This framework is designed to meet the essential needs of public sector contracting authorities for temporary housing and decant services.
Selected suppliers will be responsible for delivering a comprehensive range of accommodation and decant solutions, including:
A 24/7, year-round service for vetting, sourcing, and booking accommodation.
Procurement of all necessary ancillary provisions, whether through hire or purchase.
Tenderers must demonstrate proven experience in supplying temporary accommodation to housing associations, local authorities, and comparable public sector organisations, along with the capacity to respond rapidly to emergency housing requirements.
Under this framework, suppliers may be called upon to provide a variety of temporary accommodation options and support services, such as:

Lift Inspections LOLER and Lift Consultancy Services Framework
The Guinness Partnership Limited, with its appointed managing agent ProcurePublic Limited, is establishing a multi-lot framework for the provision of independent lift inspections LOLER (Lot 1) and lift consultancy services (Lot 2).
The framework will support statutory compliance, asset assurance, technical consultancy, risk assessments, and expert guidance relating to lifts in residential, commercial and mixed-use buildings.
The Framework will be made available to all UK public sector contracting authorities.
The Guinness Partnership Limited, together with its appointed managing agent ProcurePublic Limited, is establishing a single-lot framework for the provision of cleaning and associated services. The framework will cover communal cleaning, window cleaning, gutter cleaning, and the removal of bulk waste for residential, commercial, and mixed-use buildings.
The framework will support both planned scheduled services and reactive requirements, ensuring safe, clean, and well-maintained environments for residents and building users. The scope of services includes, but is not limited to, the following:
Communal Cleaning
Routine, periodic, and reactive cleaning of shared areas
Cleaning of entranceways, corridors, stairwells, lifts, and lobbies
Deep cleans and enhanced hygiene requirements
Cleaning of hard floors, carpets, and mats
Cleaning of communal kitchens, laundries, and amenity rooms

This structure ensures fairness and enables suppliers of all sizes-including SMEs, regional contractors, and specialist providers-to participate according to their capacity and service expertise.

Asbestos Surveys, Testing and Services and Asbestos Abatement Works
This tender comprises two national lots, both in relation to Asbestos Services/Works, as detailed below:
Lot 1: Asbestos Surveying and Testing Services:
• Carrying out cyclical surveying and re-inspection programmes to fulfil compliance requirements
• Carrying out ad-hoc sampling/survey requests and programmes for planned, void, and responsive works
• Providing survey data and documents to ensure TGP asset management system is updated
• Carrying out air monitoring services following asbestos abatement works
• Leading on asbestos incidents and acting as first point of call to triage incidents
Lot 2: Asbestos Abatement Works:
• Carrying out licensed, notifiable non-licensed, and non-licensed asbestos abatement works for planned, void and responsive works
• Providing completion packs to ensure TGP asset management system can be updated
Each lot is for the provision of National Services/Works. Bidders must clearly indicate the contract lot(s) for which they are submitting a tender in the Tender Certificate.
There are no restrictions on the number of lots a bidder may submit a tender for; however, a bidder will be awarded no more than one (1) lot.
In the event that a single bidder achieves the highest overall evaluation score for both lots, Lot 2 shall take precedence. In such circumstances, the bidder will be awarded Lot 2, and Lot 1 will be awarded to the next highest-ranked tenderer for that lot.
A separate contract will be awarded for each lot, and each lot shall be awarded to one bidder.
The Guinness Partnership Limited (Guinness) and all of our subsidiaries have a requirement for a supplier to provide a contact centre service outside of the operating hours of our in house contact centre. The service is required to offer our residents 24/7/365 access to a telephone service in an emergency situation with immediate risk to health and safety. The out of hours service is required during the hours of 8pm to 8am Monday to Friday and from 8pm on Friday through to 8am on Monday and includes all public holidays. The supplier will also be required to provide cover during normal working hours in the event that Guinness are unable to take calls.
It is possible during the contract that the supplier will be expected to use other forms of communication for example email and web chat.
Service, Repairs and Installation of Communal Heating Systems and Heat Networks
The Guinness Partnership Limited (TGPL) and all of its subsidiaries is seeking organisations to provide Service, Repair and Installation Services to communal heating systems and heat networks in properties owned and managed by Guinness. Services are to include the servicing, maintenance and responsive repairs of all gas boilers, heat pumps, communal plant rooms, commercial gas catering equipment and heat networks in accordance with the Contract Specification, current gas regulations, and upcoming heat network regulations.
Guinness currently have 133 heat networks that provide heating and hot water to our residents and leaseholders.
Water Safety: Risk Assessments and Monitoring and Remedials
This tender comprises two national lots, both related to water safety, as detailed below:
Lot 1: Legionella Risk Assessments:
a. To undertake and maintain Legionella Risk Assessments (LRAs) to all applicable Guinness properties in accordance with the specification,
b. To provide access to an online web-portal for viewing LRAs
Lot 2: Monitoring and Remedial Works:
a. To undertake water safety monitoring activities in accordance with the written scheme identified by separate LRA Contractor and update logbook;
b. To undertake remedial works identified from LRA's conducted by a separate contractor and monitoring regime;
c. To provide access to an online web-portal for viewing online water temperature logbooks, and progress with remedial works;

The Guinness Partnership Limited is looking to procure four multi-disciplinary, regional contracts carrying out servicing, repairs and installations of both domestic and communal Mechanical, Electrical, and Plumbing systems.
The disciplines will include, but not be limited to, air conditioning, ventilation, laundry, renewables (optional), water, sewage and sump pumps, boreholes, Door Entry, Automatic Doors, Barriers & Gates, Warden Call, CCTV, TV Aerials, BMS and Fall Arrest systems.
The contracts are to be let under a 5+5+5 year arrangement and split between the following geographical regions -
Lot 1: Region 1 - North West, Greater Manchester, Yorkshire, and Humberside
Lot 2: Region 2 - Home Counties
Lot 3: Region 3 - London and South East
