Together Housing Association Limited (THA) is seeking to procure a concierge security contract commencing on 1st April 2026. The contract will be awarded to one or more organisations for a fixed term of three years (36 months), with the possibility of two (2) twelve (12) month extension periods, subject to satisfactory performance and adherence to the terms of the agreement The invitation to tender is divided into two lots, and contractors may submit bids for one or more of these lots. Lot 1 – Concierge Security Services: Homelessness Supported Housing Scheme James Street (Darwen) and Hollin Street (Blackburn) Provision of concierge security at two supported housing schemes designed for individuals and families who are experiencing homelessness. The provision of this service is required to maintain 24-hour staffing for building and customer safety outside THA’s non-working hours. The contract is for fixed hours at two (2) locations in Blackburn and Darwen. Further details on together housings requirements can be found in ITT Section 6 - Concierge Security Specification. Lot 2 – Concierge Security Services: Building Security and Customer Safety – Call-Off Only. Provision of reactive (call-off) concierge security services as and when required by together housing this provision is required to ensure building and customer safety across the groups portfolio. Emergency situations, where together housing may utilise Lot 2 may include, but are not limited to: • non-secure buildings. • major leaks or system failures. • power outages. • threats of arson. • anti-social behaviour. • unauthorized access. Together Housing Association Ltd and its subsidiary organisations is looking for a Tenderer to be appointed to deliver the necessary works to convert an existing training room at our Walnut Street building.

Together Housing Association (THA) require the services of an Agency Partner to assist us in the administration and running of our Tenant Satisfaction Measures Survey (TSMs), as to be compliant with the conditions set out by the Housing Regulator. This will involve the collection, analysis and presentation of customer satisfaction data as set out by the Regulator of Social Housing. The communication and customer experience team are procuring Tenant satisfaction Surveys via an Open Tender under the Procurement Act 2023. Together Housing Association Limited (THA) intend to enter into an Agreement with one organisation for a Contract Term of Two (2) years with the option to extend for two twelve (12) month periods to be exercised at the sole discretion of Together Housing subject to the terms of the Contract being met. The maximum contract duration is therefore four (4) years from the 1st July 2026 to 30th June 2030. The Purpose of the agreement is to align the needs of THA with Regulator requirements and for a Third-Party Agency to be appointed to conduct fieldwork, analysis and results interpretation within the boundaries of THA and the Regulator, and to conduct all market research within the Code of Conduct of the Market Research Society (MRS).

Together Housing is seeking a product and service solution to measure customer satisfaction on a transactional basis. The customer insight/feedback tool is to be used by multiple workstreams to gather customer feedback after a particular contact or service. Our current system is used to review feedback, respond to customer alerts (low scores), and manage teams. Together Housing are seeking a solution which improves upon Togethers current system by providing feedback mechanisms for both simple and complex interactions and for services affecting multiple residents. Together Housing and the communication and customer experience team are procuring a customer insight tool via an Open Tender under the Procurement Act 2023. The contract will commence on 1st September 2026. Together Housing Association Limited (THA) intend to enter into an Agreement with one organisation for a Contract Term of two years (24 months), with the possibility of two (2) twelve (12) month extension periods, subject to satisfactory performance and adherence to the terms of the agreement. Therefore, the maximum contract term will be four (4) years including extension periods.
