Crowden Outdoor Education Centre offers high quality residential stays for groups of children, young people and families who may be part of an organised group such as schools, youth groups, uniformed group or targeted provision delivered by RMBC. On occasions private individuals may also stay at the centre. Residential group sizes may be up to 40 people but will not be less than 10 people per visit. Day visitors who may require a lunch service can be up to 70 participants.
The Service Provider will when booked provide meals from the first evening until lunch on the last day. These will include:
• Breakfast (e.g. egg, bacon, sausage with vegetarian option, beans, hash browns, toast with various spreads, selection of cereals)
• A packed lunch (e.g. filled sandwich/roll, homemade cake. fruit, snack, yoghurt, drink carton for off -site groups)
• Evening meal - Two courses (main and dessert). No processed ready meals, fresh foods to be used where available unless cost prohibitive.
Portion sizes must be adequate to sustain the average person taking part in high levels of practical activity. Meals must be planned to meet the national nutritional guidelines for the population demographic predominantly but not exclusively children aged 8 - 16 and Adult supervisors. The supplier will be responsible for providing menu plans as a minimum once an academic year to be approved by the Authority. All menu plans should provide a balanced diet as indicated in Public Health England's "The Eat well Guide" See https://www.gov.uk/government/publications/the-eatwell-guide and respond to specific dietary requirements.

To deliver time‑critical works required to migrate the Council's CCTV transmission circuits from legacy BT analogue lines to fibre and wireless IP‑based infrastructure.
This procurement is for essential works to rebuild and upgrade the Rawmarsh CCTV Transmission Network. The works include civil engineering, ducting, new pole installations, and network transmission upgrades.
The principal inspection and inspection for assessments of a select number of the county's bridge structures. The scope
of principal inspection includes close examination of all accessible parts of a structure, typically a bridge or highway structure, where each inspectable component is examined within touching distance, as well as using appropriate access equipment and traffic management as necessary in order to assess the condition of the structure and identify potential defects. These inspections will be carried out in accordance with DMRB standard CS 450 Inspection of Highway Structures.
The replacement to front boundary wall and wrought iron railing to the main School carpark, with a new 2.4m high security mesh fencing for safeguarding purposes. Works also include high-level repointing works.

Sub Regional Collaboration to Co-design a Digital Solution for Unpaid Carers - Adult Social Care - Unpaid Carers App
Overview
Rotherham Metropolitan Borough Council, in partnership with Barnsley, Doncaster, and Sheffield Councils, is seeking a delivery partner with a proven track record in co-funded, co-designed digital innovation within the public sector. The provider will lead a short-term, high-impact project focused on developing a scalable, AI-enabled solution to support unpaid carers, aligned with the principles of the Accelerating Reform Fund (ARF) and integrated care system (ICS) collaboration.
Project Objectives
The project aims to address critical challenges in adult social care, particularly those affecting unpaid carers. The provider will co-design and deliver a multi-channel, multi-modal digital solution with local authorities and health partners.
The solution should be affordable, sustainable, and scalable across the region.
Additionally, the provider will evaluate and report on outcomes and benefits realisation to inform future investment decisions.
Essential Requirements
The successful provider must demonstrate extensive experience in public sector collaboration, particularly with multiple local authorities and health partners. They should have a deep understanding of adult social care, the Care Act 2014, and the unique needs of unpaid carers.
The provider must have a proven ability to deliver projects aligned with ARF principles, including innovation, co-production, and ICS integration.
They should be capable of mobilising immediately and delivering within a short timeframe. Experience in AI-driven information and advice services, including governance, safeguarding, cyber security, and compliance with IT standards across multiple authorities, is essential.
The provider should have a track record of research-informed delivery, including direct face-to-face engagement with unpaid carers across diverse geographic locations. Sensitivity to organisational, structural, and procedural differences in large-scale public sector environments is crucial.
The provider must demonstrate the ability to assess benefits realisation and produce high-quality reports for senior decision-makers.
Experience in developing sustainable commercial models and scaling digital solutions regionally is also required.
Delivery Expectations
The provider is expected to engage on-site across Rotherham, Barnsley, Doncaster, and Sheffield. They will co-produce the solution with unpaid carers and frontline professionals. The provider will deliver a comprehensive final report, including evaluation of outcomes, benefits, and recommendations for future investment. Consideration of the impact of emerging technologies on local government support for unpaid carers is also expected.
The project involves the replacement of the Theatres annexe buildings external steel single glazed windows for a double-glazed aluminium alternative. It also involves the overlay of an existing flat roof link corridor.
Rotherham Metropolitan Borough Council currently use the ASSA Cliq Remote Technology and are seeking a supplier to cover the licensing, annual service and purchase of the associated keys and barrels.
Supply of a digital alcohol brief and extended intervention to Rotherham residents. The service will provide:
a) Alcohol screening via AUDIT, educational information and resources around alcohol consumption and the associated physical, mental and social impacts, and harm reduction interventions to reduce risk.
b) An online 1-1 video session offer with an alcohol worker for any individual wishing to speak to a professional about their AUDIT results and drinking behaviour.
c) Signposting to and promotion of the local commissioned substance misuse treatment service to Rotherham residents- via information on the website/app and via the online alcohol workers.
d) A strong promotional offer which may include (although not an exhaustive list) social media advertising, in person promotion at local events and physical merchandise.
The Council utilises the IFS Assyst IT Service Management (ITSM) system to support its service desk operations and IT asset management. This system is a business-critical application, underpinning the delivery of the Council's IT services by managing the inventory and lifecycle of IT assets, tracking incidents and changes, and maintaining key configuration and user data.
Ongoing maintenance and support for the ITSM system are required, including software updates and user licensing management.
The Council requires detailed building surveys and decarbonisation plans for 20 council-owned buildings. The aim is to bring each building to RIBA Stage 2 readiness, with a focus on achieving net zero carbon emissions through either full electrification or hybrid heating systems.
This project includes the removal of the existing heating and hot water plant and replacement with new Boilers and Heating at Century Business Park, Manvers, Rotherham.
The Council requires a single provider to deliver Independent Visitor (Regulation 44 Officer) services, which include both announced and unannounced visits to Rotherham's Children's Homes in accordance with Ofsted regulations. During these visits, the independent person must assess the quality of care, interact with the children and staff, and review the home's records. They will then produce a report detailing their findings and recommendations to enhance the home's operations and ensure compliance with Ofsted regulations. This service must be provided at least once a month, with accurate, evidence-based reports to help improve the quality of residential homes for children.
There are currently 7 homes that are fully operational and a further 5 which have been approved and will form part of the scope for this contract. The provider is required to attend all homes specified for this contract when requested by the Council, therefore it is an expectation that the provider will deliver up to 144 reports expected on an annual basis 576 reports for the full duration of the contract for the maximum of 12 homes.
