house network technician) while also improving on any provision areas that have seen market development since the start of the previous contract (2015). There will also be the potential that the sister site will also look to onboard the chosen solution dependant on its offering, The e-Innovation Centre (EIC) and Business & Technology Centre (BTC) in Telford is currently serviced by a simple dedicated Virgin Media line with self-managed network and telephony provisions managed by our two onsite/in-house network technicians.
Project Aims and Objectives
To secure a quality, reliable and cost-effective provision of internet and telephony services for both site operation and tenant needs to meet the demands of each site individually, with the potential to award a combined contract to provide economies of scale. Minimal downtime to be experienced in any swap over of service providers.
The contract will be split into the Lots stated below, Tenderers can apply for Lot 1, Lot 2, or Lots 1 & 2 combined. However, the University reserves the right not to award a contract for Lot 2.
Lot 1: Tenant Network & Telephony Services UoWSP.
Lot 2: Tenant Network & Telephony Services EIC-BTC.
Contract Duration
The term of the Contract shall be for a period of three (3) years commencing March 2023 for UoWSP and commencing September 2023 for EIC BTC with an optional extension of up to an additional 24 months.

The aim of the contract is to provide a reliable and high standard employment service for University of Wolverhampton students for paid employment specifically within the University of Wolverhampton. Tender route: Open Procedure - Light Touch
Student OH Services for the University of Wolverhampton. The Student OH Service will include pre-enrolment screening, pre-placement review and immunisation service for new students and referral services and maintained immunisation service for ongoing students. Other services may be required, including but not limited to; mental health assessment, health surveillance and identification of support that can be offered. It is also a requirement that Students have access to their past records, including immunisation records once they have graduated.
The University of Wolverhampton's overarching purpose is to deliver an excellent educational experience to all its undergraduates, post graduate and research degree students, along with those on professional courses. Within the University several courses offered have a Fitness to Train course entry stipulation and furthermore a requirement of immunisation evidencing e.g., Nursing, Paramedic and the faculty is required to evidence good health of its students of which placement activity contributes to their successful course completion.
This Contract has recently been covered by an external Occupational Health Service Provider, the current Contractor has confirmed TUPE does not apply to this Contract.
The successful Tenderer must evidence accreditation with Safe Effective Quality Occupational Health Service (SEQOHS), which promote a set of standards and a process of accreditation that aims to help to raise the overall standard of care provided by Occupational Health Services.
The Service Provider must be able to demonstrate professionalism, flexibility and deliver services as described in Schedule 1 - The specification.

The agreement with the Service Provider is seen as a Partnership and the University is keen to work closely and collaboratively with those appointed to maximise service levels. Students are the largest customer group of the current Transport service, and it is important that high service levels are maintained to enhance the student experience and meet demanding customer expectations. The successful Service Provider will be seen as a Partner of the University and will be required to adhere to University policies and represent the University at all times.
The current service operates a 30-week full-service operation, covering the current University academic term times and a further 18 weeks limited summer service provision. Please note that these are indicative timetables and could be subject to change throughout the duration of the contract.
In addition to the standard service operation there will also be ad-hoc occasions when additional services will be required i.e., Open Days (Saturdays). On average there are 6/7 such occasions per year, however a tolerance of +/- 2 should be accounted for. Furthermore, the University is keen to understand any additional services that the Service Provider is able to offer over and above the standard operation, including the hiring of additional vehicles on a short-term basis for Academic or Staff trips.

Details of Provision Required
Following a £6 million funding boost from the Office for Students (OfS), the university of Wolverhampton is currently undertaking significant refurbishment of sport and healthcare facilities at the Walsall Campus.
The refurbishment project will overhaul existing facilities creating a revitalised health and performance gym facility and a suite of learning spaces. The world class multipurpose teaching and training facilities will be designed to facilitate inter-professional education (IPE), which is essential for allied health and sport and physical activity practitioners who work together in a clinical environment.
The new Health and Performance gym is planned to be a truly world class learning and training environment with the highest quality specialised equipment for rehabilitation, strength training and conditioning. Contract Duration
This is a one off Procurement exercise for the University, a long term relationship will be expected via Warranty commitments and collaborative working.
Lotting
This Tender is not lotted, the need to coordinate the different contractors for the lots could seriously risk undermining the proper execution of the contract.
Budget Detail
The budget for this study has been set at a maximum of £240,000 including VAT and all associated costs, such as but not limited to, delivery, installation, training, ongoing support etc.

This Service Contract shall cover all high voltage switchgear and transformers throughout the University Estate. The required Service comprises; periodic inspection, service and oil testing of all equipment, together with an emergency call-out facility for repairs and breakdowns and the provision of Authorised Persons to operate the equipment.
The services required under this Contract are summarised as below:
- initial survey, setting-up of manuals and provision of drawings
- cyclical maintenance
- general repairs

- upgrades, replacements and new works (as may be required from time to time)

Mandatory requirements:
- In submitting a tender response you agree to all areas of the Specification.
- Tenderers must be ECA Registered (or equivalent) - equivalents will require justifications should they be shortlisted for Award.
- The Contractor shall provide a 24-hours-a-day, 365-days-a-year call-out facility for equipment breakdown and repairs. The Contractor shall provide labour, which shall be on site within 1-hour of receiving the Employer's verbal call-out.
- Site surveys must be completed within 1 month of Contract award and the first Annual Service and Maintenance activities within 3 months of Contract award.
- Contractors must work in accordance with the University Policies and Standing Instructions (Appendix D).
- The University is currently developing an Estates Master Plan, please note demands against the contract may vary due to the recommendations of this plan and potential changes in the University estate.
