Last winter (2022) SCDC worked in partnership with the voluntary sector to develop a series of Warm Hubs across the district, operated from community buildings and led by volunteers to provide spaces for residents to spend time, keep warm and connect with people in their communities. Following the success of this initiative, SCDC wish to continue to develop these popular spaces into Community Hubs; places in the community where anyone can go, to meet and connect with local people, and gain access to a wide range of support and services which help to keep people healthy and well, year-round. The vision is to build on the Community Hub success in connecting people living in rural communities with each other and with support services where needed, to offer outreach to debt advice, food aid, housing and health services. To further extend the model, SCDC is looking for the volunteers to be supported by 3 Village Agents (p/t employees) to act as a facilitator, connector, and community development worker for the Community Hubs. Their role will be to support and develop the team of local volunteers, ensure the Hub continues to be community-led, connect with local teams to enable outreach services in a way that suits the community it serves e.g cost of living support, vaccinations, health clinics, group consults employment support, food networks. It is envisaged that each Village Agent would support the Community Hubs within a particular integrated neighbourhood (IN), of which there are 3 covering the District of South Cambridgeshire (some flexibility maybe required in contracted hours dependent on the number of hubs within each IN area). By bringing health prevention into the community, the aim is to address the health inequalities imposed on residents living in rural areas with very limited and expensive public transport, without the use of a personal car, Wi-Fi or home computer. It is anticipated that the Hubs will deliver opportunities to host events such as vaccine outreach, and health talks on specific subjects, and look at opportunities to create regular events such as carers cafes or menopause cafes in consultation with the community. Opportunities could also be made to link with the Mobile Libraries, Job Centres, and Housing advice to provide support on a whole range of prevention aligned to the Determinants of Health. Vulnerable residents have been pre-selected by SCDC and will have the opportunity to claim their electric blanket, paid for by SCDC. Once they have confirmed their details to SCDC, these will be passed weekly to the successful contractor within a spreadsheet, to arrange delivery through a third party (e.g. Royal Mail, DPD etc). The successful contractor will: • Buy 500 electric blankets up front or be able to guarantee their constant supply • Organise storage of the blankets before postage • Post the blankets to the individual recipients as and when orders come in from SCDC SCDC are not able to guarantee the spread of orders, but it is expected there will initially be a high volume in the first two months, before orders slow down until all stock has been exhausted. The first orders will likely be at the start of October 2023 so the blankets must be available by then. To include: • Flexible and responsive classes which primarily focus on conversation and the language needed to navigate day to day life and for seeking employment opportunities in the UK • Classes that are line with best ESOL practice • Classes that are primarily aimed at adults, but can include older children that attend secondary school • Classes will be taught by qualified ESOL tutors and supported by teaching assistants (where required) • Progress reviews which will be provided at regular intervals throughout the course • A reasonable 'dropout policy' will be provided to ensure spaces are filled as consistently as possible • Certificates of achievement which will be awarded to students at the end of the course. • The promotion of other schemes run by South Cambridgeshire District Council (and, where appropriate, its partners) to be included in lessons, for example free bikes, laptops, Ukraine small grants scheme All teachers and assistants providing the lessons will need to have undertaken appropriate safeguarding training. Safer recruitment and safeguarding procedures will need to be followed by the supplier/tutors. Public liability insurance for each class will need to be provided by each supplier. We will require ESOL quotations for a total cost per course based on three LOTS, any combination of which can be tendered for together: a) ESOL course to be run at a suitable location in the South of South Cambridgeshire (for example only - Whittlesford, Shelford, Melbourn, Caldecote, The Mordens). b) ESOL courses to be run at a suitable location in the North of South Cambridgeshire (for example only - Girton, Cottenham, Swavesey, Fen Ditton, Fulbourn, Milton, Waterbeach, Impington). c) ESOL courses to be offered to be run online , as an option for those who can't attend in person. Cambridge City Council (CCC) and South Cambridgeshire District Council (SCDC) are seeking a software provider to develop a 3D model for Cambridge City and its environs (as defined in Appendix 1). Detailed proposals are now invited from consultants comprising three parts: The preparation of a 3D interactive model for Cambridge City and its environs which includes the identified strategic viewpoints located across the city and its fringes. A detailed implementation plan outlining how the software provider will support the roll out of the product to planning officers from across the service (approximately 80 officers).
