TRDC own and maintain approximately 250 lamp columns within Three Rivers District. These are old technology and need to be upgraded to Solar where possible or energy efficient LED where solar is not possible..

GB-Rickmansworth: Specialist Resources for Planning Skills
Three Rivers District Council (TRDC) is seeking Specialist or Consultancy services to deliver Planning Skills within TRDC.
Expression of Interest are therefore sought for procuring temporary planning specialist resource in Urban Design, Ecology and Trees/Landscape to support the Council from October 2023 to March 2024.
Each specialist resource would also provide a training programme (up to 2 full days) for the Council across the funding period to aid officer knowledge and facilitate further learning beyond the funding period.
In addition to the above support for the Development Management function, Three Rivers District Council is also seeking funding for specialist support for its Planning Policy department in relation to Design Code work to assist the delivery of the new local plan and a review of a number of conservation area appraisals.

Rickmansworth Aquadrome Local Nature Reserve is a 41-hectare Green Flag award winning green space to the south of Rickmansworth town centre, extremely well-used for outdoor recreation, valued by the local community and rich in wildlife. It comprises two lakes, Bury Lake to the west and Batchworth Lake to the east, along with surrounding areas of open grassland and wet woodland. It is bounded to the north and east by the river Colne, to the south by the Grand Union Canal and to the west by Stockers Lake Local Nature Reserve.
The large majority of the Aquadrome, with the exception of an area around the café and car park, is in Flood Zone 3. Parts of the site regularly become inaccessible due to flooding during the winter. This project aims to mitigate the impact of flooding on the site where possible and to identify options for access and habitat improvements which can be delivered without increasing local flood risk. The main objectives of the project are to:
Identify and assess options to minimise overland flow from Bury Lake into Stockers Lake across a causeway path (Rickmansworth Footpath 65), including the section of Footpath 65 north of the two lakes.
Improve understanding of the function of the ditch network and identify and assess options to reduce flood risk on the site through improved ditch maintenance.
Conduct a feasibility study and options appraisal for a habitat enhancement scheme on the river Colne through the land owned by Three Rivers District Council as shown on the map, including consideration of bank reinforcement where required.

Three Rivers District Council are seeking to replace play area equipment in Ebury Play Area and Eastbury Play Area as the equipment has become end of life and no longer meets the needs of the local community.
It should be noted that the play equipment for Ebury Play Area, must be in keeping with that of a local nature reserve and should be similar to the existing equipment in the Rickmansworth Aquadrome Play Space and in line with the requirements of a destination play area. Eastbury Play area is a local play area visited by KS1 and KS2 children.
It is anticipated that both play areas will be a blend between play and nature with a heavy influence on creating a biodiverse habitat space that can be enjoyed whilst children play, will encourage interaction with nature and contribute to green corridors passing through the District.
This EOI is to ascertain interest in a mini competition for quotes to be held between suppliers to obtain the best price and quality of works for each play area against the summary of works and is also being used to continue to test the market. The Council is seeking to attract both Designers and Installers under a Design and Build project through this EOI. The Council is seeking a Contractor to complete the design, achieve relevant permitting (EA) and construct river improvements for Taylors Cut River channel flowing through the Bury Grounds, Rickmansworth.
The Council's overall aim is to restore chalk stream processes and characteristics of Taylors Cut without negative impact to the flood risk. The optioneering package should:
•Produce two options for river restoration along the defined reach, ranging in priority status and ambition, that will contribute to improving the ecological health of Taylors Cut

GB-Rickmansworth: Rickmansworth Aquadrome Bridge, Associated Works and Play Area
Expressions of Interest are invited for a Principal contractor to manage and deliver the planned works within the Aquadrome. These fall into 3 categories, Replacement of the footbridge with associated Civils Works, Hard Landscaping and Refurbishment of the Play Area at Ebury Way.
The Council is seeking either a Tier One contractor to be Principal Contractor, fully deliver the works and interface the disciplines required or would consider a second tier contractor, specializing in the delivery of one of the work disciplines, undertaking the role.

•Update the current position regarding infrastructure provision across the District, highlighting both existing deficits and surpluses and taking into account cross-boundary relationships where appropriate.
•Identify the infrastructure requirements to support the level and location of growth identified in the emerging Three Rivers Local Plan.
•Support the plan-making process by informing the site selection process through the consideration of provision and delivery options.
•Set out an infrastructure trajectory, trigger points, and risks which could undermine delivery.
•Identify any key viability issues that could affect infrastructure delivery, and how these could be overcome.

GB-Rickmansworth: Integrated Impact Assessment for the TRDC Local Plan
The Council is seeking to commission Consultants to prepare an Integrated Impact Assessment (IIA) that fulfils the requirement for a Habitat Regulations Assessment (HRA), Equalities Impact Assessment (EIA) and Health Impact Assessment (HIA).
By taking this integrated approach it avoids the need to undertake and report on separate assessments, seeks to reduce any duplication of assessment work and benefits from a shared understanding of the outputs to inform policy development, particularly to reflect those elements such as climate change, green infrastructure, transport etc which cut across a variety of planning matters.
The Council has declared a 'Climate Emergency' and set a target of making its operations net-zero by 2030. The Assessment should have regard to this target, and it is essential that this is fully integrated into the IIA process in order to ensure that the Local Plan helps achieve these targets.
