- An easy to use online booking portal/app with real time tracking and reporting capabilities.
- A wide and resilient Supplier network able to service the entire TfWRL network area and cross border requirements.

- A robust complaints handling process to fully investigate and resolve issues raised.

As part of the retendering of the TrawsCymru network, there is a need to establish an efficient performance monitoring tool, allowing TfW to ensure operators are abiding to new regulations and guidelines set out in contracts. We want to procure a telematics system that will provide a consistent solution across the TrawsCymru fleet, monitoring driver performance and behaviour, with an overall focus on the safety of passenger. We will be introducing brand new fleet, including electric vehicles, so we have an opportunity to install a streamlined telematics system to each new vehicle, setting standards for drivers, and ensuring we can measure performance fairly throughout the network.

TfW is looking to procure the services of Supplier(s) for Welsh Bus Data Services which is split into the following Lots:
- Lot 1 Welsh Bus Data Service - Receive, store, process and share operational and financial data about buses in Wales.
- Lot 2 Welsh Bus Display Board Content Management System - Manages public service messages, real time information and other content for transmission to display boards.
The Mk-4 Rolling Stock is a mixture of passenger and driver trailer vehicles. TfWR has purchased the following types:
- Tourist Open End (TOE);
- Tourist Open (TO);
- Tourist Open Disabled (TOD);
- Service Vehicle (SV);
- Premium Open Disabled (POD); and
- Driver Van Trailer (DVT).
The rolling stock was purchased in two (2) tranches:
- Tranche 1 – most recently operated by LNER; and
- Tranche 2 – most recently operated by Grand Central.
The Mk 4 vehicles have been formed into rakes consisting of one of each type of vehicle together with a Class 67 Vehicle.
The current livery of the combined fleet will be mixed and not instantly recognisable as TfWR operated trains. There are also issues with compliance of the Grand Central fleet with regards to PRM regulations.
In addition to this the LNER vehicles are vinyl wrapped and are already showing signs of aging with a dull appearance, blemishes and breaks in the vinyl.
To address the brand identity and PRM issues TfWR contracted DG8, a rail industrial design consultancy, to facilitate and produce concepts, designs and costings based upon the working groups requirements and compliance with industry standards.
The current re-branding exclude the Class 67 locomotive that is used to haul the Mk-4 Rolling Stock.
TfWR are now seeking a supplier or suppliers that can provide the services stated in the RfP.

The T1 contract operates between Aberystwyth and Carmarthen and as part of this new opportunity we will be enhancing the service to include operation by high quality zero emission vehicles provided as part of the contract as well as a base in Carmarthen for driver layovers & vehicle cleaning and charging. TfW requires external support to provide support to TfW on a wide range of projects such as infrastructure and transport projects and we require the Project Management and Cost Commercial expertise to ensure ongoing support to cover the services required by TfW.
TfW continues as a delivery agent for a high volume of projects, requiring Project Management and Cost Commercial services across Wales. Therefore, there is a requirement to establish a framework of external providers that TfW can draw upon.
The framework will be divided into 2 Lots:

TfW is a not for profit company, wholly owned by the Welsh Government. TfW exists to drive forward the Welsh Government’s vision of a high quality, safe, integrated, affordable and accessible transport network that the people of Wales are proud of. It will also help to change the way we understand, plan, use and invest in transport in Wales.
TfW are looking to put in place Consultancy Panels 2 Framework, comprising of 7 Lots across a number of specialisms providing TfW access to specialist consultancy services as per the below areas.
Lot 1 – Stakeholder Management
Lot 2 – Monitoring and Evaluation
Lot 3 – Transport Data Collection
Lot 4 – Fleet Decarbonisation Technical Support
Lot 5 – Green Infrastructure
Lot 6 – Active Travel
Lot 7 – Architectural Services
Each lot will include the provision of direct award of commissions to suppliers on a rotational basis under the value of GBP25,000, with requirements above this threshold awarded via the mini competition process.
Each Lot will have no more than 5 successful suppliers, with each supplier being limited to submit a bid for up to 3 Lots.
Estimated value for the framework will be up to GBP250,000 per lot per annum depending on requirements (anticipated commissions will range between GBP10,000 - GBP60,000), and all commissions will be subject to remit. Please note that TfW is not committed to spend up to this value and that our spend is subject to annual funding cycles.
The duration of the contract will be for an initial period of two (2) years with an option to extend, at TfW’s discretion, for up to two (2) period(s) of 12 months each.
