The hoarding support service is aimed at Torfaen residents presenting with hoarding behaviours who are struggling to manage and maintain accommodation impacting well being and independence. The service will provide housing related support to people that find it difficult to cope with day to day living due to their hoarding behaviours for a maximum of 2 years or once goals have been met (whichever is sooner). The service will prioritise caseloads based on the presenting needs of the individual (i.e. threat of homelessness, crisis, medium to low needs) and will support 25 people at any one time. The service will provide follow up and responsive support aimed at those who have previously accessed support and may need that element of ongoing interaction and reassurance. The responsive element of the service can be delivered virtually, by telephone or, where required, in person. Contact should be made with users of the responsive service on a monthly basis as a minimum. The responsive element of the service should be offered for a time limited period of 6 months. The service will have the knowledge and specialist skills/experience to support individuals with hoarding needs. The support team should have excellent links with services across health, social care and third sector organisations and will building good working relationships with key Health partners including, but not limited to, primary care colleagues, GPs, local NCNs and social care colleagues. The service will work with the Council’s Community Team to understand the prevalence and need of hoarding issues within Torfaen and develop appropriate networks, education and early intervention support to build community capacity and resilience. The aim is to ensure that the service aligns with the TCBC Communities agenda in not only accessing the right communities but also ensuring that a joined-up approach is being delivered in Torfaen to avoid duplication of services.

Dynamic Purchasing System (DPS) for Flying Start Childcare placements
This DPS opportunity for an open procurement procedure and is being tendered in accordance with Section 9 (Light touch contracts) of the Act defines a ‘light touch contract’ and provides for regulations to specify which services (referred to in the regulations as ‘light touch services’) can be procured under a light touch contract.
Under these regulations the Council is not required to procure these services in line with the full extent of the 2023 Regulations and is able to determine itself the arrangement structure and the procedures for awarding contracts, subject to ensuring compliance with the principles of transparency and equal treatment of Service Provider. To best meet the needs of the services the Council shall regulation 69-71 for light touch frameworks.
The procurement process, as stated within the tender documents follows a clear, structured and transparent process to ensure a fair and level playing field is maintained at all times and that all Service Providers are treated equally and fairly.
The Council reserves the right to terminate this procedure and cancel this DPS at any given time. Additionally, if you are successful in being selected onto this DPS, the Council reserves the right to terminate the selection, if at any time it is discovered that a Service Provider has made any material misrepresentation and/or have not notified the Council about any material changes in relation to the information provided as part of the pre-qualification process
The Council reserves the right to remove such Organisation from this procurement process. In the event mini competitions and associated procurement documents have been issued, the Council may require the Organisation to return the tender documents which will be deemed void. If an error or misrepresentation is not discovered until after the contract is awarded, the Council reserves the right to terminate the contract and recover all costs incurred as a result of the termination from the Organisation.

I am looking to procure care services for three supported housing schemes in Torfaen. I would like the opportunity to go out as a single procurement but with three distinct contracts available to be awarded. Bidders should have the opportunity to win a maximum of two contracts. Therefore at final award there would either be three providers delivering one scheme each or two providers, one delivering one scheme and the other delivering two schemes.
