Northern Ireland Water and its subsidiaries are procuring a Contract for its Network Maintenance Programme to deliver Water and Wastewater Network Maintenance and Associated Services. This programme will deliver improvements, repairs and maintenance services across their water and wastewater network for the PC21 and PC27 Price Control periods. . Following extensive supplier engagement to inform our procurement strategy and to assess the capacity / capability of the market, the services will be split across 4 Lots as follows: . Lot 1 - Water and Wastewater Networks Improvements Repairs and Maintenance Services Lot 2 - Wastewater Network Cleaning, Maintenance and Associated Services Lot 3 - Desludging of Septic Tanks Lot 4 - Water and Sewerage Service Provision, Meter Installation and Maintenance . It is NI Water’s intention to award contracts to separate Economic Operators for each lot. This is in order to increase resilience of the overall supply chain by increasing diversity, encouraging competition and avoiding over reliance on a single entity. . Economic Operators will be permitted to submit (or be part of) a tender response for one or more lots, either as a standalone Economic Operator, member of a Joint Venture or a major subcontractor. However, an Economic Operator may only be appointed to one Lot, in any capacity. . The Contract term will be for a maximum of eight (8) years in total, an initial contract period of four (4) years with potential to extend for up to (4) four years, (4+3+1). . Anticipated indicative contract value range will be between £300m - £400m . It is proposed that the Contract will be based on the NEC4 Contract. . We would be interested in speaking to suppliers who have experience in providing any of the following: - Specialist maintenance of plate presses used to process water treatment plant residuals sludge (including fault finding and repair). - Provision of spare parts. - Filter cloth changes. - Maintenance of hydraulic power packs. - Maintenance of ancillary equipment such as high pressure feed pumps and cloth wash pumps. - On going technical assistance. - Training of NI Water personnel regarding routine operation and maintenance. - Provision of filter cloths. Northern Ireland Water and its subsidiaries will be procuring a Contract for its Network Maintenance Programme with capacity to deliver improvement, repair and maintenance works across their water and wastewater network for the PC21 and PC27 Price Control periods. NI Water has in place a contract for these services until 2025. Procurement for the new Contract is anticipated to commence in early 2024. As part of the process NI Water will issue a Request for Information (RFI) market enquiry to engage with suppliers who either currently deliver water and sewer network services or who are interested in delivering these services in the future to NI Water. In addition to the RFI, NI Water also plan to hold supplier engagement meetings in mid 2023. The purpose of the RFI and supplier engagement sessions will be to assess the interest, capacity and capability of the market in providing this type of service. NI Water are also interested in receiving feedback and developing our understanding from the market on the different experiences, approaches and models used in other sectors / utilities for Network Maintenance services to help NI Water select the best procurement strategy to deliver these services going forward. NI Water will publish a separate notice to seek expressions of interest and suppliers will have the opportunity at that stage to complete and return a RFI Questionnaire and register interest in the supplier engagement meetings. Northern Ireland Water Limited (NIW) has identified the need for a Professional Services Framework consisting of five Lots and with multiple Economic Operators (Suppliers) to enable the efficient delivery of the capital works programme and consultancy services associated with delivery of normal services of a Water Utility. It will facilitate the provision for framework management; feasibility, design and climate change; surveying and modelling; project management; site supervision; project management office and innovation & efficiency services for projects from inception through to construction stages of the capital works programme. The procurement will be run as a Restricted Procedure The term of the Framework shall be for an initial term of four (4) years] and can be extended at the sole discretion of NIW for a second and third term of two (2) years respectively. The term of the framework shall not exceed 8 years.

NI Water has a requirement to inspect and test approximately 25,000 electrical circuits per annum across premises covering all of Northern Ireland and carry out associated remedial work in compliance with BS7671. In advance of launching a competitive tender process in early 2025, NI Water is seeking to meet with experienced suppliers who can deliver:- • Electrical Inspection and Testing • Remedial repairs • Adherence to BS7671 and all amendments • Adherence to 18th Edition and subsequent revisions and replacement editions • Production of Reports • Production of information updates to NIW Inspection and Testing database • Generator Testing • RCD upgrades • Lightning arrest • Emergency Lighting NI Water is considering various contract delivery options in order to ensure all the above services can be delivered in compliance with everchanging BS7671 legislative requirements, to increase competition, to promote value for money, and to build resilience into its supply chain for these critical services. For example, options may include a Lot structure to appoint contractors to geographical areas, thereby sharing the workload between them. Due to the approaching expiration of the Managed Service contract for the support of our Mobile Work Management and Corporate Asset Register ( MWM/CAR) system in July 2026, NI Water requires a provider to support and develop the system and its component applications from July 2026 to July 2029. Post contract award NI Water envisages a strategic review will determine next steps. However during the life of the contract NI Water will seek to optimise the system to approach a Best of Breed model which may be migrated to a system aligned with our finance or customer systems to minimis overall cost of ownership going forward from the end of the contract

Provision of Security and Ancillary Services. Services required under this Contract will include the following; • Access control • Patrolling of Client sites where Contract Staff are generally located • Mobile patrols of Client Sites, Client Publicly Accessible sites or Client redundant sites • Call outs and alarms • CCTV monitoring.
