The Council has an ongoing requirement for the provision of Festive Lighting, encompassing the maintenance, storage, erection and
dismantling of Council owned Festive Lighting and associated kit for use throughout the towns and villages within the boundary of South Lanarkshire.
South Lanarkshire Council's Community and Enterprise Resources, Enterprise and Sustainable Development Services have a requirement to appoint a qualified organisation to produce, deliver and manage a programme of staged Christmas celebrations at their Christmas Lights Switch On Events.
The Christmas Light Switch On Events are highly popular, family-based events staged every year in the build up to the festive season.
South Lanarkshire Council invites tenders to provide an event package and event management service for five Christmas Lights Switch On Events in the following towns on the dates as noted:
- Lanark – Saturday 18th November 2023
- East Kilbride Village – Sunday 19th November 2023
- Rutherglen – Saturday 25th November 2023
- Cambuslang – Sunday 26th November 2023
- Carluke – Saturday 2nd December 2023
NB: There is a possibility that a 6th event may be required over the Christmas period.
The 2024 and 2025 events will follow the same pattern of dates (events will fall in this order over these weekends).
Each Christmas Light Switch On Event should last for approximately two hours on a fully rigged outdoor staging unit. Sites for each event have been identified, the detail of these will be provided to the successful tenderer. Previous events have included street entertainment, presenters, giveaways and children’s entertainment. The events may contain additional elements such as fairgrounds and Christmas markets. These are not included within the scope of this tender however the successful tenderer may have to liaise with organisers of these elements during the event planning process to provide a holistic event experience.
The lights are traditionally switched on by Santa and South Lanarkshire’s Provost at 5pm (although this may vary by town). The events are primarily targeted at families with children aged 16 and under.
Proposals should include the following:
- Provision of staging, pa, lighting and generators.
- Inclusion on technician, riggers and stage production.
- Pre-production
- Potential backline hire for live acts
- Provision of live entertainment (including a headline act)
- Provision of presenters (main presenter and back up MC)
- Complimentary street entertainment
- Provision of suitable first aid cover
- Provision of suitable on-site health and safety advice.
- Provision if event security
- Public Liability Cover for the event.
It is not necessary that all events are identical. The successful candidate will be the licence holder for the event on behalf of South Lanarkshire Council and as such will take on all administrative duties that this entails.
In addition to the Christmas event programme, there may be occasions where South Lanarkshire Council require event management and production at ad hoc times throughout the duration of this contract. With this in mind, bidders are asked to provide a day rate for services. This will allow officers to utilise the services of the successful bidder throughout the duration of the contract if required.
It is expected that the event organisers will have proven expertise in delivering events of a similar nature.
South Lanarkshire Council (the Council) and South Lanarkshire Leisure and Culture SCIO (SLLC) have a requirement to ensure the provision of Insurance Services and associated claims handling arrangements.
The Council has in place a mixture of self-insurance and purchased insurance cover, whilst SLLC is predominately insured with low excesses or ground up cover. Appendix A in the attached Market Engagement Questionnaire notes the current policies in place for both The Council and SLLC, and details excesses and limits of liability. The current contracts are due to expire on 31st March 2024. The Council and SLLC are considering options for procuring a new contract.
The Council and SLLC will be assisted by our appointed brokers during the procurement process.
Industrial Cleaning, Pest Control and Other Environmental Services
The Council has an ongoing requirement for Industrial Cleaning, Pest Control and Other Environmental Services for use by South Lanarkshire Council Environmental Services. The Contract will cover a range of services as follows:
- Rats and Mice Treatment and Eradication
- Treatment of Rodents in Sewers
- Wasps/Bees Nests Treatment and Eradication
- Treatment and Eradication of Grey Squirrels
- Provision of Pest Control Services at Council Properties
- Treatment and Eradication of Insects
- Removal of Body Fluids and Tissue
- Cleaning and Disinfection of “Dirty Houses”
- Proofing of Buildings/Structures Against the Ingress of Birds and the Installation of Approved Bird Deterrent Measures
- Cleaning and Disinfection of Water Supply Systems
The Contract will be split into Lots as follows:
Lot 1: Industrial Cleaning and other Environmental Services

- Cleaning and Disinfection of “Dirty Houses”

The Contract will be awarded via open procedure on a single supplier basis per Lot where acceptable bids are received on the basis of the most economically advantageous tender (MEAT). Bidders will have the opportunity to bid for one or both Lots. The weightings associated with the award of the contract are as follows;
30% Technical
70% Commercial
The contract will be for a period of 2 years with the option to extend for a further period of up to 24 months with the anticipated contract start date being 01 October 2023.
SLC Education Digital Futures - ICT Managed Service
South Lanarkshire Council currently has an ICT Managed Service contract in place for Education Resources and Public Libraries and this will expire at the end of September 2025 and the Council is looking to ensure that a new contract is in place from 1st October 2025.
South Lanarkshire Council’s Education Resources has had a highly successful full ICT Managed Service contract in place since 1 October 2013 which was extended in 2020. The contract includes:
- a fully managed ICT platform/service for all SLC schools and nurseries, Youth Learning establishments, LAAC (Looked After and Accommodated) units and SLLC (South Lanarkshire Leisure and Culture SCIO) public libraries.
- network connectivity and infrastructure, WANs, LANs and WLANs, servers, network filtering and a full range of security services.
- a core provision of desk top stations, mobile devices, curricular software, training, web space.
The Council are issuing this PIN notice to gauge interest in the market from potential suppliers who can provide this service.
SLC - Residential Care for Adults with a Learning Disability
South Lanarkshire Council are looking to notify the market of a potential future contract opportunity to deliver a residential unit with support for up to 10 adults with a learning disability within the Rutherglen area. Expected timeframe for ‘Go Live’ is 1st April 2024.
Domestic and Commercial Removals, Storage and Disposals
South Lanarkshire Council's Housing and Technical Resources Property, Housing Management and Homelessness Services have a requirement to provide a service for the Removal, Storage and Disposal of items. In addition, there is also the requirement as part of the Council’s wider buildings estate portfolio to include internal office moves for short or longer term decants to other buildings.
Management and Operation of Household Waste and Recycling Centres (HWRC)
South Lanarkshire Council seeks to secure the services of a suitably qualified service provider to deliver the management and operation of the Council’s Household Waste Recycling Centres, including the treatment, disposal, and recycling of the waste and recycling streams collected via the sites.
The Council’s current contract is due to expire on 31 March 2024. The Council is considering a contract period of 5 years with the option to extend for a further period not exceeding 5 years.
SLC - Independent Advice & Information Service on Self-Directed Support
South Lanarkshire Council (the Council) Social Work Resources is seeking to commission an Independent Advice and Information Service on Self Directed Support in line with the national statutory guidance and strategic plan.
We are therefore carrying out this market engagement in order to gauge market interest.
Maintenance Of Building Energy Management System Installations
The Council have an ongoing requirement for a contractor to provide a maintenance service for the Building Energy Management System (BEMS) and Under Floor Heating (UFH) within South Lanarkshire across a number of establishments including education and social care settings.
Maintenance of both the BEMS and UFH is essential to ensure that there is:
- the optimum performance of the equipment controlled
- provision of thermal comfort levels to the working environment for the occupants of South Lanarkshire Council’s properties
- effective control of energy consumption, for energy efficiency purposes.
The maintenance of the works requires specialist skills and therefore the contract is split into four separate lots. These lots reflect the main types of equipment in use as follows:
- Lot 1 Trend Controllers
- Lot 2 Siemans Controllers
- Lot 3 Various Controllers
- Lot 4 Under Floor Heating
South Lanarkshire Council have identified a requirement to appoint a suitable supplier/contractor in respect of both Supply and Delivery Only as well as Supply, Delivery, and Installation of UPVC Windows, Composite and FD30 Doors.
The Council proposes to conduct a multi lot agreement as follows:
Lot 1 – Supply and Delivery Only of UPVC Windows, Composite and FD30 Doors
Lot 2 – Supply, Delivery, and Installation of UPVC Windows, Composite and FD30 Doors
The Council wish to gauge interest in the market for a provider for tenants contents insurance. Approximately 2,800 tenants are currently insured under the existing arrangements. The start date of the contract is 1 October 2023 and we anticipate the tender would be published in April 2023 with an award date of June 2023. The Council has a requirement to enhance the provision of Enhanced Aftercare. It has been identified that a number of Young People who wish to leave fostering or residential care are not able to live independently due to the lack of a targeted bespoke service which provides community based supported accommodation with a high level of support and 24/7 out of hours response.
In 2019 the Care Inspectorate highlighted a number of areas for improvement in relation services to Young People transitioning from the Council’s care. Access to appropriate and safe housing was identified as a key improvement area.
Recommendations from consultations with Young People leaving the Council’s care have also identified that access to appropriate housing and support requires improvement.
Through Care and Aftercare is also a key priority area within the Council’s Corporate Parenting Strategy which has 4 improvement areas:
- Improving assessment & pathways planning
- Health & wellbeing
- Housing, accommodation & support
- Education, training & employment.
We are therefore carrying out this further market engagement in order to consider some potential solutions which may be available in the marketplace, in order to provide better support for these Young People in the future.
The Council’s Procurement Service require to create a new generation Multi-Disciplined Highways and Infrastructure Framework for use by primally Community and Enterprise Resources and Housing and Technical Resources, however the framework when in place can be accessed by any resource within the Council.
The Framework Contract will be governed under the NEC3 Framework Contract April 2013 and will cover a range of works/services lots as follows:
Lot 1 - Highways Network Improvements
Lot 2 - Highways Routine Maintenance (Labour and Plant only)
Lot 3 - Temporary Traffic Management Services
Lot 4 - Maintenance of Council Bridges and Structures
Lot 5 - Water Infrastructure Services
Lot 6 - Outdoor Infrastructure Works including play
Lot 7 - Groundworks
The new framework will be awarded via open procedure on the most economically advantageous tender (MEAT) criterion which enables the council to take account of criteria that reflect qualitative, technical, and sustainable aspects of the tender submission as well as price when reaching an award decision. All call-offs under the framework will be based on MEAT.
No work will be guaranteed to any individual Contractor under the Framework Agreement.
The council has adopted a sequential opening process for any tender exercise conducted per the following stages:
As part of Stage 1 the bidders will be required to complete a Single Procurement Document (SPD) as part of the Qualification envelope self-declaring that they meet the criteria requirements for the Lot(s) they have selected.
As part of Stage 2 the bidders will then be required to complete a Technical response based on technical specific questions related to the lot they have selected.
As part of Stage 3 the bidders will then be required to complete Commercial response based on activities associated to the Lot(s) they have selected.
As part of the tender evaluation process the Council will then request evidence from each bidder prior to any bidder being appointed to the framework. It is anticipated the Council will state the number of contractors being appointed to each lot.
South Lanarkshire Council Social Work Resources is seeking to appoint a provider to provide saliva testing to the Drug Testing and Treatment Order (DTTO) Team. DTTO Orders are granted by the Courts if a service user’s drug misuse issues are significant and are the cause of offending behaviour. A DTTO is an order made under section 234B of the Criminal Procedure (SCOTLAND) Act 1995 (as inserted by section 89 of the Crime and Disorder Act 1998).
The full service will include the delivery of the testing kits, staff training, sample testing, results reporting, sample confirmation to forensic standard. An appointed account manager, helpline, and quarterly service meetings
South Lanarkshire Council and North Lanarkshire Council each require a provider for Homeowners Buildings Insurance (Right to Buy). South Lanarkshire Council are publishing this notice on behalf of both Councils to obtain notes of interest. However, this is not a joint procurement and North Lanarkshire Council will publish their own competitive process at a later date. Approximately 3,400 homeowners are currently insured under the existing South Lanarkshire arrangements; and 1,900 under the existing North Lanarkshire arrangements. The start date of the South Lanarkshire contract is anticipated to be 1 October 2023; and the North Lanarkshire contract, 15 May 2023.
Scotland Excel Property Maintenance and Refurbishment Framework
South Lanarkshire Council would encourage all contractors to review the exciting tender opportunity for the Scotland Excel Property Maintenance and Refurbishment Framework as per the Lots detailed below. South Lanarkshire Council are a member of Scotland Excel and will use this as a potential procurement route for future works projects and would encourage contractors to consider tendering for this opportunity.

Bidders can bid for single lot or multiple Lots as detailed above.
Maintenance of Air Conditioning and Air Handling Units
The Council has a legislative requirement to service and maintain the Air Conditioning (AC) and Air Handling Unit (AHU) installations in their properties to ensure:
* Optimum performance of the equipment is achieved and maintained
* Provision of thermal comfort levels for occupying staff are maintained
* Maintain equipment as per manufacturers recommendations
Currently SLC have approximately 227 properties that Housing and Technical Resources are responsible for maintaining (includes various education establishments, roads depots, social work establishments, leisure centres, etc) with Air Conditioning (AC), Air Handling Unit (AHU) installations, common ventilation and heat reclaim installations, which form this contract. However, properties maybe added or removed during the contract period.
The contract consists of:
* Service and Maintenance visits.
* Pre-maintenance inspections, as and when required – prior to any new properties being added.
* Remedials - identified during a service visit.
* Call outs – 24 hour, 365 days per year.
All works and services requires to be carried out in accordance with F-Gas Regulations 2007; REFCOM F-Gas Company Certificate 2009 and Supplementary information, good working practices, AC and AHU equipment manufacturer’s recommendations.
The contractor requires to prepare a programme for all service visits, maintain an asset register for all properties, provide service reports and service receipt notes.
Provision of Access, Hand, Mobile and Small Plant Operator Training
South Lanarkshire Council has a responsibility under the Health and Safety at Work Etc. Act 1974, Provision and Use of Work Equipment Regulations (PUWER) 19989, Lifting Operations and Lifting Equipment Regulations (LOLER) 1998 and the Manual Handling Operations Regulation 1992 as amended in 2002, applying to a wide range of activities that involve operation of mobile plant, lifting and access equipment and hand-held plant.
The training courses to be delivered must be suitable for all levels of employees providing they had attended any pre-requisite training appropriate to the learning activity.
The training will be delivered within a venue agreed at time of call off/order placement. All Plant and Equipment that is to be used during the course of the training must be provided by the supplier be technologically relevant, up to date and in good working order. Information will be requested on whether the plant is owned / hired, its age, profile and maintenance regime.
Maintenance of Biomass Boilers & Supply & Delivery of Biomass Pellets
South Lanarkshire Council have an ongoing requirement for the supply and deliver of Wood Fuel (Biomass Pellets) for their Education establishments with biomass boilers. To date there is 49 establishments throughout the South Lanarkshire area with biomass boilers that require the supply of these pellets to ensure they operate efficiently and continue to maintain the agreed minimum temperature.
In addition to the supply of the biomass pellets, the Council also requires a maintenance and emergency call out service for the maintenance of the Biomass boilers in the 49 properties which includes Primary Schools, Sheltered Housing complexes and other establishments. The contract requires the contractor to record and price any remedial work after each service visit and submit to the Contract Administrator.
The contractor requires to have experience in the maintenance of Biomass Boilers. Operatives must have certified training on at least two of the boiler manufacturers and agree to carry out training, within one month if successful, on the other boilers located within Council properties. The contractor must have appropriate calibrated equipment and specialist diagnostic software/equipment required to carry out the maintenance works.
By combining the supply and delivery of the biomass pellets along with the service and maintenance of the biomass boilers to a single contractor will provide the Council with a ‘turnkey solution’ where the supplier will take responsibility for the management of the biomass boilers and arrange for the supply and delivery of biomass pellets as and when required to ensure that the biomass boilers operate efficiently.
