Alternative Venues London (AVL) is the name of the commercial lettings department which hires out Reserve Centres and Cadet units for non-military purposes. Within Greater London there are 46 Reserve Forces Centres and 70 Cadet units available for hire, for up to seven days a week and most have secure parking. Meetings and conferences can be for as few as ten to as many as 150. Dinner dances for 200 are possible in some locations. A key role is the provision of training facilities – both educational and physical – and Drill Halls lend themselves perfectly to this requirement. We have also provided locations for weddings, receptions, examinations, theatre and film rehearsals, product launches, exhibitions, auctions and fashion shows complete with catwalk. Income generated from this rental activity is reinvested into supporting London's Reserves and Cadets. The successful tenderer will be required to perform the duties of Principal Contractor and Principal Designer ensuring the project is managed and compliant with Regulation 13 of the Construction (Design and Management) Regulations 2015 (the 'Regulations'), managing all subcontracting relationships (e.g., MSF provider, electrics installer, alarm installer). The strategic objective is to safely complete the installation, commissioning and handover of approximately 274 no. individual Modular Secure Facilities (MSFs) that form part of the UK's Volunteer Estate and are under the infrastructure management responsibility of the 13 independent Reserve Forces' and Cadets' Associations (RFCA). The RFCAs receive their infrastructure funding, direction and guidance from the Ministry of Defence, via the Council of Reserve Forces' and Cadets' Associations (CRFCA). To note the number of facilities is approximate as the viability of installing MSFs in some locations is still under review and after site survey may be deemed inappropriate for install. Phase 2 is currently being delivered and it is anticipated that the contract will either overlap the end of the Phase 2 works or start near the end date. This PIN is being published to generate interest from those that have performed the duties of a Principal Contractor/Principal Designer. Ideally, we are interested in those parties that may have experience within a military environment. Our intent is to hold a virtual supplier session as a means of market engagement whilst our business case is making its way through the approvals process. Once approval is achieved, and the Cabinet Office have undertaken their assurance activity, we will be in a position in 2024 to competitively tender the provision. Sitting under the Council for Reserve Forces and Cadets Associations (CRFCA), Defence Relationship Management (“DRM”) is an arm’s length body of the Ministry of Defence (MoD) and it is the primary point of access linking employers with Defence. DRM reports into the MoD via a Service Level Agreement (SLA) which measures performance against set targets, particularly in relation to the Armed Forces Covenant (AFC) and Employer Recognition Scheme (ERS). Therefore, it is crucial that DRM understands the impact of its work in relation to Defence People issues.
DRM is seeking a research organisation to undertake research on its behalf, to understand the following:
•Employers’ awareness and knowledge of Defence, the AFC and the ERS;
•Employers’ relationship with Reservists in the workplace;
•Employers’ relationship with other military personnel in the workplace including:
oService Leavers and Veterans;
oCadet Force Adult Volunteers (CFAVs);
oService People’s Spouses & Partners.
•Employers’ awareness of rights and safeguards in the case of Reservist mobilisation.
The initial contract term will be for 3 years from 1 September 2025 to 31 August 2028 with 2 number of 12 month extensions available for a total contract period of 5 from 1 September 2025 to 31 August 2030.
