> quarterly retrospective monitoring of all personal dosimeters for inspectors and visiting staff (around 450 people) and associated co-ordinating and record-keeping (in line with that required under Regulation 22(3) of Ionising Radiations Regulations 2017 (IRR 2017)); in addition
> monitoring exposure for a small number of classified persons (around 18 people) under the IRR 2017 Regulation 22, who require monitoring and the associated co-ordinating and record-keeping by an Approved Dosimetry Service
> The ability to measure and provide on an ad-hoc basis a dose assessment, upon request, for the following types of exposure:
- Dose from exposure to neutron radiation
- Dose to the extremities
- Dose to the lens of the eye

Provision of a Safety Culture Survey Tool for the Office for Nuclear Regulation
ONR are looking to contract one Supplier for a maximum of 5 years (3+1+1) to deliver the following key aims:
• Provide a Survey Software tool with the capability of delivering ONR's full requirements enabling organisations to demonstrate their performance against pre-determined safety culture measures.
• Provide expert support in the design and build of the required surveys
• Provide a robust, efficient, secure and fit-for-purpose ongoing management and support model.
ONR require the development of a detailed survey on a software tool that will provide a platform on which a user can run the survey on behalf of their organisation and be provided with auto-generated results and benchmarks.
There are a number of Must Requirements that the supplier will need to meet.
As this will be Software as a Service (SaaS) ONR have a questionnaire (Annex B) that will need to be completed by suppliers, this will allow ONR to better understand any risks associated with the proposed service.
The survey software will be based around the model of safety culture, which comprises of six dimensions and 15 sub-dimensions. This is accompanied by a measure comprising of 60-items. Two other versions of survey length will also need to be made available (short-form comprising of 30-items, and super-short form comprising of 15-items). Each of the six dimensions can also be used as stand-alone measures, so in effect a suite of nine measures will need to be built into the survey.

Provision of On Road Safe Driver Training for the Office for Nuclear Regulation
Many ONR staff are required to travel on official business to attend nuclear facilities in the UK, travel to another ONR office, or attend meetings, conferences, workshops, and/or training events.
Staff may choose to travel to the destinations using their own private vehicle or hire car, often regulatory staff will travel a considerable distance to attend remote nuclear facilities. Driver training forms part of our safety management system suite of controls to mitigate the risk of harm occurring to staff driving for official business purposes, and has been agreed as a sensible precaution by our Health, Safety and Wellbeing Committee in relation to the risk.
For on road training it is expected that it will address the principles of safe driving and how to address the challenges faced on our roads. This should be followed up by an evaluation report, providing recommendations for development if relevant. A copy of the report should be given to the individual, with a further copy provided to the ONR Contract Manager.
It is anticipated that the majority of on road training will be required from any of the ONR office locations in Bootle (Merseyside), Cheltenham or London, but there may be a requirement to provide this from an individual staff member's home address, or any other UK address.
The proposed contract will commence in September 2024 for a 3-year period, with the option to extend for up to 2-years in annual increments (i.e. 3+1+1).

Provision of An Effectiveness Review of the Office for Nuclear Regulation Board and its Committees
It is considered good practice to undertake periodic external reviews of an organisation's Board and its Committees - Audit and Risk Assurance (ARAC), Security (SC) and Remuneration and Resilience (RRC). We are therefore seeking an externally facilitated governance review of the effectiveness of our Board and its three committees' arrangements to ensure each discharge their responsibilities effectively.
The objectives of this review are as follows:
a) An independent evaluation of the way that Board and its committees currently conduct their business - with a focus on meetings process and administration, culture and dynamics and the relationship between the bodies;
b) A forward looking evaluation to advise how Board and its committees business could evolve to ensure the right mechanisms and structures are in place to have sufficient oversight of areas of responsibility.
The review seeks a wider challenge and forward looking perspective than can be achieved through our well-established process of conducting internal effectiveness reviews.
It also fulfils a requirement of our chosen code of governance, which recommends that effectiveness reviews should seek independent input at least every three years. A previous review of Board and ARAC was conducted in 2020/2021. A decision was taken at that time not to conduct a review of SC and RRC due to new memberships and SC being reinstated and re-energised following a period of hibernation.
The scope of the review is expected to be broad and be cognisant of other sources of governance best practice (such from the Financial Reporting Council and National Audit Office). We would expect the supplier to consider how best to blend these sources into the review.
The project is estimated to commence in October and to be completed no later than 31 March 2025; the main objective is to have the review completed to a high-quality standard.

Organisational Learning and Knowledge Management - Consultancy Servcices to deliver discovery phase
ONR is conducting a mini-competition between suppliers approved under Lot 3 of Crown Commercial Services RM6187 Management Consultancy Framework 3 for the purpose of procuring the services described below:
ONR require the support of an external partner to assess the current state of Organisational Learning and Knowledge Management, and to provide future state options for consideration, along with a high-level implementation plan for the preferred option (to be selected by ONR management).
This will comprise of:
• Current state assessment: undertake a current state assessment, informed by ONR's preparatory current state assessment, and developed with input from a proportionate number of key stakeholders across ONR. This includes the completion of a relevant maturity assessment (or equivalent industry benchmarking activity) to be undertaken by the supplier. The supplier will provide a report at the end of the assessment;
• Gap analysis: undertake a gap analysis of current capability against reasonable targets (end-state) which are based on relevant expertise and best practice, and which also take into account of the role of ONR and its future challenges;
• Options analysis: provide a set of future state costed options for ONR to consider (considering the key elements of; people, process, culture and technology), with a recommended way-forward based on prioritised assessment criteria. ONR is seeking a range of potential options of varying complexity, cost and duration. Alignment of the options with ONR's IT platform, digital strategy and planned organisational change is required. The recommendation will include the future strategic ownership of OL and KM within ONR; and
• Implementation plan: provide a high-level implementation roadmap for ONR's chosen option, supported by SMART objectives, which can be taken forward by ONR. There may be a future requirement for an external partner to deliver elements of the implementation plan, however this ITT only includes the work required for the discovery phase.
Provision of a Review of ONR's Business Planning Processes
The Office for Nuclear Regulation (ONR) is conducting a competitive procurement exercise to appoint one Service Provider from suppliers approved under the Crown Commercial Services (CCS) Framework RM6187, Lot 4 Finance. Award of contract shall be subject to the terms and conditions of the framework.
We are seeking expert support to work in close partnership with our Finance and Planning team, to design and implement a refreshed business planning process. This new approach should be developed and embedded within the organisation ahead of the next planning cycle, which begins October 2025. There may also be a requirement for continued support to help run the process effectively through to its completion.
Our goal is to renew and streamline our planning process so that it plays a more prominent and strategic role across the organisation. The refreshed process should provide clearer strategic direction, enhance accountability, improve operational efficiency and establish a robust framework for developing a forward looking three-year business plan.

ONR is looking for an agile, experienced supplier to support recruitment of a number of executive and senior level roles on a call-off basis.
An imminent requirement will be the permanent recruitment of the Deputy Chief Inspector role (SCS Pay Band 1 equivalent). ONR is therefore looking for a partner with experience of recruiting at an executive director level, in a regulatory and/or high hazard industry.
