The following services are to be provided under the Framework:• An UKAS accredited Specialist Asbestos Consultant Surveyor to be based at SWTRA Offices, The Quays, Brunel Way, Neath, SA11 2GG; an office-based consultant will not be required at NMWTRA's premises.• An asbestos survey team to carry out surveys and associated works.• An asbestos analysis and testing team to undertake analysis of material samples to determine the presence of asbestos containing materials (ACMs).• Provide advice on and supervision / monitoring of asbestos removal works via existing SWTRA Frameworks.• Assist SWTRA to prepare the Annual Regional Asbestos Management Plans for the High-Risk Assets, the Medium Risk Assets and the Low-Risk Assets for submission to the Welsh Government.• Following assessments and / or surveys, prepare or generate Asbestos Management Plans (AMPs) and Asbestos Action Plans (AAPs) for any assets that are known and / or presumed to have ACMs. • Review the AMP and AAP every 12 months or sooner if there are any significant changes. • Update the AMP, AAP and Asbestos Survey as information becomes available.• Provide general and ad-hoc services to both SWTRA and NMWTRA as requested.

The Transitional Supported Accommodation Service aims to deliver an intensive twenty-four hour staffed accommodation for young people aged 16-24 who have a range of complex support needs and who require an intensive level of enhanced housing and transitional support.
The service will provide twenty-four hour fixed site support, for up to a maximum of five young people. The property is provided by a Registered Social Landlord (RSL) and there will be a housing management agreement in place. The property is in a central location in Neath town centre and consists of six self-contained one-bedroom flats (with one flat allocated for on-site staff use).
The service will provide a stable, consistent and safe environment so that the young people can be supported to build their independence skills to be able to reflect and make clear, appropriate choices for their future.
The support provided will be person centred, outcome focused and trauma informed. The service will primarily aim to support young people aged 16 or 17 to ‘step down’ from residential care or when current accommodation services are unsuitable due to the level of support required.
The Council intends to tender the service for a contract start date of 1st April 2026. Interested organisations are invited to meet the service development team to discuss the fundamentals of the proposed contract and proposed tender approach.
Market engagement events have been arranged for Wednesday 20th August, Tuesday 26th August and Wednesday 27th August 2025. The event is an opportunity for the service development team to seek views on the relative strengths and weaknesses of the proposed service agreement, service specification and tender approach. There will also be an opportunity for organisations to ask the team any questions it may have around the proposed tender.
The format of the event will consist of 1-hour slots for each organisation, which will be held virtually via Microsoft Teams. Slots will be allocated on a first come first served basis.
For organisations who book to attend the event, they will receive a discussion paper which will be emailed in advance of the event.

Neath Port Talbot Council/SWTRA are proposing to undertake the procurement of an NEC4 framework to appoint civil engineering contractors to carry out a range of highway related construction and surfacing services in connection with the management and maintenance of the South Wales Trunk Road Agent area.

Lot 2: Surfacing and Ancillary Works
The proposed Framework will be for a term of 3 years (with an option to extend for a further period of up to 12 months). It is anticipated that the Framework will commence in April 2027.

Neath Port Talbot Council (NPT CBC) as lead authority will be shortly procuring on behalf of the West Glamorgan partnership a Disability Framework for Specialist Residential and Supported Living and are looking to attract high quality residential and supported living providers for a place on the Framework. The providers on the Framework will be used by an internal brokerage team to spot purchase care arrangements on behalf of Neath Port Talbot Council, City and County of Swansea and Swansea Bay University Health Board for individuals who may have a learning disability, mental health, physical disability or a more specialist need.
The Framework serves in part to meet West Glamorgan’s collective response to the Social Services and Well-being (Wales) Act 2014 by supporting individuals in ways that would promote greater independence, choice and control and encourage for some, progression, and recovery.
It is anticipated that the Lots on the Framework will be structured as follows –
1 Learning Disability
2 Neuro-Diverse
3 Mental Health
4 Physical Disability and Brain Acquired Injury
The above Lots would cover individuals with general and complex needs.
The procurement exercise aims to attract good quality residential and supported living providers on to the Framework, where those services may be located across the UK. Specialist providers who undertake specialist support under the two service models will also be encouraged to apply.
As the tender aims to secure providers onto the Framework that will be used to ‘call-off’ support, the tender will be based on an evaluation criterion of 100% quality, that is, there will be no cost element to evaluate as part of securing a place on the Framework.
A market engagement event has been arranged for the 28th of March 2024 at 1.00pm through Microsoft Teams. Providers who may be interested in securing places for themselves on the Framework are invited to meet and discuss with Council officers.
The event is an opportunity for the Council to seek views on the relative strengths and weaknesses of the proposed tender and to explore ways to improve the arrangement. There will also be an opportunity for the Provider to ask the Council any questions it may have around the arrangement.
