Introduction Plymouth Community Homes (PCH) currently operates a warehouse and purchases stores materials to support PCH’s Repairs Department based in Plymouth and surrounding areas. Ahead of a full procurement process PCH wish to undertake pre-market engagement to explore what suppliers can offer in regard to managed services, and the different commercial options and services available for servicing it’s housing material requirements in Devon and Cornwall. 1) Background to Plymouth Community Homes (PCH) We are Plymouth’s largest social housing landlord with over 16,000 properties providing homes to over 35,000 people in Plymouth and the surrounding areas. 2) Initial Scope of Requirement. PCH are seeking to understand potential delivery models for supplying materials to its operatives via store(s) / depots. The service is made available to PCH customers city- wide, 24 hours a day, 7-days a week, 365 days per year. This wrap around service is designed to respond to emergency situations that may arise at any time day or night.
PCH Housing’s Contact Centre is to be supported by an Out of Hours Call Handling Service that shall respond to emergency situations that arise outside of the normal Contact Centre opening hours.

The value of this contract is expected to be up to £1.2million over a five year period.

PCH are seeking to engage with suitably experienced Contractors and flue specialists to design, replace and lower the existing SE duct terminals to 3nr fifteen-storey apartment Towers in Plymouth.
Plymouth Community Homes is in the process of rehoming residents from Marlborough House, an existing 13-storey building consisting of 121 flats. Plymouth Community Homes Board has approved the replacement of Marlborough House with 148 new build flats for social rent within a building of similar height. The block should be fully decanted during late 2027 and the intention at this point is to let a demolition and new build JCT Design and Build contract through a 2-stage procurement process, subject to advice from the project Employers Agent. This will be the first consultant appointment for the project, and we will be seeking specialist advice on the procurement of the consultant project team and contractor selection process bearing in mind the nature of the project.
Plymouth Community Homes (PCH) currently provides payment systems to customers with a well known product suite.
Ahead of the full procurement process PCH wish to undertake pre-market engagement to explore supplier options and services available. Initial early engagement with suppliers may be followed by a virtual demonstration to stakeholders from the wider user group.
The high-level requirements are split across 4 main areas, listed below. PCH are interested to hear of any developments within each area over the last 5 years, that could provide benefit to PCH and our customers
1) Card Payments: PCI Compliant in person, automated and agent handled payments, in person mobile payments and online payments.
2) Direct Debits: Direct debit collections over multiple collection days/periods. Direct debit payment confirmation/failure of Friday collections is required on Saturday to ensure the accurate calculation or rent balances within our Housing Management system.
3) Post Office and Paypoint Systems: Provision for customers to make payments via barcodes or payment cards. Options around provision of cards for these customers or alternatives.
4) Income Management System: Ability to centrally view and process all payments, including payments received outside of the supplier product suite. The system must provide the ability to export to PCH back-office systems, including the NEC Housing Management System and Open Accounts finance system.
Innovative offerings for other complimentary services or substitute methods of delivery are welcome.
The existing contract expires in November 2026 and we are looking to enter into a 4 + 2 year contract at an estimated value of £1.2 million
Following the recent consultation on the implementation of new Minimum Energy Efficiency Standards (MEES), Plymouth Community Homes (PCH) must establish a comprehensive survey programme to confirm and maintain our EPC C compliance ahead of the 1 April 2028 deadline. The consultation specifies that properties with a valid EPC rating of C or above prior to 1 April 2028 will remain compliant with MEES until the certificate’s natural expiry date. To achieve this, we need to address a significant number of properties requiring updated EPC assessments to validate future compliance. Data integrity will be critical to the success of this programme. Survey outputs must ensure full access to record all key material elements. Where necessary, PCH will provide confirmation of insulation materials and measures to support accurate EPC lodgements. Programme Scope: • Volume: 5,000 – 7,000 EPCs • Delivery Period: 1 April 2026 – 31 March 2028 • Budget Estimate: £500,000 To optimise delivery and data quality, the contract will be divided into logical lots based on property type and location. EPCs must be lodged via Elmhurst Energy, and robust data validation will be a core requirement. Suppliers should clearly outline their approach to ensuring accuracy, consistency, and quality in their submissions.
