Original description: SLC would like to appoint a UK based DCA to make contact with customers who SLC believe are resident overseas. As a minimum it is expected that the contacts will consist of inbound and outbound telephony, letters, emails and SMS. SLC is interested in innovative approaches and strategies that will maximise the number of quality contacts, which in turn will facilitate the achievement of the objectives of the activity. The key objectives are •to collect ICR debt and/or •to complete customer documentation (OVFA) to confirm the customers' current circumstances.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
Change of supplier following a procurement exercise, extension to current supplier is required to allow transition of the service to the successful supplier. Enable the incumbent to complete the 120 day Collections Strategy on recent accounts received and collect commission on accounts already in repayment arrangements. This avoids duplication of effort and cost, it also reduces the risk of any existing payment arrangements breaking down.
SLC is seeking to establish a framework agreement with suppliers to deliver the following: assessment of study needs, assistive technology (AT), assistive technology (AT) training, and the associated support services. English and Welsh domiciled DSA customers are in scope, with services extending nationwide.
To access DSA support, customers will have a needs assessment appointment with a specialist for a discussion – catered to their individual circumstances – about the best type of support available to them.
Assistive technology (AT) supply includes computers and software in addition to a range of other equipment such as ergonomic furniture, computer peripherals (printers and scanners), voice recorders, and other specialist items such as braille readers. AT training and ongoing support are services that will be made available to all DSA customers.

The service will include drafting new scripts, incorporating IVR best practice to enhance the flow of calls through the IVR, supporting SLC's aim to positively encourage customers to self-serve, reduce unwanted abandons and ensure callers are routed to the correct advisor.
Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

Original description: This contract will support SLC in the development of our new Target Operating Model, developing a number of design options, that will underpin our organisational wide transformation programme, Enable. The aim of the programme is to create a Simpler, Modern, Digital Student Loans Company delivering better outcomes for all and be recognised as an exemplar of Public Service Excellence.
Description of the modifications
The contract will be extended for 3 months and the value increased to cove additional work to maintain momentum and maximise value. SLC has identified potential areas of continued support, while the "Transform the Organisation Programme" (TtOP) team is established.

This is a continuation of work already carried out by the same provider, it is an integral part of a wider strategic project. To change contractor now would be to the detriment of the progress already achieved.
We require the provision of translation (English to Welsh, Welsh to English, and occasionally English to Irish Gaelic) to support key customer communications leading to applications on time to support the wider business operations of SLC. Translation extends to all information and guidance on a range of channels, planned business as usual and reactive including system correspondence and operational communications.

The Estates team is responsible for the maintenance and repair of the existing property portfolio as well the services associated with the decommissioning/ new build commercial properties.
