This notice is to inform the market of NHS Hertfordshire and West Essex Integrated Care Board's intention to award this contract following a direct award process A to its incumbent supplier, Isabel Hospice, to continue to deliver this service in East and North Hertfordshire.

The purpose of this Notice is to inform the market of the intention of NHS Hertfordshire and West Essex Integrated Care Board (HWE ICB) to award a contract to its incumbent provider, Healthcare Gateway, to continue to deliver the Medical Interoperability Gateway (MIG) across the Hertfordshire and West Essex Integrated Care Board (HWE ICB). The proposed new contract will start on 1st January 2024 and will end on 31st December 2024. The value of the new contract is £298,331.57 (inclusive of VAT). A contract award notice was published confirming the previous award of services to 31st May 2023 (reference 2023/S 000-022904). The total cumulative spend since the contract started is £800,339.62 (inclusive of VAT and excluding the value of this new proposed contract). The Shared Care Record (ShCR) is used across the Integrated Care System (ICS) to facilitate the sharing of clinical information for the purposes of direct care. Primary Care data from our GP Practices was one of the first datasets that the ICB enabled into the ShCR. This is done via the Healthcare Gateway Medical Interoperability Gateway (MIG) which presents the key GP data into the ShCR for others to see. It is a critical data stream which is evidenced by the high usage data across all datasets being provided by the MIG with an average of over 800,000 transactions per month. We have undertaken some research into other solutions and have concluded that the MIG is the only available tool which facilitates the sharing of GP data in the way in which it is required. There is no other product currently that offers the functionality and service provision of the MIG. Findings have identified that switching to an alternative provision could result in significant degradation of service and less access to data than we currently surface within the ShCR.

Ophthalmology healthcare services

This is a Voluntary Ex-Ante Transparency Notice and as such provides notification of the intention of the Authority to enter into a contract for the Community Ophthalmology Service / Minor Eye Conditions Service (MECS) to be provided to the population of West Essex (and Essex wide) by the incumbent provider, Primary Eyecare Services Limited.<br/><br/>The new contract is intended to begin on 1st April 2024 and end on 31st March 2026 with the option to extend for a further 12 months. The value of the new contract is £1,086,480 (excl. VAT). Please note that these are expected values and may be amended post contract finalisation with the provider.<br/><br/>The service has been in place since 1st April 2021 and has a total cumulative value of approximately £920,455 (excluding the value of this new contract).

This purpose of this notice is to inform the market of a contract awarded to Ephedra Healthcare Limited to provide Primary Care Medical Services from Springs House Medical Centre within the town of Welwyn Garden City commissioned by NHS Hertfordshire and West Essex Integrated Care Board (HWE ICB) following the successful conclusion of a procurement process. HWE ICB was established on 1st July 2022 and serves a population of approximately 1.6m. The Authority works closely with its system partners to improve the health and wellbeing of our local communities. Services can be commissioned at 'place' level or across the wider ICB. The service has been commissioned across South and West Hertfordshire place (previously the area covered by Herts Valleys Clinical Commissioning Group). The contract approach is Standard Alternative Provider Medial Services (APMS) with the aim to continue provision of medical services from the current premises. The current APMS Contract to provide the services to patients at Spring House Medical Centre expired on 30th September 2023. The intended outcome of this project is to ensure that there is continued provision Primary Medical Services to the registered population of Spring House Medical Centre, in East and North Hertfordshire geographical footprint. The maximum contract duration for this service is 9.5 years (5.5 years initial plus 4-year extension provision). The maximum aggregate contract value for this service is £8,674,545 (exclusive of VAT): - (£5,022,105 initial 5.5 year period from 1st October 2023 to 31st March 2029) + (£3,652,440 4-year extension provision from 1st April 2029 to 31st March 2033). The Authority is publishing this Contract Award Notice in the Contracts Finder in accordance with the Public Contracts Regulations 2015 (as amended by The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020).

The purpose of this Notice is to inform the market that a contract has been awarded for consultant led gastroenterology secondary care services to Community Health and Eyecare Limited (CHEC). This service is being awarded under the Public Contract Regulations 2015 as the ICB started a procurement exercise before 1st January 2024 when the new Provider Selection Regime (PSR) came into force. The transitional arrangement met is that the ICB responded to an unsolicited expression of interest or offer from CHEC in relation to a proposed contract. This is a contract award notice designed to inform the market of a contract which has been awarded by NHS Hertfordshire and West Essex Integrated Care Board (HWE ICB) to Oracle Health to deliver a Business Intelligence and Population Health Management Solution. The process followed was a Further Competition process utilising the NHS Health Systems Support Framework (HSSF), Lot for Informatics, analytics and digital tools for population health business and clinical intelligence. All suppliers who were awarded onto the relevant Lot(s) were invited to submit a response to the Further Competition process. Such contract modifications will be contemplated where additional requirements are similar and/or complementary to the services already included in the Specification, at any given time. Such expansion would be by the addition of services commissioned by the Authority. To this end, there is the possibility that Oracle Health may be offered a variation to the contract to include, but not limited to, a service to deliver the claims management function and additional datasets as set out within the procurement documentation. Any variation is in accordance with Regulation 72 (1) (a) of the Public Contract Regulations 2015 (as amended The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020). The value identified within this Notice is the potential maximum upper value of the contract, including all options and extensions. The value of the awarded contract is £4,394,829 (exclusive of VAT).

This contract award notice relates to a Home Oxygen Service. NHS Hertfordshire and West Essex Integrated Care Board (ICB) is the host commissioner on behalf of the five commissioning partner organisations across the East of England region. This contract was originally awarded via a competitive procurement process for a period of 3-years with the option to extend for a further 2-years, and is now due to expire on 31st March 2024. The total cumulative value of this contract to end March 24 will be £13,552,663 (excl. VAT). The value of the new contract will be £2,940,568 (excluding VAT). This additional 12 months will be used to allow the Herts and West Essex Integrated Care Board to redesign the Ophthalmology Service model to understand how services can best meet the needs of patients into the future. Within that time, a decision will also be made on the most appropriate route to market.
