Greater Cambridge Shared Planning Service (GCSPS) is a shared service for CCC and SCDC. Over the last few decades, GCSPS has experienced significant growth with the current local plan period. While most of this growth is being delivered on strategic sites, as urban extension and new settlements, there are infill sites and areas within the Cambridge such as some areas within the suburban estates to the north, east and south that are in need of regeneration. There are a number of infill developments coming forward for planning permission within these suburban areas incrementally whose designs are based at a site- specific level, in the absence of a strategic vision for how the area should evolve in the future. As land comes forward for development, within the constraints of the existing local plan these areas could benefit from reimagining their future. In order to tackle the cost-of-living crisis and refugee resettlement initiatives, SCDC is looking to support its residents with a variety of essential furniture and white goods items to help them access a successful tenancy or bring down household costs. SCDC is looking for a suitable contractor to run a mobile foodbank, servicing initially 6 different villages, and rising, depending on its success. The villages initially identified have been selected using the indices of deprivation data from the 2021 census, targeting wards with the highest level of households deprived in two or more dimensions that do not have close access to a foodbank. These villages/wards are Papworth, Over & Willingham, Histon & Impington, Fen Ditton & Fulbourn, Linton, and Duxford. These locations are subject to change as prior engagement with each ward must be undertaken before starting this project. A van filled with food items will visit these villages on a weekly basis, to set up a marquee in a suitable, accessible location and run a foodbank for 2 hours each time. South Cambridgeshire District Council (SCDC) is undertaking a procurement to develop a series of programmes, known as Exercise4Fun to be hosted in leisure settings across South Cambridgeshire. This programme aims to support those who are inactive and/or have a BMI over 25. Referrals would be accepted via health professionals or self-referral. Owing to the requirements of this programme, SCDC will be looking for leisure providers to deliver this service at various key locations across our District. The Exercise4Fun programme will take a cohort (max 12 participants) through a 12-week active lifestyle programme, to help people become active and move more. It will include a range of activities preferably delivered in the evenings, to help improve fitness, socialise, learn new skills, and ultimately improve overall wellbeing. Planning obligations under Section 106 of the Town and Country Planning Act 1990, commonly known as s106 agreements, are a mechanism used to make a development proposal acceptable in planning terms. They are focused on site specific mitigation of the impact of development by way of either the direct provision of infrastructure (both on and off site of the development) and through the payment of financial contributions to the local planning authority. The section 106 information relating to Cambridge City Council are recorded in a bespoke Microsoft Access database built around the year 2000 and contains details relating to around 1,600 agreements (excluding deeds of variation). Information relating to agreements completed before then are held in a now dormant database. Section 106 records for South Cambridgeshire are similarly stored in a Microsoft Access database built in around 2009 and which stores records of around 1800 agreements (excluding deeds of variation). GCSP has recently acquired a database from Exacom Systems Limited and now requires data contained within these section 106 agreements, along with the compliance held by GCSP in the current databases, needs to be uploaded onto Exacom. From 1 April 2012 GCSP has completed 1010 section 106 agreements (excluding deeds of variation). Some of these agreements relate to appeals that were dismissed thereby reducing the number of the total number agreements to be migrated (this is estimated to be 20-40 agreements). Around half of the total number of agreements are for minor developments which secure a small number of financial contributions only and where there are no obligations relating to (for example) affordable housing or public open space. The balance of agreements comprises a mix of major residential development schemes and commercial developments. Four example agreements are appended demonstrating the type of major and minor agreements that are to be expected. The quantity of deeds of variation is unknown but is estimated to be in the region of 100, however, many of these are for the sole purpose of incorporating new mortgagee provisions relating to the affordable dwellings (i.e. monitored obligations are often unaffected). Around 10 of these agreements relate to particularly large new settlements or urban extensions (i.e. those of 1000 dwellings or more). It is intended that the details relating to these developments will be uploaded by GCSP and are therefore excluded from the instruction. GCSP is looking to upload data relating to around 1000 agreements as an initial undertaking. Further data migration of the balance is likely but the full extent of this will depend on cost. South Cambridgeshire District Council are seeking a service provider to develop and deliver sporting and physical activity offers to the new community at Waterbeach. Waterbeach is a new town situated in the Parish of Waterbeach and once complete will consist of up to 11 000 homes. The site consists of two master developers: Urban&Civic (U&C) and RLW Estates (RLW). U&C have outline planning permission for up to 5500 homes and RLW have consent for 4500 homes - subject to the signing of a section 106 agreement which is still under negotiation. U&C are progressing onsite with various meanwhile uses already present on site including a refurbished sports hall and assault course. There are two housebuilders on site with show homes open for one of them meaning first occupations will likely take place in the summer. Research into new developments in Cambridgeshire suggest some common patterns. The population forecasts for the new developments all show a similar pattern with a steep increase in the population aged 20-64 in the first 10-20 years of the development with a slow decline then onwards. The 0-19 aged population has a steady increase during this time but not so steep, reflecting that not all residents moving into a new development have or will have children. However, it is apparent that new communities have unusually high birth-rates and significantly different profiles of 0-19 year olds than established communities. The 65+ age group shows a steady increase year on year but starts from a low base, suggesting that the increase is mainly due to a naturally ageing population rather than a large influx of older people moving into new developments. Consideration will need to be made of the likely ethnic profile of this and the surrounding communities to ensure the service is appropriately delivered.
