This notice is being published retrospectively to provide transparency about those modifications. The objective of this work is to analyse the implementation of the current policy, legislative and operational frameworks for assessing and managing environmental impacts through environmental assessment regimes. These are Habitat Regulations Assessments (HRA), Strategic Environmental Assessments (SEA) and Environmental Impact Assessments (EIA), in England and Northern Ireland. The objective of this work is to analyse the implementation of the current policy, legislative and operational frameworks for assessing and managing environmental impacts through environmental assessment regimes. These are Habitat Regulations Assessments (HRA), Strategic Environmental Assessments (SEA) and Environmental Impact Assessments (EIA), in England and Northern Ireland. The Office for Environmental Protection (OEP) is a new public body. We protect and improve the environment by holding government and other public bodies to account. The objectives of this work are to: • Enable us to analyse and report on the implementation and effectiveness of Habitat Regulation Assessments (HRA), Environmental Impact Assessments (EIA) and Strategic Environmental Assessments (SEA) laws in England and NI, and the potential for future improvements in these areas, by making comparisons with and using examples from environmental assessment regimes in other jurisdictions that are broadly equivalent or have similar objectives to HRA, EIA and SEA. We want to understand how the legal framework, wider legal context, policy, guidance, practice, caselaw and other factors influence success or failure of the regimes on the ground. OEP may use this information to make recommendations for improvements to the existing arrangements in England and NI. • Support the OEP's work to influence legislative or practical reforms to environmental assessment in England and NI to maintain or improve environmental protection. To support and enable the OEP Board consider its effectiveness in line with Cabinet Office and Northern Ireland Audit Office guidance and industry good practice.

The project shall provide an understanding of the causes and sources of pollution and other pressures on the water environment, barriers to improvements, the adequacy of and progress in implementing the Water Environment (Water Framework Directive) Regulations 2017 (the WFD Regulations), and the need and potential for improvements within or to the current legal and institutional framework associated with this regime. The overarching aim of this project is to support the OEP in developing an independent view of water quality challenges in England and Northern Ireland, in particular those concerning emerging pollutants. This shall include understanding the pressures and drivers of pollution in new and emerging areas, as well as matters that are more longstanding but have only recently gained or are beginning to gain significant scrutiny. This study will investigate the approaches to and experiences of management of the water environment in other jurisdictions (whole countries or parts of countries e.g. regions, states or provinces), in particular where this is undertaken at an integrated or river basin level, or in another similar manner. The intention of the project is to provide a basis to compare practices and outcomes in England and Northern Ireland with those elsewhere in the UK, in EU member states and in non-EU (i.e. elsewhere in the world) jurisdictions.
