Direct Award for Substance Misuse Services within Aycliffe Secure Children's Home based on value of £90,000 per annum over a 6-year contract term, total contract value £540,000 Whilst the value of this procurement is below the applicable threshold for the Public Contracts Regulations 2015 (as amended) (PCR2015) to apply, in accordance with good practice the Contracting Authority tested the market via a Request for Information only 1 provider expressed an interest in delivering the services and after undertaking due diligence assessment the Contracting Authority has evoked a direct award of contract in-line with Regulation 32 (a) of PCR2015.

Direct Award for Dental Services - Aycliffe Secure Children's Home based on value of 22,000 GBP per annum for 3 sessions per month over a 5-year contract term, total contract value 110,000 GBP. Whilst the value of this procurement is below the applicable threshold for the Public Contracts Regulations 2015 (as amended) (PCR2015) to apply, in accordance with good practice the Contracting Authority tested the market via a Request for Information only 1 provider expressed an interest in delivering the services and after undertaking due diligence assessment the Contracting Authority has evoked a direct award of contract in-line with Regulation 32 (a) of PCR2015.

A Contract Modification (CM) has been enacted in accordance with Regulation 72 (1)(c)(i)(ii)(iii) of the Public Contracts Regulations 2015 (as amended) (PCR2015). The STA-CM is in the form of a contract modification (5-month fixed period) from 01 April 2023 – 31 August 2023. Regulation 72 - (1) Contracts and framework agreements may be modified without a new procurement procedure in accordance with this Part in any of the following cases:- (c) where all of the following conditions are fulfilled:- (i) The need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen. Due to the RFI responses there is a requirement to take account of the request for an appropriate mobilisation period between 12 – 36 weeks as well as aligning the contract commencement and expiry dates to the academic year rather than the current financial year and a review of the financial viability of the financial envelope. (ii) The modification does not alter the overall nature of the contract. This CM will not result in any change to the overall nature of the school aged vaccination (including Flu) services across Yorkshire and The Humber and is fixed for a period of 5-months from 01 April 2023 to 31 August 2023. (iii) Any increase in price does not exceed 50% of the value of the original contract or framework agreement. The CM fixed 5-month period does not exceed 50% value of the original contract. A procurement process is planned to lead to the publication of a contract notice in Find a Tender Service and Contracts Finder advertising an Invitation to Tender opportunity proposed for December 2022 for the delivery of a 5-year contract for School Aged Immunisations (including Flu) across Yorkshire & the Humber and North East and North Cumbria for contract commence from 01 September 2023.
