Northern Trains Limited manages a total estate of 305 car parks with 72 sites currently charged. Up to 40 sites have been identified as potentially suitable for Automatic Number Plate Recognition enforcement based on size, design, occupancy and turnover. Northern will seek to introduce ANPR and at the same time will tender for back office services, a permit system and a digital payment platform. This requirement consists of 5 work packages: Digital Payment: This covers the digital payment solution across the paid parking estate, including requirements to integrate with ANPR. This is likely to be a Direct Award to the National Parking Platform. Whitelisting / Permit: ANPR would require a permit solution to support staff, residents, taxis and business parking and a whitelisting solution to support suppliers (Carlisle, ISS, Network Rail, Replacement Buses) Enforcement Hardware / Software: Purchase, installation and maintenance of physical ANPR infrastructure and supporting offence identification software. Suppliers will be required to comply with all Network Rail processes, standards and approvals. Enforcement Software: Processing software to manage penalty once offence has been identified. Processes should be as automated as possible. Suppliers should be able to support both Parking Charge Notices (PCNs) and Parking Penalty Notices (PPNs). Northern (NTL) has 34 class 323's with 17 of these transferred from West Midlands Railway which are required to be brought in line with Northern's branding. The core aspect of the tender will be for 17 trainsets (51 vehicles) to be refreshed in line with NTL's specifications. The relevant specifications which can be provided upon request prior to the tender going live are; PBMP2835 NTL Class 323 Interior Refresh - Issue 1D3 SoFPB23022-002-Northern CL323 Schedule of Finishes-Draft 3 In addition to the 17x trainsets the tender will provide an option for 2x additional class 323 trainsets which NTL are looking at bring onto lease as to cover timetable requirements whilst various other fleets are being taken out of service for repair works outside of the scope of this tender. NTL cannot guarentee that these 2 units are going to go through refresh however NTL asks that bidders provide an optional price should these units be refreshed. The Unit numbers for the 17 are; 323202 323203 323205 323206 323207 323208 323209 323210 323212 323213 323217 323218 323219 323220 323241 323242 NTL intends for the winning bidder to undertake the works at NTL's Manchester International Depot (MID) with works to commence in September 2025 and run until April 2026. The First in Class unit will enter works and subject to winning bidders project plans will likely go through initial strip stage ahead of a 2nd unit being released into the project scope. From this point until project completion the Refresh programme will operate on a 2x unit holding as to reduce the overall project timescales. These timescales are outlined in order to manage bidders expectations for this tender in the following respects; 1. The commencement date of September is outlined as NTL is looking to issue this tender within the next couple of weeks and will then run a 1 staged tender process as to provide the winning bidder with as much mobilisation time as feasible. It is noted that the works of the refresh are relatively standard and that MID as a facility will require minimum modifications however as part of the tender bidders will be invited to MID as part of the assessment. 2. The end date of April 2026 is a key consideration for this project as various roads at MID are required for NTL's ETCS upgrade plans therefore slippage to this date is important to avoid. A Pre-Qualifying Criteria for bidders to be able to submit bids that will be evaluated for this tender is that Suppliers are registered with RISQs against RICCL Code E.E.2 Electrical Multiple Units.

Northern Trains Limited are seeking to engage the market to understand what solutions are available or significantly developed for the purpose of supporting our two requirements outlined below. On-board ticketing and validation - This solution currently supports 720 machines across 24 depots. They are used by conductors and revenue officers to sell and digitally validate tickets. It is currently controlled by an MDM (a handset, printer, chip & PIN equipment and supporting depot equipment, chargers etc) as well as a back office and software control process. Ticket office ticketing system - This solution currently supports 226 machines at 162 locations. It is used by Northern ticket office colleagues and third party retailers under licence to Northern for rail retailing. A season ticket database is built into the system which is provided by a third party. Background For authorised persons, station platforms can act as essential access points to the network allowing Network Rail and contractors to walk safely to signalling equipment and other line side assets. Unfortunately, they can also act as access points for unauthorised people who use platform ends as a means to trespass. Trespass on UK railways from April 2023 - March 2024 resulted in 908,000 delay minutes across over 1900 incidents, directly impacting our customers , representing a 15% increase on the previous year. Those who trespass are putting themselves and others at risk; in the same period, there were 10 deaths on mainline rail as a result of trespass. Trespassers come from a range of demographics, but are primarily young people between 12 and 20 years old, and adult males. Traditional means of keeping unauthorised persons from walking off the platform end include the use of gates and anti-trespass panels (sometimes known as "witches' hats"). They present a physical barrier that can be easily bypassed. They are also expensive to install and maintain due to the required safety regulations when working on or near the line, and for planning and materials. In staffed stations, the presence of staff can act as a deterrent; however, these staff are often busy with other critical and safety-critical duties. In addition, a significant number of UK rail stations are unstaffed; there is no human presence to deter or prevent trespass. The Challenge Northern are keen to understand what solutions there are in the market that will improve how we can: • Detect and prevent unauthorised persons from accessing the rail network via station platform ends without the need for expensive physical barriers. • Avoid, or remove, the need for operator staff intervention when trespass is detected. Northern Trains Limited ('NTL') is planning on going out to tender for the procurement of Liquid Waste Removal and Drainage Services across NTL's network. The aim of the procurement is to establish a single supplier framework agreement with the winning tenderer, which NTL will be able to call-off from. NTL conducts train maintenance activities across a number of locations. Currently, there are 11 of these locations, but the number of sites may increase or reduce in future. NTL are looking for a service provider to remove liquid waste from assets which includes, but is not limited to, the following: -Waste tanks, containing fluid drained from trains (coolant and oil) - Oil/Water separators (sludge, water and oil) - Septic tanks - Drainage The objectives of this tender are: - Inclusion of drain jetting, clearance and CCTV in line with responsibilities laid out in NTL's lease agreements . -Ensure that drains within TCC maintenance areas are kept clear of sediment, especially sand, to allow continued operation of engineering production - To assist in maintaining or achieving zero waste to landfill target. The Service Provider will be responsible for assessing waste and ensuring the waste is accurately described in accordance with waste regulations and hazardous waste regulations: - Assignment of EWC code and associated description - Identification and documentation of transportation hazards and control measures - Any other information required to complete a waste consignment/transfer note For each collection, a laboratory analysis of samples must be undertaken by a UKAS Certified Laboratory.
