Thurrock Council seeks to commission an 18–25 Autism Support Service that enables young people with Autism to develop independent living skills, improve health and wellbeing, participate in their communities, and prepare for education or employment.
The Programme will support a small cohort of young people with Autism who require intensive, personalised assistance, delivered through a blend of structured learning, community‑based activities, and family engagement.
The appointed Provider will deliver a high‑quality, person‑centred service aligned with national and local priorities, helping participants build their skills across four core outcome areas: Independent Living; Health and Wellbeing; Community Participation / Inclusion (Friends and Relationships); and Education, Employment and Vocational Opportunities.
The Council is seeking to procure a specialist partner to:
1. Diagnose strengths, weaknesses and risks across all layers of our service charge system and delivery model, using risk-based sampling to identify areas of concern such as high spend, high complaints or complex leases. An evidence led approach should test both billing accuracy and the actual performance of services funded by service charges.
2. Provide a prioritised, costed improvement roadmap which addresses all relevant areas including policy/process, systems/data, procurement, contract management and resident engagement. This should be categorised as quick wins and medium to long-term changes.
3. Produce clear, tribunal ready evidence trails for costs, apportionment and compliance; and clear resident facing materials to improve transparency.
4. Deliver a final Phase 3 whole population review so that every service charge scheme/block is reviewed, reconciled and assured, with corrections implemented or scheduled with a timebound plan, and with resident communications prepared.
5. Support Member and resident confidence by aligning our service charges policy and approach with all relevant statute and good practice.

Thurrock Council is seeking to engage with the market regarding a potential contract for domiciliary care and wellbeing services in Locality 2 (Aveley, South Ockendon and Purfleet).
We are seeking partners who can help us to meet the needs of people who are eligible for support under the Care Act 2014. This support is to enable them to live independently within their own home and may include traditional models of care such as Domiciliary Care. However, we are also keen to explore how the delivery model may change throughout the contract including in response to testing different ideas that either yourself as a Partner and/or those that use your service have.
As such, the Council is hosting a virtual market engagement event on 28th April 2026 to discuss this opportunity further.
