The University of Chester was seeking tenders through the 2 Stage Restricted Tender Procedure under The Public Contracts Regulations 2015 and The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 for the Provision of Maintenance Services for Fire Alarm Systems and Fire Extinguishers.
The University of Chester needed to ensure it is compliant with legislation and most importantly had assurance on the continual and reliable operation of its equipment, for the protection of its staff, students, tenants and other personnel. The University therefore required Service Providers to supply the following maintenance services for its Fire Alarm Systems and Fire Extinguishers, in 2 Tender Lots (as detailed below):
• Proactive Planned Maintenance Service Visit services - proactive planned inspection, testing and maintenance (Lot 1 and Lot 2)
• Minor Repair or Replacement - services undertaken at the time of but in addition to the Proactive Planned Maintenance Service Visit services (Lot 1 and Lot 2)
• Emergency Reactive Response - 24/7/365 emergency call outs for fault diagnosis and repair of Fire Alarm Systems (Lot 1 only)
The University was seeking to award contracts for the co-ordination, management, administration and completion of these works for a period of 3 years, with a review after each year and an option to extend for a further 2 periods of 12 months.
Tenderers should note that not all systems / items of equipment would need a Proactive Planned Maintenance Service Visit immediately at the start of the contract, so it may be some months before works would commence. A schedule of works was set out in the documents:

Provision of Specific Learning Difficulty Diagnostic Assessments
This Award Notice follows the University of Chester tendering for a provider of Specific Learning Difficulty Diagnostic Assessments, as part of supporting students' specific learning needs in higher education and ensuring a successful application for Disabled Students' Allowance, University of Chester was looking to establish a contract for the full diagnostic assessment of specific learning difficulties for higher education and Disabled Students' Allowances (DSA) purposes. The required legionella control services were the flushing, monitoring and inspection of water systems including the co-ordination, management, and administration of the provision of these services for the University to achieve full legionella risk control for a period of 3 years plus up to 2, 1-year extensions. It was comprised of (but was not limited to) the tasks as set out within Document 3 - Specification.
The contractor was to provide a comprehensive Water Hygiene Management Scheme of Control based on existing water risk assessments and written schemes for Legionella control on behalf of the University.
A comprehensive management package was comprised of monitoring, assessment, action, review, and advice.

Higher Education Marketing Agency to Support the Implementation of Student Recruitment Campaigns
The University of Chester invited tenders for a specialist Higher Education marketing agency through the UK Open Procedure under the Public Contracts Regulations 2015 and The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 to support primarily with media planning and buying for its student recruitment campaigns.
This will be a two-year contract with the option to extend for a further 24-months on a year-by-year basis. Although the University was looking for an agency to help principally with media planning and buying, the expectation is that the successful agency will work collaboratively with the University on campaign strategy, providing relevant audience, market, and competitor insights to help the University gain a competitive advantage. Further to this, from time-to-time, the University may wish to tap into any creative services available within the agency to help with the production of creative assets and development of our messaging strategy.
For the purposes of this contract, please note that the estimated contract value has been provided in the tender documents for the first 12-months of the contract with the assumption that there will be the equivalent spend in year two of the contract, and also year three and four should the options to extend be exercised. The total contract value in this notice is therefore estimated in relation to the full potential four years of any subsequent contract.
Please note that the incumbent supplier is contracted until 31st January 2024 and is currently delivering our 2024 pre-application campaign. On the current agreement, this supplier may continue to deliver briefs which have been issued prior to commencement of the contract awarded following this tender. This may result in some crossover of delivery.
