Tewkesbury Borough Council invites tenders to establish a Framework Agreement for the maintenance of public play spaces across the Borough of Tewkesbury. The Framework will cover up to 41 play spaces, including play areas, outdoor gyms, multi‑use games areas, skate parks, and artificial pitch areas that are owned by the Council, leased, or maintained on behalf of Parish Councils. These sites are permanently open to the public and are primarily located within Gloucestershire. The scope of services includes regular and reactive maintenance works as instructed by the Council, with the ability to source manufacturer‑approved parts and carry out timely repairs or replacements. The list of sites included within the Framework is indicative and subject to change.
The Framework will appoint between one and three Contractors, ranked following tender evaluation, with works allocated on a rotational basis where multiple Contractors are appointed. Maintenance instructions will be driven by the Council’s inspection and risk‑assessment regime, with works prioritised from High Immediate (unacceptable) risks requiring same‑day action through to Very Low risk items. The objective of the procurement is to ensure public safety and compliance with statutory obligations, including health and safety and occupiers’ liability legislation. The Framework will commence on 8 June 2026 for an initial term of three years, with an option to extend for up to two additional years subject to the Council’s discretion and a CPI‑based price adjustment.
