The provision of Hedging Advisory Services to Northern Ireland Water.

This Contract is for the provision of a replacement ICT solution to support NI Water’s statutory Water Fittings Inspection service, delivered in accordance with the Water Supply (Water Fittings) Regulations (Northern Ireland) 2009. The Service includes the following: • The Water Supply (Water Fittings) Regulations (Northern Ireland) 2009 require NI Water to inspect and enforce standards for plumbing systems to prevent contamination and ensure water quality. These Water Fittings Inspections are carried out by an established NI Water team of Water Fittings Officers who undertake proactive and reactive inspections at customer premises to ensure compliance. • NI Water has recently refined its business requirements following an Internal Audit review, which recommended the introduction of a risk based inspection strategy. As a result, new business rules and enhancements have been defined to ensure that high risk premises are inspected at the required frequency. • In line with the NI Water IT Strategy, which emphasises the use of cloud services and adopts an “adopt, not adapt” principle, this project seeks a replacement Water Fittings solution delivered as a cloud based SaaS, available commercially off the shelf (CO

This Framework Contract will be used for purchase of replacement equipment, BAU requirements and the supply of equipment for our new Science Centres, including consumables, spare parts, maintenance, calibration, installation, repair and servicing of such equipment where required. Where required, the Framework may also be used for the purchase of consumables, spare parts, maintenance, calibration, repair and servicing of existing laboratory equipment. In addition, NI Water's Customer Service Delivery Directorate may utilise this Framework for the purchase of sampling, field work and related operational equipment. The Framework is split into 9 lots. These may include supply, delivery, installation and/or service, calibration, maintenance and repair for:- Lot 1- General Laboratory Lot 2- Autoclaves/Agarclaves Lot 3- Automation/Robotics Lot 4- Inorganic Metals Lot 5- Chromatography Lot 6- Benchtop Instrumentation Lot 7- Bacteriological Equipment Lot 8-Cryptosporidium Lot 9- Innovation/Miscellaneous

Procurement of General Insurance (excluding Broker and Administration Services) covering the following: - Computers - Solar Farm - Professional Indemnity - Various other provisional lots currently under Long Term Agreements.

Supply and delivery of Rotating Biological Contactors (RBCs), Installation and commissioning and maintenance services (if required) and supply of spare parts.

The supply, installation, commissioning and specialist maintenance, repair and refurbishment of screening and associated conditioning and grit removal equipment across various clean and wastewater treatment sites. Various screening types, including but not limited to; • Coarse Screens • Fine Screens • Overflow Screens • Screens Handling Equipment • Packaged Inlet Works • Grit Removal & Treatment Systems • Package Grit Plant

The Contract will involve the collection and delivery to the appropriate laboratory of all water/wastewater quality samples at the Client sites by accredited methods in accordance with DWI, NIEA and UKAS / ISO/IEC 17025 requirements and to the DWTS standard where required (i.e. clean water and Cryptosporidium sampling). Samples must be delivered to the correct laboratory within the agreed time, as stated within the Contract Specification and/or Appendices. Samples must be couriered within suitable conditions to maintain sample integrity and to prevent contamination.

Provision of Occupational Health Services including but not restricted to the following: • Telephone Advice Services • Desk top Advice Services • Video appointments • Employment referrals • Attendance Management Advice and Assessments • Attendance Management Case Reports • Ill Health Retirement advice • Pre Appointment checks • Clear guidance and advise in relation to fitness for Task and Safety Critical Work at locations across NI • Advisors/physicians licensed to consult with/provide advice about employees who reside in ROI, on all aspects of the contract provision • Health Surveillance Services • Hearing Tests • Drugs & Alcohol Testing • Support with specialist risk assessments for employees with medical conditions (to include advising on mitigations and adjustments that would be deemed reasonable) • Support with neurodiversity assessments, to include dyslexia, dyscalculia and dyspraxia. • Physiotherapy Services • Workplace Assessments and adjustments • Assessments relating to reasonable adjustments for hearing and sight loss • Other relevant consultancy services, as required • Attendance at Employment and Tribunals and Courts as a witness • Educational and Awareness programmes

Provision of insurance brokerage services and potentially risk management services to include risk identification, analysis and control. Bidders participating in this tender must be capable of providing brokerage services for the NI Water Group for all of the below insurance covers and providing advice on the quality and effectiveness of our: • Employers Liability (including excess layers) • Public Liability (including excess layers) • Commercial Property and Business Interruption • Environmental Impairment Liability • Motor Fleet • Computer and Portable Equipment and Data risks • Directors and Officers (including Employment Practices Liability) • Professional Indemnity • Pension Trustee Liability • Terrorism • Crime • Cyber • Parametric insurances • Solar farm • Travel and Personal Accident There may be other ad hoc requirements as and when they arise, for example, through changes to our risk profile which necessitates new insurance cover. It is anticipated that, at a minimum, bidders will be expected to undertake the following (list not exhaustive): • Be proactive in the design, implementation, maintenance and servicing of NI Water's insurance programme and total cost of insurance risks; • Manage a tender exercise on NI Water's behalf in accordance with the Utilities Contract Regulations 2016; • Provide an effective insurance programme to meet NIW's business risks; • Plan and schedule a programme of works to deliver the required service over the length of the contract; • Work with NI Water to increase its profile in the insurance market; • Support NI Water in resolving queries with insurance companies; • Provide claims advice and assistance with large losses; • Provide insurance risk services which may be relevant to NI Water including advice on best practice within the industry and legislative changes/requirements and forward risk management; • Innovate in respect of improvements to programme structures or methods of working; • Propose alternative risk financing options as appropriate to government owned company; • Provide 24 hour access in an emergency; • Provide insurance advice on contractual matters; • Provide support, assistance and advice in relation to complex insurance claim settlements; and • Support and contribute towards NI Water's risk management through workshops and awareness sessions. Duration is anticipated to be a 3 year Contract with the option to extend for 1+1 years.

NI Water intend to issue a tender opportunity for Insurance Brokerage services in April 2023 as detailed in the following PIN notice (2023/S 000-003738): C1189 - Insurance Brokerage Services - Find a Tender (find-tender.service.gov.uk) As part of the Tender process, a minimum of 10% of the Award Criteria will be allocated to Social Value. As this is a new requirement for NI Water's Insurance Brokerage tender we would like to consult with interested parties to understand what the market can deliver and to explain NI Water's approach to scoring Social Value. T133 - HV Maintenance NI Water wishes to appoint a contractor to provide M and E Services with a maintenance, repair, replacement equipment, spare parts and associated support service for the full range of manufacturer's high voltage equipment currently within NI Water's asset base. The contractor will be responsible for providing the necessary skilled and unskilled labour together with the materials to carry out the work in accordance with the Specification, statutory regulations and to the satisfaction of the NI Water. Framework for the supply, commissioning, maintenance, and repair of sludge management equipment on NI Water sites

The Contract is for the maintenance, scheduled service and inspection, scheduled repair, unscheduled repair and safety inspection of NI Water's Plant and agricultural machinery. The Client will be responsible for scheduling of services and repairs in consultation and liaison with the Contractor. The scope of the service, maintenance and repairs will include all works necessary to ensure the Client’s plant and machinery is maintained so that it remains safe to use, and that the maintenance operation is carried out safely.

The Service is for maintenance, repair, supply and certification of Lifting and Fall arrest equipment as per statutory requirements of up to 25,500 items of equipment per annum out of the Client’s approximate total of 35,000 items. This number is subject to change. NI Water intends to use a two lot structure to have the services provided in two geographical areas, appointing a contractor in each area. Each area would therefore have approximately half the item numbers quoted above.
