NHS Bath and North East Somerset, Swindon and Wiltshire Integrated Care Board (BSW ICB) are seeking to directly award their Population Health Management and Shared Care Records requirements through a direct award to their existing provider Graphnet Health Limited at the end of their current contract which is due to expire on 31st March 2026.
Due to the changes in the NHS Landscape BSW ICB have taken the decision to direct award to the existing provider under the direct award justifications 7 (b) set down within Schedule 5 of the Procurement Act 2023. The ICB decision is based upon :-
National Direction: The Ten Year Health Plan describes the development of a standardised national solution for this functionality during the period that would have been covered by a new contract term following a competitive procurement. National guidance advises that this should be taken into account in any procurement decisions.
Mobilisation Complexity: Changing provider at this stage would involve significant complexity and lengthy resource implications. Any new provider would first need to migrate from the current arrangements and subsequently migrate again to the yet to be designed national solution. This is set within the context of significant organisational reform underway in NHS Integrated Care Boards.
Additional Functionality:
Functionality enabling the sharing of Shared Care Record information at a national level will be incorporated into the existing contract using NHS England funding. This enhancement will be funded for a period extending beyond the current contract term.
The contract value will be circa £1.2m per annum subject to contract options detailed herein.
BSW ICB has considered the timing of this notice as the completion of the current contract is 31st March 2027 but is of the opinion that they should be as transparent on their intentions well ahead of the contract expiry. The direct award will start on 1st April 2027 for a period of 12 months with a possible extension of up to a further 12 months.

The commissioner sought an experienced provider to deliver an innovative and effective service that will promote and protect the mental health of survivors of rape and/or sexual abuse that occurred at any time in their lives through the provision of therapeutic interventions that responds to complex trauma and diverse needs.
The contract has been awarded to FearLess. The contract term will be 6 years, with a total contract value of £1,310,956.69.
Commissioners reserve the right to add funding to the contract over its duration to accommodate service development measures or initiatives, up to an equivalent value of the original contract. For the avoidance of doubt, this would mean an annual contract value of, for example, £440k per annum and a consequent increase in the overall contract value.

NHS Bath and North East Somerset, Swindon and Wiltshire Integrated Care board (BSW ICB) intends to award a contract to Swindon & Gloucestershire Mind Ltd to deliver Postvention Bereavement Services to residents or people who are registered with a GP, within the boundaries of Swindon and Wiltshire.
A core feature of service provision will be the continuous involvement of people with lived experience to inform and influence ongoing transformation and development. This will be achieved through not only formal opportunities but also through comprehensive analysis of data and outcomes related to people seen within the services.
Access Information will be gathered by the service provider and uploaded into the Mental Health Services Dataset (MHSDS). This will, as a minimum, allow number of contacts (at patient level) to be measured. Through joint work with partners and using outputs from the MHSDS, the provider will demonstrate how their service offer has provided timely access to the service and, where relevant, timely transfer to other partners. This will include: waiting time to first contact, waiting time to first intervention and waiting time for any onward intervention required. They will monitor this quarterly in conjunction with commissioners or more frequently if required.
At first contact, staff will be expected to conduct a support conversation with the individual. This support conversation will establish individual goals and anticipated outcomes that the person will be supported to work towards. This will be recorded on the agreed patient record in order that the information follows the person and they only have to tell their story once.
The contract term will be for 3 years with an optional extension of any period up to 1 year.
The contract value is £61,600.00 per annum giving a contract value of £184,800.00 for the initial contract period and £246,400.00 if the full extension period is adopted.
The new service will commence on the 1st November 2025.
