Equans on behalf of North East Lincolnshire Council is seeking a suitably qualified consultant to review its current strategy for flood risk management. The current strategy was adopted by the Authority in 2015 and now requires a review to bring the local flood risk management aims and objectives into line with those of the National Flood and Coastal Erosion Risk Management Strategy and its recently published Roadmap
The purpose of the strategy review is to update it in a way that aligns the aims and objectives of local flood risk management to the National Flood and Coastal Erosion Risk Management Strategy. The strategy review will take account of all historic and newly emerging flood risk issues and how these will be managed in a sustainable way to make the Borough more resilient and adaptable to flooding. It will also enable the Borough's economic and development ambitions

Residential Development - Former Western Secondary School & Playing Fields Site
North East Lincolnshire Council (the Council) has an exciting housing development opportunity at the former Western Secondary School and Playing Field Site on Cambridge Road, Grimsby.
The site is located 2.3 km (1.4 miles) south west of Grimsby town centre and in close proximity to a wide range of local facilities and public transport, including Grimsby Town Train Station.
This is a highly prominent development freehold site extending to, 22.9 acres (9.3 hectares) and benefits from hybrid planning permission for up to 297 dwellings.
The Council have secured funding from the Accelerated Construction Fund via Homes England to de-risk the site through the delivery of spine roads, utilities and main access points. There are no existing buildings at the site and infrastructure works to deliver the key spine roads were completed in October 2021.
The site gained hybrid planning consent in April 2021 (Planning Ref: DM/0975/20/FUL) for:
• Full planning permission for site access and roads within the site; and,
• Outline planning permission for up to 297 residential units and a 90 bed extra care facility and the associated infrastructure and landscaping with means of access and landscaping to be considered.
The Council also require a total of 50 units to be provided for retirement use (over 55's). The site is subject to Homes England Grant Funding Conditions, to include; delivery at pace, use of Modern Methods of Construction (MMC), and delivery through a build lease/contractual agreement.
The Council will be undertaking a streamlined Competitive Dialogue under the Public Contract Regulation 2015 for this development, with a maximum of 5 shortlisted bidders invited to take part in dialogue and submit a final tender.

Grimsby Creates - Public Art Approach in North East Lincolnshire
The Authority is seeking to appoint a Provider to develop a Public Art Approach for North East Lincolnshire to enhance the borough's cultural offer, visitor economy, skills and talent retention, wellbeing and civic pride. We are specifically seeking help with drawing together the existing public art knowledge, understanding public art's place in the newly developed Creativity Strategy and future public art in the borough. The Authority expects the Provider to work in partnership with local creatives to deliver a strategic framework that provides a legacy for the Grimsby Creates Programme.
Provision of a Bar Concession to Grimsby Town Hall
Grimsby Town Hall is a two storey building with eight serviceable rooms, available for hire by internal and external customers for a variety of functions. The Town Hall is also where North East Lincolnshire Council carries out its democratic functions. There are ad-hoc requirements for a bar service for some bookings and the contractor shall provide a full bar service when required for functions, training and other events that may be held at Grimsby Town Hall.
