Northern Ireland Water and its subsidiaries are procuring a Contract for its Network Maintenance Programme to deliver Water and Wastewater Network Maintenance and Associated Services. This programme will deliver improvements, repairs and maintenance services across their water and wastewater network for the PC21 and PC27 Price Control periods. . Following extensive supplier engagement to inform our procurement strategy and to assess the capacity / capability of the market, the services will be split across 4 Lots as follows: . Lot 1 - Water and Wastewater Networks Improvements Repairs and Maintenance Services Lot 2 - Wastewater Network Cleaning, Maintenance and Associated Services Lot 3 - Desludging of Septic Tanks Lot 4 - Water and Sewerage Service Provision, Meter Installation and Maintenance . It is NI Water’s intention to award contracts to separate Economic Operators for each lot. This is in order to increase resilience of the overall supply chain by increasing diversity, encouraging competition and avoiding over reliance on a single entity. . Economic Operators will be permitted to submit (or be part of) a tender response for one or more lots, either as a standalone Economic Operator, member of a Joint Venture or a major subcontractor. However, an Economic Operator may only be appointed to one Lot, in any capacity. . The Contract term will be for a maximum of eight (8) years in total, an initial contract period of four (4) years with potential to extend for up to (4) four years, (4+3+1). . Anticipated indicative contract value range will be between £300m - £400m . It is proposed that the Contract will be based on the NEC4 Contract. . Procurement for the new Contract is anticipated to commence in early 2024 and will be conducted under the Negotiated Procedure to include PQQ, Tender and BAFO Stages. . The contract will be awarded on the basis of the Most Economical Advantegeous Tender using Best Price/Quality ratio of 50% Price and 50% Quality. . Further details on the scope for each Lot and range of services will be included in the PQQ documents. . A Pre-Tender Information Session to inform the market of our procurement strategy for this opportunity and an insight to the social value requirements for the Contract will be held by NI Water on Monday 15th January 2024 from 10.00-12.00 at the following location: FRC 1st Floor Conference Room.
