The scope of works includes, but is not limited to, a service provider for the provision of bill printing. The items that are to be provided include: 1. Printing of our customer bills and letters, including: - Laser printing of bills and letters. - Mailsorting our bill and letter files, including adding a Mailmark barcode on the documents. - Enclosing ready for collection by downstream service provider to meet mailsort requirements. - Provide or process controls tracking data from receipt of files to the despatch of mail. - Procurement / provision of stationery including paper, envelopes and occasionally leaflets. - Provision of stock storage, stock reports and stock re-order alerts when re-order levels are reached. - Processing of returned mail, including providing a weekly file detailing mail returned. 2. PayPoint payment card production, including: - Provision or sourcing of plastic payment cards, and paper for customer letters - Encoding of magnetic strip - Card attached to customer letter and mailed. Northumbrian Water Limited (NWL) seeks to appoint a partner/s for energy supply for the import and export of electricity and gas across ~1,853 operational sites and providing compliant Meter Operator Services (MOP) including Data Collector and Data Aggregator Services (DCDA) to ensure accurate data collection and reporting for the operational sites. NWL are looking to appointing a partner/s to support NWG's energy supply for current and growing requirements for business services over the next ten years. The contact has been split into the following Lots; • Lot 1 - Power - Import & Export (HH/NHH/UMS) • Lot 2 - Gas - Import & Export • Lot 3 - Meter Operator Services (HH) The scope of work to be undertaken by the successful bidders is anticipated to be as follows: • Supply NWL with electricity and gas, offering flexible trading options like day-ahead pricing, seasonal trades, and market-linked export contracts. • Work in partnership with the Energy & Decarbonisation team and business stakeholders to adhere to business requirements. • Provide experienced resources with the capability to identify genuine business benefits and opportunities. • Collaborate effectively with stakeholders to deliver end-to-end energy supply services including handling billing, credit notes, and export invoicing, new connection requests, disconnection requests, settlement and data reporting. • Manage NWL's energy portfolio, offering tools for reconciliation, forecasting, and strategic planning across multiple sites. • Provide weekly energy market updates and contributes to NWL's procurement strategy, including supplier interviews and performance KPIs. • Install and maintain meters, collect half-hourly data, and aggregate it for billing and analysis. This includes export meters and strategic assets. Below is an overview of the core components for each Lot within the tendering exercise. LOT 1 - POWER NWG seeks a supplier who can fulfil the following contract requirements and intends to put in place a framework agreement for the supply and administration of 1,829 electricity supply points including both import and export (1,314 NHH 515 HH - correct as of July 2025). The contract has an estimated annual value of £53M/year (estimated gross of any payments to NWL for electricity export). All electricity contracts must be provided by a single supplier. The successful suppliers must have appropriate supply licenses for import and export and must be able to demonstrate their experience in providing similar services to other clients. LOT 2 - GAS NWG seeks a supplier who can fulfil the following contract requirements and intends to put in place a framework agreement for the supply and administration of both import and export gas supply points (25 MPRNs - correct as of July 2025). The requirement is for gas supply contracts for 25 supplies covering import and export of gas. The contract has an estimated annual value of £4M/year (estimated gross of any payments to NWL for gas export). All gas contracts must be provided by a single supplier. The successful suppliers must have appropriate supply licences for import and export and must be able to demonstrate their experience in providing similar services to other clients. LOT 3 - MOP & DC/DA NWG seeks a supplier to appoint a Meter Operator (MOP) provider to provide Data Aggregation and Data Collection (DA/DC) Services for any new or existing half-hourly electricity supply points. The MOP agreement will cover the installation, maintenance, and management of energy meters, ensuring accurate usage recording, proper upkeep, and regulatory compliance. As of July 2025, NWG is currently overseeing 515 HH MPANs. Due to the timeline of this current tender, NWG acknowledge that the Market-wide Half-Hourly Settlement (MHHS) is a significant reform in the UK's electricity market, aiming to transition all electricity meters to half-hourly settlement. As per NWG's understanding, changes which will take place under MHSS are as follows: • MOPs (Meter Operators) are becoming MOAs (Meter Operating Agents). • DC/DA roles are being replaced by Smart Data Services (SDS) and Advanced Data Services (ADS). • HH/NHH classifications will be replaced with Smart, Advanced, or UMS. • Contracts for Metering Services Smart (MSS) or Metering Services Advanced (MSA).

NWL are looking for a supplier who can provide travel management services through the use of an online, self-managed, booking portal. We would also require the option for a dedicated offline booking team. The initial contract term will be three years, starting on the 1 July 2026 with the option to extend the contract for a further three year period and then an additional two year period (3+3+2). We have built into the tender timescales a 3 month period for implementation if required. The value of travel bookings was approximately £1.1m in 2024. Northumbrian Water Limited (NWL) operate flowmeters ( Discharge Flow, Flow Pass Forward and Event Duration Monitoring) across 215 sites that require MCERTs Inspections to comply with regulatory requirements. Each site must be re-inspected every 5 years by a registered MCERTs Inspector. The programme is designed so that roughly one fifth of the sites will be inspected in each contract year. NWL's sites are spread over a geographical area from the North East Coast, up to the Scottish Borders, across to Cumbria, and down to North Yorkshire. Overview of requirements - CSA Appointed and Approved MCERTS Site Inspector Service Provider. - MCERTs inspections of flow metres to ensure NWL comply with regulatory requirements. · - Standard MCERTS site inspection on Sewage or Water Treatment Works with single or multiple flow meters and/or difficult to access flow installations (e.g.: large inlet flume). · - Flow and QMS Audits - Following completion of Flow and QMS Audits the supplier shall apply to CSA Sira Certification for the MCERTS certificate on behalf of NWL. The solution should: - Provide a corporate licence with initial access for approximately 50 users within our Operations contact Centre for a period of circa 6 months with a view to scaling across other NWL contact centres including but not limited to Billing (including planners, team leaders, and agents), during the contract term. The environment is at the heart of everything we do as a business, so our role in protecting the environment forms part of our company's purpose. In our regions we enjoy some of the most beautiful rivers, coasts and wildlife habitats in the country. We know how important they are for our communities and looking after them is a huge part of what motivates our people to do the essential jobs they do each day. Our environmental ambition is: Together, we are restoring and regenerating our natural environment, creating a better place through our actions. Ensuring we deliver biodiversity net gain (BNG) through our capital investment programme is key part of delivering our ambition. We see BNG as an opportunity to work with others to deliver gains for wildlife in our regions. The provision of Biodiversity Units (BUs) for BNG is the purpose of this tender. We are forecasting that we will require in the order of 700 BUs to enable us to deliver the rest of our capital investment in PR24. The split of investment is approximately 70% in our Northumbrian Water (NW) operating area, and 30% in our Essex & Suffolk Water (ESW) operating area. Our investment is across our operating areas, with the potential to occur in any of the Local Planning Authorities and National Character Areas in which we operate. The NW operating area includes 15 Local Planning Authorities (LPAs), and 15 National Character Areas (NCAs We follow the mitigation hierarchy when designing our capital projects, and aim to minimise negative impacts to the natural world. As such it is expected that most of our impacts will be on lower value area habitats. However, as many of our assets are already in-situ it may be that we do impact higher value area habitats when we need to connect into those assets. Due to the nature of the infrastructure that we will be building we know that we will have impacts on hedgerows, and water courses. We require the ability to mitigate, through purchasing Biodiversity Units, the negative impacts on habitats that our projects will have. We will aim to mitigate those impacts locally where possible but acknowledge that might not be feasible for all projects depending on their location and habitats impacted. We welcome submissions from companies who can only deliver in one specific area or one specific habitat type, as well as from those who are able to deliver a wide range of solutions. We would also welcome submissions from groups of companies. If you are part of a group submission, please indicate who the lead organisation is. We want to deliver our BNG in a way that brings added value to our customers, enhances the natural world in the areas in which we operate and offers flexibility in our approach We need appropriate BNG solutions to enable delivery of our capital programme. For this we will need: • Area habitat units • Hedgerow units • Water course units • BUs available across different LPAs and NCAs within NWL's operating areas We aim to deliver added value to our customers which can come from e.g.: • Using Biodiversity Gain Sites that provide water quality benefits in our catchments • Using Biodiversity Gain Sites that allow some public access • Using Biodiversity Gain Sites that provide employment opportunities in our communities We want flexibility to ensure we can deliver best value for our customers, and alongside the simple purchase of BUs we will consider: • Habitat gain sites built to order • The potential to have option agreements. Northumbrian Water Limited (NWL) provide water and sewerage services to just under 4.4 million people operating principally in the North-East of England, Essex, and Suffolk. It is NWL's vision 'to be the most digital water company in the world'. Northumbrian Water Group (NWG) is a large and diverse organisation which employs a varied set of processes to achieve its business outcomes. To ensure that it meet its regulatory requirements (OFWAT, Defra, DWI, EA and UKAS requirements), statutory requirements (Health and Safety requirements; Environmental safety requirements), shareholder requirements and customer requirements it attempts to identify risks, incidents and associated mitigations to reduce the probability of interruption of its core business processes, therefore it is our mission to find a Governance, Risk and Compliance (GRC) solution that supports this. NWL wish to procure a 3 year contract (with options to extend for 3+3+3+3 years) for a new Governance, Risk and Compliance tool. The tool will be used across all areas of the business and will support NWL employees who are either based at one of our numerous sites, work from home or who are field based in completing their daily tasks in line with regulatory, statutory, shareholder and customer requirements. Our current GRC tool is used by over 6000 users to capture GRC data. The current solution allows NWL employees to collect information using forms (including images and map information) which can be created on a 'self-serve' basis on desktop and mobile (with offline data capture functionality). This information is manually reviewed by the admin team and assigned to the appropriate workflow in the system backend. Reports are then created and exported to create PowerBI dashboards and reports. The key features that we are looking for in a new solution are for it to support us with providing an easy, timely and high-quality employee user experience and help us to continue with our journey to drive automation and self-service in capturing governance, risk, and compliance data - key desirable features of the new solution are listed below: • Workflow automation • MAS9 integration • Azure Entra/Active Directory integration • O365 integration (specifically PowerBI) • Oracle HCM integration • Dashboard functionality • Reporting functionality • Scheduling of tasks • Fully functional remote mobile device application • Non-NWL user access (i.e., contractor resource) • Document repository (i.e. guides/training manuals) • Training and competency functionality NWL have an objective to procure a GRC solution by end of June 2026 with implementation to take place between July 2026 and December 2026 in anticipation for a planned go live date of January 2027.
