Rutland County Council (the Council) is undertaking a soft market testing exercise, with the aim of providing information to and requesting feedback from the market, on its proposed model for delivery of a multi-use commercial space in Oakham for the purpose of advancing innovation in the health and related sectors.
This PIN and associated documentation form part of our initial market research in which we are seeking information from a range of providers to inform our procurement approach. The Council is looking for a partner who is prepared to take on the demand risk for the facility in return for the opportunity to pursue rental generating sub-lets.

Market Engagement Event - Provision of Domestic Homecare Services to Rutland County Council

Rutland County Council (the Council) is looking to put in place a Dynamic Purchasing System (DPS) for the provision of domestic homecare services.
The services required are support and care at home using an outcome-based personalised care model for service users assessed as needing packages of care for short, medium or long-term durations, including carer respite.
Currently, the Council spends approximately £1m per annum in total across all its homecare providers.
Prior to commencement of procurement activity, the Council is holding a market engagement event with the aim of providing information to suppliers on the process for the proposed subsequent procurement.

The event will be hosted by a representative of the Council and will be attended by a representative from the Council's procurement partner, Welland Procurement.

Rutland County Council Grounds Maintenance Services & Rutland County Council Forestry Services
Rutland County Council is intending to procure Grounds Maintenance Services and Forestry Services respectively as separate contracts. Each procurement will be via Further Competition through the relevant Category of the YPO 881 Grounds Maintenance Dynamic Purchasing System (DPS) www.ypo.co.uk
Timetable
Both procurements are due to go live 01 December 2022, award is scheduled for July 2023 and contracts will commence 01 January 2024.
To be eligible to compete for these Contracts, suppliers MUST be onboarded to the YPO DPS and have satisfied YPO's due diligence checks before the procurements go live. Please email facilitiesmanagement@ypo.co.uk asap and by no later than 30 September 2022 to ensure on-boarding is completed in time.

Contract Period
Each contract will be for an initial term of five years with the option to extend for up to an additional two years: 5+1+1 = 7 yrs. maximum.
Contract Value
The estimated lifetime value of the Grounds Maintenance Service Contract, including extensions, will be £3,400,000 approx. excluding VAT.
The estimated lifetime value of the Forestry Services Contract, including extensions, will be £751,000 excluding VAT.
The Council's Requirements
The Council's Grounds Maintenance Services requirements include grass cutting, maintaining hedges, shrubs and borders and other grounds maintenance tasks typical of a local authority.
The Council's Forestry Services requirements include planned, reactive and specialist arboriculture services, including responding to emergency tree falls.
The Council's detailed Specification for each of the Services will be included in the Further Competition documents for each Contract.
On-boarding to the DPS
Suppliers must be on-boarded to the DPS before they are eligible to compete for contracts offered via that DPS. The on-boarding process is equivalent to the first stage of a tender. YPO will require applicants to complete the Government's standard Suitability Questionnaire (SQ). This is to assess whether the applicant is a suitable business to provide services to the public sector. Also, applicants will be required to satisfy additional standards included in the SQ by the DPS operator. These additional standards will be relevant to the services that are the subject of the DPS.
Further Competition
Each Contract will be the subject of separate procurement process via Further Competition under the relevant Category of the YPO 881 GM DPS. Both procurements will take place at the same time and run to the same timetable.
Wider opportunities
Once on-boarded, suppliers will be eligible to compete for other public sector contract opportunities offered via the DPS.

Rutland County Council is exploring the development of a new service delivery model for a children's residential care home that it is currently in the process of establishing, aimed at providing in-county residential and outreach support for children with complex emotional support needs. This initiative responds to the increasing demand for localised care and seeks to improve outcomes by keeping children close to their families, schools, and health services-reducing reliance on distant and high-cost placements.
Supported by funding from the Department for Education, this strategic approach will focus on delivering integrated, evidence-based care, and links to Multisystemic Therapy (MST), that is tailored to the needs of children and families within the local area.
The Council is seeking early input from potential delivery partners to help shape the design and implementation of this new model. This includes gathering insights into best practices, staffing approaches, partnership working, and outcome measurement to ensure the service is effective, child-centred, and sustainable.

Consolidated Waste Contract - Invitation to Industry Day (DN766125)
Rutland County Council intends to procure a long-term Consolidated Waste Contract bringing together household waste and recycling collections, HWRC operations and haulage, street cleansing, and treatment of residual waste, dry mixed recycling, green waste, food waste (new service from March 2026), and clinical waste. The initial contract term is expected to be eight years from April 2028, with an option to extend by up to two years.
RCC-1588 Educational Psychology Services for Rutland County Council
This is a Preliminary Market Engagement Notice for the Provision of Educational Psychology Services for Rutland County Council.
Rutland is England's smallest mainland county and unitary authority. It is situated in the East Midlands between Leicester and Peterborough and has a population of just over 41,000 The main population centres are Oakham, the county town, and Uppingham, although the county is also rich in vibrant village communities.
Educational Psychology (EP) is a statutory provision required under the Children and Families Act 2014 and the Special Educational Need and Disability (SEND) Code of Practice 2015. The Council is exploring how best to implement this legislation and deliver the legal timescales for Education Health and Care assessments under the Act.
The soft market testing exercise is intended to allow interested organisations with appropriate experience to outline their views and ideas about the future provision of Educational Psychology Services in Rutland.
The Council will consider the responses received as a result of this exercise to help inform the options appraisal and the decision-making process.

Rutland County Council (the Council) is undertaking a soft market testing exercise to inform the development of a future procurement for Dry Mixed Recycling (DMR) Treatment and Processing Services.
This soft market test relates solely to the treatment and processing of Dry Mixed Recycling and does not include collection services.
The purpose of this engagement is to seek feedback from the market to help shape a procurement that is deliverable, commercially viable and attractive to suppliers, while ensuring continuity of service and compliance with relevant legislation.
The information gathered through this soft market test will be used to refine the procurement approach, timetable and contract documentation. Participation in this exercise will not form part of any future tender evaluation, and no supplier will be advantaged or disadvantaged by responding.
