This tender notice is for the award of a public contract through an open procedure in accordance with section 20(1) and (2)(a) of the Procurement Act 2023. Ulster University is seeking tender responses for a contract to maintain and repair the fire alarm system in all these premises and this contract is designed to ensure that this duty is fulfilled, and that a fully functioning and operational fire alarm system is in place throughout. It will be the Contractor’s duty to carry out all repairs as and when required and meet the compliances. The Contractor shall provide to the University, routine servicing on each piece of fire alarm system equipment in accordance with the British Standard and the Manufacturer’s Maintenance Schedule. The Contractor shall carry out all repairs necessary as a result of both the planned maintenance servicing and break downs / call-outs of all equipment forming part of the fire alarm system and as detailed in this contract to maintain a fully functional system at all times on an all-inclusive basis on all campuses (i.e. at no extra cost to the University). Except for vandalism, accidental damage or misuse.

An extension of our own team who will embrace and ambassador the brand as we do, to fortify brand excellence in all that we do. Brand management is one of the most complex management challenges for universities. The globalisation of the education sector and increasing competition in higher education means that brands have increasingly become a strategic asset to be carefully developed with its value protected and grown. A strong brand benefits us all. If a university thrives, the value of its brand will increase, Page 2 to 5 in turn creating a virtuous loop as academics, students and funding are drawn in. We seek a partner who understands our goals and adds value in achieving and exceeding them. There will be one Contract to provide: Art Working - Graphic layout from existing templates based on Ulster University brand guidelines. Brand Design - Concept creation of sub brand, logo or brand lock up, including research, mood boards, concepts presentation and finally delivery of brand with associated guidelines. Video - Producing story boards, on occasion scripts and managing logistics through to complete edit. Completing with captions, name plates and graphic cards. Where necessary producing and executing video content for cinema and TV including management of Clearcast, clocking and Peach upload. Photography - Capturing photographs of our buildings and facilities to artistically celebrate the investment in our students and in Northern Ireland. Ulster University has been using Microsoft's Project Online (POL) system since 2019. Following Microsoft's recent announcement to decommission Project Online in September 2026 with some system functionality ceasing from April 2026, the University is looking for alternative solutions from potential service providers in the marketplace to deliver the following aims: - Establish a "single source of truth" for all project data. - Standardise templates, reports, and processes. - Future Capability to integrate with our financial systems. The new system should be the source of truth for project-level financials. - Be scalable, secure, and future proof. - Support strategic, executive, and operational reporting levels. - Usability of the system is considered key. - Migrate the current POL data and system to the future system. The Contract is for the provision of the Centre for Digital Healthcare Technology (CDHT) Works to Ulster University. The project will involve the construction of a new six storey building titled “Centre for Digital Health Technology” (CDHT) which is a research and development facility (Use Class B1), comprising of laboratories, office spaces, communal meeting areas, and public realm improvements to Frederick Street. The proposed site is located on footprint of the current Northland House building, adjacent to the existing Belfast City Centre Ulster University Campus (Block BC). The current Northland House building is located at 2-5a Fredrick Street Belfast, BT1 2NH and will be demolished prior to this appointment being made. The proposed development maintains its strong physical and visual connection to the wider Ulster University campus, reinforcing established pedestrian routes and arrival spaces. The building’s scale and stepped massing respond sensitively to the surrounding urban context, aligning with neighbouring structures along York Street & Fredrick Street. A refined landscape strategy has been developed to integrate the building seamlessly with its setting, including the removal of the existing boundary wall and the extension of landscaped areas into the adjacent client owned car park to create a more open, cohesive public realm. Architecturally, the design mirrors the design language of the wider Belfast Campus following a robust brick base and a refined upper façade, featuring high-quality curtain walling, natural stone panels, and glass reinforced concrete fins to enhance depth and street presence. The six-storey front block and two-storey rear podium provide a total GIA of approximately 3,980 m². The building will be constructed primarily in reinforced concrete flat slabs on rotary bored piles socketed into rock, with localised steel framing for roof plant areas. The substructure comprises grouped piles tied with deep pilecaps and perimeter ground beams that provide stability and support for the façade, while internal beams have been rationalised to reduce complexity and improve service coordination. CDHT is required to achieve a BREEAM ‘Excellent’ rating low-energy systems and climate-resilient materials are proposed throughout, to achieve a low carbon building. PV panels are installed on the roof, and a green roof is proposed for the two-storey terrace. Further details about the CDHT construction and design can be found in the supporting documents supplied with this PQQ. As of the time of writing, Q4 2025, the project is expecting a planning decision imminently. Planning was submitted in March 2025 and to date has received no objection from the consultee panel.
