This will be an important piece of evidence to help develop the Council's affordable housing policy within the new Local Plan 2019-2039. As well as being up to date and consistent with government guidance, it is important to ensure the Council's affordable housing policies:

• are based on sound and robust evidence;

The Blackfriars site in Battle has been identified in the Council's local planning documents and Corporate Plan as a site for residential development for many years. The site is approximately 16 hectares (40 acres) in size, though only around 7 hectares are considered suitable for development. Past attempts to develop the site as a whole have been unsuccessful, principally due to complex topography and ground conditions. Development of this site is predicated on the delivery of a new spine road, traversing the site from north to south which would facilitate residential development. Breheny Civil Engineering ("Breheny") have been contracted by Rother District Council ("the Council") for the delivery of the spine road which connects The Spinney and Harrier Lane. These works have been progressing on site since April 2022.
To ensure that works on the spine road are meeting technical standards of the contract the Council are seeking a Construction Site Inspector with experience in civil engineering works and working with NEC contracts.

The duty to collect dogs brought to a nominated collection point outside normal core Council opening hours was placed upon the Council under the Clean Neighbourhoods and Environment Act 2007.
The contract covers dogs found within the whole geographic area of Rother, Wealden Hastings, Eastbourne and Lewes Councils, and therefore, providers should ensure that they are prepared to cover the service throughout the year at the rates they have.
The successful tenderer will enter into three contracts with Rother District Council, Hastings Borough Council and Eastbourne Borough Council. The contract with Rother District Council will include Wealden District Council's geographic area and the contract with Eastbourne Borough Council will include Lewes District Council's geographical area.

ESPH CS RDC - Main Contractor for Camber Sands Welcome Centre (ESPH634)
Rother District Council (are seeking a suitably qualified and experienced Contractor to deliver the transformation of the existing visitor facilities and coastal office at Camber Car Park into a new Welcome Centre.
Rother District Council has secured funding to refurbish and extend the two existing buildings at Camber car park. The works include a much-increased toilet provision and will support the running of coastal services throughout the year and particularly during the Summer season, including a larger first aid space, RNLI equipment storage and separate staffing areas for coastal staff and Operational Radcott partners. A new kiosk will offer opportunities to provide visitors with useful information, including nearby amenities and places of interest and details of local wildlife encouraging a better understanding of the unique sand dune environment.
The project represents a substantial investment in visitor and community facilities by the Council. Linking the site to the wider East Sussex tourist industry including 1066 county. Accordingly, the character and quality of the proposals are intended to set a precedent and exemplar for future projects. A key focus of the grant funding and core project outcome is sustainable regeneration with these improvements core to the project brief helping Rother District Council meet its newly adopted Climate Strategy.
The Council are therefore looking for a contractor with experience of working with existing buildings in delivering low-cost, high impact refurbishments. The successful contractor will work collaboratively alongside the architects, DK-CM, to deliver a high-quality build, within the defined budget and programme.

ESPH SB De La Warr Pavilion - Forestage Elevator (ESPH703)
Rother District Council (‘the Council’) are seeking a suitably qualified and experienced Contractor for the design and supply of a new forestage elevator (often referred to as the ‘piano lift’) at the De La Warr Pavilion in Bexhill, East Sussex.
The De La Warr Pavilion is a Grade I listed arts and music venue, constructed in 1935. It is currently undergoing a refurbishment programme, a part of which is the supply and installation of a new forestage elevator.

RDC CS Barnhorn Green Employers Agent and Quantity Surveyor (ESPH728)
Rother District Council (‘the Council’) are progressing an exciting project to construct a 3-storey purpose-built medical building on land which they own. This will function as a GP Surgery, to be occupied by an existing GP Practice. The project has full planning permission in place along with all funding and other approvals necessary to allow its delivery. The project is part-funded by Government’s Levelling Up Framework (LUF) fund.
The Council is looking to appoint a suitably qualified and experienced consultant to act as Employers Agent and Professional Quantity Surveyor to oversee delivery of the new Barnhorn Green Medical Centre (GP Surgery). The successful consultant will also support the Council with technical aspects of procuring and placing the main construction contract.
The project is to build a purpose-designed medical centre for occupation by the GP Partners. Design and specification of the building to date has been with the full engagement and approval of the GP Partners and Integrated Care Board of the NHS. The Council’s intention is to procure a single Design & Build construction contract for delivery of the building including all external areas and ancillaries. ESPH De La Warr Pavilion - Main Contractor (ESPH766)
Rother District Council are seeking to appoint a suitable qualified and experienced Main Contractor to deliver auditorium and foyer works at the iconic and Grade I listed De La Warr Pavilion. This is located at the De La Warr Pavilion building, Marina, Bexhill-on-Sea, TN40 1DP.
This contract intends to undertake a comprehensive set of refurbishment activities to renovate the original auditorium, redesign the foyer spaces and improve visitor accessibility.
The general scope of works shall comprise the following:
• Internal strip out including fixtures, finishes and services
• Localised enabling/ demolition works
• Varying levels of structural repair/ structural intervention (internally and externally)
• Minor drainage/ substructure adaptations
• Limited areas of roof level scope (repairs generally)
• Replacement of external glazing (some being done early as Client Direct)
• External façade repairs and upgrades (render repair, decoration, new doors etc)
• Limited areas of new/ adjusted internal partitions
• Mix of new internal doors and refurbished existing doors

The Pavilion building is going to remain live and operational in a limited capacity, the contractor is only taking possession and working on certain areas of the existing building for this contract phase.

RDC JB Green and Blue Infrastructure Study (ESPH730 MV)
Rother District Council is seeking a suitably qualified and experienced Consultant to produce a Green and Blue Infrastructure Framework (including Open Space Standards) Study. The study will be a key piece of technical evidence informing the preparation of the Council’s new Local Plan (2025-2042). Its primary purpose is to provide the robust, quantitative justification required to set planning standards for open space provision, accessibility, and quality, and to spatially define the strategic green and blue infrastructure network. This will directly underpin the delivery of specific emerging planning policies.
