NHS North East London Integrated Care Board (NEL ICB) is requesting market feedback to inform the upcoming procurement of an integrated Wheelchair Service for Waltham Forest, Tower Hamlets, Barking and Dagenham, Redbridge and Havering The Wheelchair Service will ensure that users registered with a GP within Waltham Forest, Tower Hamlets, Barking and Dagenham, Redbridge and Havering who have a long-term illness or disability, have a better quality of life and are able to maximise their mobility through the provision of a wheelchair and specialist seating which meets their clinical needs.

The Psychological Therapies and Wellbeing Alliance (PTWA) is an innovative collaborative contracting arrangement that aims to: 1. Co-ordinate the provision of Psychological Therapies and Wellbeing services across all City and Hackney providers. 2. To provide patients with an integrated point of access and to ensure that resources and patient flows are balanced between services to avoid the build-up of long waiting lists. 3. To ensure that the full range of needs are met, closing gaps in service provision. The PTWA board co-ordinates and integrates service provision between providers in the psychological therapies' pathway through a structure of shared performance and contractual framework, shared targets, aims and through sharing expertise, best practice, training and development. One of the providers is appointed as a fund holder who receives the funds from the ICB and pay the funds to the other providers. The Alliance itself is underpinned by an alliance agreement that is signed by all of the providers and the ICB. This enshrines the role of a PTWA board where the providers and the ICB are jointly and severally responsible for key decisions about the delivery of services and allocation of the available funds. The PTWA is open to the admission of new members. This PIN is to publicise to any organisations that is interested in joining the alliance; that they can apply to join the alliance by responding to this notice. Any applicant will be asked to prove they meet the essential criteria as a condition of admission as an alliance member. Once admitted as a new alliance member the organisation can take part in the discussions with the alliance board and be able to propose services that can improve the delivery of the PTWA in City and Hackney. Essential criteria from entry of new members in the PTWA: Organisations considering to be part of the PTWA must meet the following ESSENTIAL criteria at of their application: • Essential/pass criteria 1: The applicant must be an established provider of services (at least 18 months of locally provided services) which are integral to the psychological therapies' pathway, common mental health problems or severe mental illness. • Essential/pass criteria 2: All psychological therapists providing any Psychological Therapy service, are fully accredited with the relevant national professional body and outcomes and activity are reported on to the Alliance as relevant and appropriate • Essential/pass criteria 3: The applicant must receive a minimum of £100K of annual recurrent statutory funding annually (ICB or local authority funding) for the provision of services to City and Hackney residents. • Essential/pass criteria 4: The applicant must be able to pass due diligence check of necessary policies, procedures and accounts required before an NHS Standard Contract can be awarded. This includes CQC registration where relevant. Additional information: The evaluation of the applications against the criteria will be completed by the end of October 2023 . NHS North East London (Part of North East London Health and Care Partnership) is seeking expressions of interest from organisations who are established providers of a Business Intelligence Software for Medicines Optimisation which can help ICS's/ Alliances / PCNs / Clusters and GP Practices to simplify its Medicines Optimisation QIPP project work. The use of the software is to allow clinical professionals to record their patient review outcomes, documenting drug costs/savings, review risk of hospital admissions, request lab tests, all through the use of enhanced reporting tools and savings generating algorithms. The system is unique as it provides reports and dashboards using NHS data, creates benchmarking comparisons within NEL areas and enables patient review outcomes to be stored on it's platform. NHS NEL currently has a GP registered population of over 2 million patients served by 276 GP practices organised into 49 Primary Care Networks (PCNs) across seven local authorities and the Corporation of the City of London with five NHS provider Trusts (3 Acute and 2 Mental Health Trusts). For the delivery of the business intelligence software for medicines optimisation, the provider is required to deliver • Intervention recording • Prescribing analysis • Clinical Decision Support • CPD & Peer Review • Individual Mentoring • Group Mentoring • Service Design • Project Management NHS North East London ICB currently procures this service from a company called MedOptimise Ltd and it provides access to prescribing resources online via a platform which includes prescribing analysis, cost savings data and dashboards to ensure that treatments prescribed to patients are safe, effective and good value for money. This makes the platform and service offering unique and an efficient resource for recording and evaluating the impact of medication reviews and other QIPP related workstreams. The MedOptimise service has been procured through an annual licence arrangement. MedOptimise has been in use in North East London for at least 2 years. MedOptimise is unique in the way it provides specialist expertise needed to support medicine optimisation across North East London through its unique provision of data analysis reports, dashboards, ability to record interventions and clinical decision support. NHS North East London believes that MedOptimise Ltd is the only supplier of these services in England and based on that belief intends to directly award a contract to MedOptimise Ltd for a continuation of the services. This award will be using a Regulation 32 PCR negotiated procedure without prior publication. The aannual value of the contract is £34,950 per annum (£174,750 for 5 years contract). North East London ICB wishes to procure a Dementia Navigation, Information and Support Service for City and Hackney. Dementia is one of the main causes of disability in later life. Characterised by progressive memory loss, behavioural and personality changes, impaired reasoning and ability to care for oneself, it progresses over time, and in the later stages of the disease people become increasingly frail, may have difficulty eating and swallowing, experience incontinence and lose communication skills such as speech and become increasingly dependent on others. The Dementia Service is a joint collaboration between the successful bidder and the lead NHS Mental Health Trust organisation. The service being tendered is for the Dementia Navigation Service, which is part of the overall Dementia Service and comprises of Dementia Navigators supported by a Team of professionals from the NHS lead Organization which includes Consultants (Psychiatrist and Psycho-Geriatrician), Nurses, Psychologists, Occupational Therapists, and Administrators. The Dementia Navigation, information and Support Service will work as an integral part of the Dementia Service (DS) to support City and Hackney residents aged 18 years and over with dementia, their carers, families and friends. The purpose of the dementia navigation, information and support service is to enable people diagnosed with dementia and their carers to come to terms with their diagnosis, reduce social isolation and live well with dementia.

The NHS commissioning authorities in London will re-procure the existing pan-London NHS CHC in nursing homes AQP framework. The current framework is due to expire on 31 March 2023. NHS North East London are seeking to commission a community-based Hospice and palliative care service for Children and Young People. Timely, high quality palliative and end of life care to be provided to eligible children, young people and their families. Key services required include: -hospice based day and overnight respite; step down care; symptom management; end of life care; hospice at home to include respite and end of life care; post death care and bereavement support. Personalised care planning and review, integrated working with statutory and community partners, development of transition support, and a focus on equity of access are key features of the service. NHS North East London is considering options for making future arrangements for these services beyond March 2023 and at the present time is looking to directly award contracts to hospice providers depending on the outcome of the NHS North East London's review and any organisation coming forward in response to this notice. The emotional support service provides trauma informed support to children, young people and appropriate family members living in North East London who disclose historic/ non acute child sexual abuse. The service will work closely with the wider Child Sexual Abuse (CSA) service team to ensure a joined up an integrated approach to addressing the needs of children and young people. The service is currently peripatetic and provided across NEL with young people being seen at the location of their choice, although ESS practitioners may also see young people in the clinic alongside the paediatrician and other clinic staff. NHS NEL ICB is looking to procure Raising awareness of Lung cancer symptoms in City and Hackney Services Cancer is a leading cause of mortality and morbidity in Hackney and the City, much of which is preventable. Around a third of all deaths in Hackney and the City are attributed to cancer, with breast, prostate, lung and colorectal cancers in particular contributing substantially to this burden. It is well established that early recognition of cancer symptoms, and therefore earlier help seeking, diagnosis and treatment, can lead to improved survival and patient experience. Raising awareness of cancer symptoms is therefore a priority for action locally The activity covered by this specification will focus on increasing awareness Lung cancer symptoms amongst individuals in Hackney and the City and subsequently earlier help seeking and diagnosis. The overall aim of the service is to improve earlier diagnosis of Lung cancer in Hackney and the City through raising awareness of Lung cancer symptoms and encouraging earlier engagement with healthcare services. The project will also aim to collaborate with a range of community groups, health and social services (including GP practices and Local Authority provision) to enhance the public's knowledge and understanding of lung cancer symptoms. The main aim of the Take Home and Settle Service is to safely support patients’ discharge from hospital. Short term support is provided in the person’s home or other interim accommodation in order to support independence and prevent readmission to hospital. The service will enable individuals to regain confidence, motivation and skills to self-manage, and encourages them to engage with the local community to improve socialisation and wellbeing. The service will provide 7-day support, working closely with health and social care to deliver integrated and co-ordinated care to adults. Service recipients will be registered with a C&H or Tower Hamlets GP and/or residing in these Boroughs who have been admitted to or are at risk of admission to the following hospitals: • Homerton Healthcare NHS Foundation Trust • Royal London Hospital (Bart's Health NHS Trust) Patients at other hospitals out of borough but who live within Hackney or Tower Hamlets may also be referred to the service through our local discharge/transfer of care hubs. These will be a small number of the overall eligible residents. The key aims of this service will be to: • Prevent unnecessary admissions through A&E • Proactively engage with Ward and Discharge Teams to facilitate early, safe and sustainable discharge reducing length of stay and delayed transfers of care from the hospitals listed above • Reduce avoidable re-admissions over the short period following discharge period • Work closely with health and social care services to improve patient experience • Signpost and refer to community services and support with the aim of enabling patients to remain independent at home wherever possible.

North East London ICB would like to procure a NEL wide community ENT service which will continue to improve patient equity of access, deliver value for money, provide a seamless pathway for patients and improve care for patients thorough Quality and Safety reviews across NEL. A consultant led community-based ENT service to diagnose and treat a range of ENT conditions, and manage relevant follow-up activity within the service before final discharge back to the care of the patient's own GP, or onward referral to secondary care where necessary. The service will provide patients with timely access to diagnostics and treatment, providing a 'one-stop' service where possible and appropriate, and will be delivered by a range of appropriately trained and accredited clinicians. NHS North East London ICB wish to commission Homeless Outreach Services across Barking, Dagenham, Havering and Redbridge. The vision of the ICB is for a healthy and well population able to care for itself where possible, with joined up services that work together, provided around the whole person and focused on early intervention and prevention. Improving health and care outcomes for the homeless population is a key priority of the ICB, the BHR places and Local Authorities. All are committed to addressing inequalities experienced by homeless people and transforming the way in which homeless health and care is delivered locally. This service specification details the ICB's commissioning intention for a single, integrated, proactive (including outreach), accessible model of care for homeless people, aligned with the strategies of the ICB and the London Boroughs of Barking & Dagenham, Havering and Redbridge. The Contract is expected to commence in October 2024 for an initial period of 3 years. The contract contains an annual break-clause. The contract may be extended for an additional period of 2 years at the sole discretion of the Authority. The maximum contract value is £2,000,000 (annual contract value of £400,000.00).

The ICB envisages that the service will provide an integrated care model for wheelchair users, this is to ensure those with complex, long term conditions, are able to access the right wheelchair, quickly, and with appropriate information and support.
