The Council is seeking to appoint a suitably qualified and experienced organisation to a Framework to undertake topographical surveys across the borough of Sefton for a period of approximately 3 years from 1st November 2021. The survey information will be used to help inform the design of a number of mainly transport related schemes in different locations across the Borough. This will support a significant programme of schemes and further potential schemes within the Council's Transport Capital programme. Many of the surveys will be undertaken on the highway. There is no defined quantity for the number of surveys required although, as a broad indication it is estimated that approximately 20 surveys will need completing over any 12 month period. Works are currently progressing on the development of two major business cases, which focus on modifications to a number of junctions in both the north and south of the borough. This is expected to be a significant commission and will be undertaken at the start of the contract. Participation in this quotation process which seeks to result in securing a single provider to undertake Topographical Surveys, in no way guarantees any successful bidder any given volume of work over the duration of the framework contract period

1.1 Outline of service The Service Provider shall support the Council in making strategic business decisions around energy efficiency by providing a Display Energy Certificate (DEC) & Recommendations Report (RR) Management Service. The information from the site surveys and DECs is to be used by the Council to benchmark sites within its own portfolio. The Council's energy data will be available to the Service Provider via a web based version of "Systemslink" energy management software. The Service Provider shall be required to maintain the provision of DECs & Recommendation Reports (RRs) across Council's buildings portfolio, as identified in schedule 1 - Technical information, in accordance with the Energy Performance of Buildings Directive (EPBD). A series of 3 light projections shows were held in 2019 in Bootle, Waterloo & Southport. The feedback from these events were very positive and all locations appealed to both residents and visitors. We are looking to build on these popular stories and work with a local company that can provide some new content and displays for Bootle and Southport. The aspiration is that this will include the Atkinson at Southport, the new Bootle Canalside site along with an indoor immersive experience at Southport Market that will run for 3-4 weeks. We are looking for specialists in illumination visual mapping, this involves breath taking projections as an inclusive style of story telling. This aims to create a memorable and special experience for viewers The provisional dates for this event are Friday 18th and Saturday 19th March 2022. The indoor immersive experience is expected to run throughout March. The story will be a celebration of Sefton, specifically the coast, canal and other natural assets with a focus on the environment and the challenges that the World currently faces. This Request for Quotation is for the package of landscaping works as part of the Bootle Canalside project. The Council has purchased 1.8 acres of land to the south of the Bootle Strand Shopping Centre and to the North of the Leeds Liverpool Canal to deliver a project which will assist in the regeneration of both the Strand and the wider Bootle area. A key element of the project is to deliver a Waterside Urban Garden on the site. A temporary landscaping strategy utilising planters and seating of different size will be used to define the zones and spaces within the site, create points of interest and meeting places, as well as opportunities for socialising and community events. The soft landscaping and planting within containers is also intended to soften and break up the hard surfacing across the site. This will be most evident with the waterside garden area, where the number of planters and variety of planting will create the impression of a leafy and green public urban garden on the banks of the canal. The proposed materials for the planters will be attractive yet robust, safe and secure, with the temporary aesthetic described previously yet still suitable for a public environment.

Sefton Council wish to purchase 4 Soundproof Booths. Quotes are requested for 2 Booths with 4 person occupancy and 2 Booths with single occupancy. Project start date is May 2022 and full installation should be completed by 15 July 2022. The Booths will be used for residents to make zoom calls. They need to be wheelchair accessible, be fitted with power, lighting and have some form of ventilation. The Council is looking to commission an Employment Land and Premises Supply Assessment for the borough. This assessment will be a detailed analysis of Sefton's current supply of employment land and premises, both occupied and unoccupied. The assessment should calculate the current supply of employment land and premises in Sefton including an assessment of availability, quality and suitability, with reference to how this contributes, or can contribute, to meeting an identified employment land needed in the borough. The assessment should consider employment land and premises on allocated or designated employment sites in Sefton and non-designated sites that are available and suitable for employment use. The Sefton Local Plan was adopted in April 2017 and the Council are expected to review this in 2022/23. The Employment Land and Premises Supply Assessment will assist with informing the Local Plan review with regard to employment demand and supply. The Council are currently progressing a Bootle Area Action Plan for the area in the south of the borough centred around the town of Bootle. It is expected that the Employment Land and Premises Supply Assessment will inform the Bootle Area Action Plan as it progresses to examination, expected in 2023-24.

Sefton Council is seeking the services of a specialist consultancy to support with a public consultation / engagement exercise to inform the development of a Heritage Lottery Fund (HLF) bid for Botanic Gardens, Southport to fund improvements and enhance residents' and visitors' access to the historic park, recreation facilities and open space. Botanic Gardens Project Support is required to design, manage and deliver the overall consultation / engagement exercise as well as to provide additional capacity and expertise. This will include carrying out a range of engagement activities and project evaluation activities. The service is an important part of the local substance use treatment system providing support to some of the Boroughs most vulnerable young people and families. The Healthy Child Programme (HCP) is the early intervention and prevention public health programme that lies at the heart of universal services for children, young people, and families at a crucial stage of life. Its universal reach provides an invaluable opportunity to identify families that are in need of additional support and children who are at risk of poor outcomes. Sefton has an age 0-19 population of 59,700; and of those 14,500 are under the age of 5 years. Public Health HCP is currently provided to the 0-19 (up to 25 with SEND) age group through an integrated contract, which includes Health Visiting, School Nursing and an Enhanced Pathway for vulnerable families. The service is fully aligned to NHSEI commissioned Immunisations and Vaccination Programme, and ICB Commissioned Specialist Nursing for Children in Care (CiC), Youth Justice Service and Specialist Safeguarding. Under the terms of the Health and Social Care Act 2012, local authorities are responsible for improving the health of their local population and the commissioning of public health services for children and young people 0 to 19 years (up to 25 with SEND). Ensuring every child has the best start in life is one of OHID's (formerly PHE) key priorities. Best Start in Life has been identified as a priority within the national 5-year strategy, which runs from 2020 to 2025. A major contribution to achieving these ambitions and strategies is the modernisation of the Healthy Child Programme, which is based on 4 levels of service - community, universal, targeted and specialist, depending on individual and family need. The Service will have a significant role in Sefton and be a lead partner in the Integrated Care System and locality based multi-agency working arrangements. The HCP will be structured in line with the wider Sefton's Children and Young People (C&YP) offer, 'Start Well', which is currently in transformation. It will also align with the development of Family Wellbeing Hubs and the updated Social Care model and will work together to deliver an integrated service for children and young people. The aim is to reduce duplication across the workforce and improve efficiency and the experience of the children, young people, and families that the Service is working with. The Service will work positively with the Council and its partners to transform and improve services and outcomes for children and young people. This may result in additional services being added and changes to the service specification, in accordance with the contract variation provision, during the term of the contract. There will also be an expectation for service provision to flex, responding to changes to national guidance (such as further guidance around the Modernised Healthy Child Programme), or as a result of local transformation. We are conducting an Open Procedure tender exercise to put the contract in place to run for a period of 5 years with 2 x 12 month options.
