The Northern Ireland Prison Service (NIPS) is an Executive agency of the Department of Justice (DoJ), which was created on 12 April 2010 after the devolution of Justice in Northern Ireland. It is governed by the Prison Act (Northern Ireland) 1953 and the Prison and Young Offenders Rules (Northern Ireland) 1995. There are three Prisons in Northern Ireland comprising of Maghaberry and Magilligan, which accommodate adult male prisoners, and Hydebank Wood College which accommodates both Young Offenders and adult female prisoners.The purpose of this Contract is to fulfil the supply and delivery requirement for bedding and towels whilst aiming to standardise products wherever possible. As a result NIPS require the appointed contractor to take a proactive approach in meeting this objective. Please refer to the Specification for full details of the requirement.

The Contracting Authority Is Seeking To Appoint A Single Economic Operator (Contractor) To Provide A Multi-Disciplinary Range Of Planned And Reactive Maintenance Services, Including Out Of Hours Response (Operating 24 Hours A Day, 365 Days A Year) Across The Northern Ireland Prison Estate

The Northern Ireland Prison Service wish to establish a contract(s) for the supply and delivery of a range of Control and Restraint equipment and accessories. Please refer to the specification for full details of the requirement.

The Northern Ireland Prison Service (NIPS) wishes to establish a contract to transport passengers on return journeys between Moira Train Station and the Visitors’ Welcome Centre at Maghaberry Prison at times to accommodate visiting sessions or to deliver/collect items each day from Tuesday to Saturday. This is a single journey distance of approximately 3 miles. The Contractor will pick up passengers at Moira Train Station at 10.05 and 13.35 each day, Tuesday to Saturday, to transport them to the Visitors’ Welcome Centre, Maghaberry Prison. The Contractor will also collect passengers from the Visitors’ Welcome Centre at 12.45 and 16.45 each day, Tuesday to Saturday, and deliver them back to Moira Train Station. The shuttle service must be sufficiently flexible to allow for any operational change/delay within the prison. It is anticipated that this Contract will commence on 29 August 2023 for a duration of five (5) years with no options to extend beyond this term. The Prison Service operates under the control of the Department of Justice for Northern Ireland. It is governed by the Prison Act (Northern Ireland) 1953 and the Young Offenders Rules (Northern Ireland) 1995. NIPS wish to appoint a contractor for the supply, delivery and refurbishment of Cell Snatch Rescue Equipment (CSRE). NIPS require Cell Snatch Rescue Equipment (CSRE) smoke hoods-type equipment to be deployed on prison landings to provide breathable oxygen for prison officers, which enables them to safely deal with cell fire incidents. These sets were rolled out in 2009 and their use is now mandatory to enable officers to protect their own health and safety and that of affected prisoners under the duty of care that we provide for them. Cell fire incidents with the safe removal of the prisoner from cell is planned for less than 20 minutes. NIPS require the Contractor to refurbish sets, post-incident, and revalidate them, in line with certification requirements. The contract will be for a period of five (5) years.

The Northern Ireland Prison Service (NIPS) wish to establish a contract(s) for supply and delivery of a range of inmates clothing and anti-ligature items. Under this contract, the Contractor(s) will be required to supply and deliver a range of clothing and items as specified in Section 5.0 of the Specification and the Pricing Schedule. NIPS require the Contractor(s) to supply the required clothing whilst aiming to standardise products wherever possible. NIPS require the Contractor(s) to take a proactive approach in meeting this objective. NIPS supplies basic clothing to young people, men and women held in custody as part of its business as usual activities across the prisons estate. The size, make-up and location of the prison population are subject to change and often at very short notice. The average daily population within the NIPS Prisons during the first quarter of 2023 was approximately 1,500. NIPS also require a range of anti-ligature clothing and accessories under Safer Custody Regulations for use by wearers considered to be at high risk of injury from self-harm. The requirement has been split into two Lots. Lot 1 comprises of three Sections and Lot 2 comprises of a single Section: Lot 1 • Section A – Male Clothing • Section B – Workwear Clothing • Section C – Female Clothing Lot 2 • Section D – Anti-ligature Clothing and Accessories

The Buyer requires a Supplier(s) to supply and deliver fresh and prepared fruit and vegetables. The requirement has been split into two lots. Lot 1 – Maghaberry Prison and Hydebank Wood College and Women’s Prison and Lot 2 - Magilligan Prison. Tenderers may bid for one or both Lots providing they have the capacity to deliver the requirement as stated. The Supplier must provide all items listed within the Lot. The contract will be for a period of three (3) years followed by two optional extension periods of twelve (12) months each.

The requirement has been split into six Lots: Lot 1 – Delph Plates, Bowls, Beakers, Cups and Saucers, Lot 2 – Plastic Jugs, Bowls, Beakers, Bottles and Cooking Utensils, Lot 3 – Stainless Steel Cooking Utensils, Cutlery and Containers, Lot 4 – Polypropylene and Polycarbonate Items, Lot 5 – Storage Containers, Bags, Disposable Items and Accessories, and Lot 6 - Miscellaneous Kitchen and Catering Items, Cloths and Accessories. The contract will be for a period of three (3) years followed by two optional one-year extension periods.

The Northern Ireland Prison Service wish to procure a cost efficient Supply, Delivery, Maintenance and Repair of Sports, Fitness and Gym Equipment. The equipment provided must be fit for purpose and of full commercial grade quality due to the high usage level. The equipment and facilities are located within 4 prison establishments throughout Northern Ireland at Hydebank Wood College and Women’s Prison, HM Prison Maghaberry, HM Prison Magilligan and Prisoner Assessment Unit. The new contract will remain in place for a period of 5 years with no further options to extend.

The contract will be for a period of five (5) years with no options to extend beyond this point.

DoJ NIPS - The Northern Ireland Prison Service wishes to establish a contract with a single Contractor for the provision of a range of services within the Visitors’ Centres at Maghaberry Prison, Magilligan Prison and Hydebank Wood College to meet the needs of adults and children visiting relatives and friends in Prison in Northern Ireland. The contract will run for an initial period from the date of award through to 31 March 2028 and will contain options to extend for further periods of up to and including 24 months beyond this period.

The Northern Ireland Prison Service (NIPS) wish to establish a contract(s) for the supply, delivery and repair of electrical items for NIPS stores and Prisoner’s Tuck Shop as part of its business as usual activities across the prisons estate. The contract will be divided into five (5) Lots and the NIPS wish to appoint a single Supplier for each Lot to fulfil the requirements. Please see CfT documents for further information.

The Northern Ireland Prison Service is currently preparing to initiate a procurement process to establish a contract with a Supplier to provide a Prisoner Phone System. The potential scale and scope of this service is such that it offers a significant opportunity to bidders. Prior to initiating the procurement the Northern Ireland Prison Service wishes to establish the level of market interest in participating in the procurement process

The Northern Ireland Prison Service, (NIPS) wishes to establish a contract(s) for the Supply and Delivery of Janitorial Supplies. This Tender will be divided into the following four (4) Lots/contracts:- Lot 1 – Waste Bins, Laundry and Shower Accessories, Lot 2 – Bin Liners, Plastic and Paper Bags, Lot 3 – Brushes, Mops, Buckets and Accessories and Lot 4 – Cleaning Products and Accessories. Under the scope of this contract, the Supplier(s) will be required to supply and deliver a range of janitorial items as specified in the accompanying Tender documentation to the 3 Prison establishment Locations listed in the Specification document. The contracts will be awarded for a fixed term of 5 years from date of commencement.

The Northern Ireland Prison Service (NIPS) is an executive agency of the Department of Justice (DOJ). NIPS is seeking to establish a contract for the supply and delivery of Rugged Kiosk. The solution will be to provide inmates access to a standalone secure rugged kiosk to perform a number of self-service tasks namely meal selection and Inmates Personal Cash (IPC) balance query and extend the solution across the whole NIPS estate to include HMP Magilligan and Hydebank Wood College and Female Prison. This will also enable inmates to improve/maintain their digital skills and empower them to handle their own transactions on-line e.g. placing a tuckshop order interactively which should improve the current service they receive. The contract shall be for period of three (3) years, starting from date of award or until the contract value has been exhausted, whichever occurs first.

The Department of Justice, through its executive agency The Northern Ireland Prison Service (NIPS), wishes to establish a contract for the supply and delivery of a range of toiletry and personal hygiene items for:- a. Distribution within the prison establishments from the NIPS Stores b. Purchase from the Prisoner’s tuckshop at their own expense The contract will be for a period of five (5) years with no options to extend beyond this period.

The Northern Ireland Prison Service (NIPS) wishes to establish a contract with a single Contractor for the provision of support to deliver Psychological Risk / Need Assessment reports to better understand service users offending pathways and make recommendations regarding suitability for release.
