Radiation Protection Advisory Service NHS Blood & Transplant (NHSBT) intends to undertake a procurement tender exercise for the provision of a Radiation Protection Advisory (RPA) and Radiological Waste Advisory (RWA) service. NHSBT (England) now wishes to commence a formal procurement process and is seeking to engage with suppliers for the provision of RPA/RWA services. The current contract ends in 31/03/2027. NHSBT would like to improve our knowledge of all current RPA/RWA services available in the marketplace. This will aid identification of opportunities and gauge market interest in this field. We require the services to cover the following: - • RPA/RWA services in compliance with Ionising Radiation Regulation 2017 (IRR17). • RPA/RWA services in compliance with Environmental Permitting Regulations 2016 (EPR16). • RPA/RWA services in compliance with NaCTSO Security Requirements Document (SRD) 2024. • Industrial irradiation continuing consent advice to the Health and Safety Executive (HSE). • Technical review of dose mapping reports. • Calibration of radiation monitors. • Annual site visit to each of the centres to audit compliance to regulatory standards. • Advice in the event of an emergency (cover provided 24/7 due to the operational requirements of NHSBT). This engagement forms part of NHSBT’s wider market engagement and commercial planning for future logistics services and is intended to further inform the scope, delivery model and procurement approach for any future opportunity. This engagement is intended to help inform the shape of the opportunity and should not be taken to indicate that NHSBT has selected any particular solution, structure or supplier approach. NHSBT currently supports inhouse fleet with a multi-supplier model for courier logistics services, with separate contracts and arrangements supporting the collection, transport and delivery of blood and blood components, plasma, organs, tissues, samples, clinical materials and associated support functions. This varied approach has opportunities to improve: • co-ordination and integration across courier operations; • resilience in some services or locations; • service levels; • reporting and performance monitoring; NHSBT is considering future delivery model options in order to support: • improved operational efficiency and resilience through greater co-ordination across NHSBT fleet and third-party logistics services; • an enhanced solution for dynamic planning across all operations; • consistent service standards across courier operations and locations; • simplified governance and accountability; • enhanced data visibility and performance insight; and • improved value for money through a more co-ordinated and effective service approach. The requirements for the provision of a comprehensive, compliant, and reliable personal dosimetry and environmental radiation dose monitoring service. The service shall support effective radiation protection, regulatory compliance, and occupational safety for staff, patients, the public, and the environment. The Contractor shall deliver a complete personal radiation monitoring service for both classified and non‑classified radiation workers. This shall include a range of dosimetry solutions such as whole‑body personal dosimeters, extremity dosimeters (ring or wrist), eye lens dosimeters where applicable, and area‑ or task‑specific personal dosimeters as required. The service shall include the provision and management of suitable dosimeters in adequate quantities. Each dosimeter shall have a unique identification and be correctly assigned to individual workers. The Contractor shall manage regular exchange cycles, such as monthly or quarterly as agreed, and provide replacement dosimeters for those that are lost or damaged. Clear instructions shall be issued to users on the correct use and care of dosimeters. Dose measurement and analysis shall be carried out through accredited laboratory processing and evaluation. The service shall measure external radiation doses and calculate personal dose equivalents. Any abnormal, high, or unexpected dose readings shall be investigated and reported, with dose trend analysis made available upon request. Reporting shall include the provision of individual dose reports within agreed turnaround times, cumulative dose records for each worker, and summary reports for the employer. The Contractor shall provide immediate notification of any dose exceedances or levels requiring investigation. Secure electronic access to dose data and reports shall be available. The Contractor shall ensure secure storage and maintenance of lifetime dose records. Dose records shall be transferable upon request or at contract termination, with full compliance with data protection and confidentiality requirements. In addition, the Contractor shall provide environmental radiation dose monitoring services to assess radiation levels within and around facilities. This shall include the supply of calibrated environmental dosimeters or detectors for both indoor and outdoor use, along with advice on installation and siting in accordance with best practice. Environmental monitoring activities shall consist of routine dose measurements at agreed locations, periodic collection and replacement of dosimeters, and evaluation of ambient radiation levels and trends. Where required, additional monitoring shall be undertaken following incidents or operational changes. The Contractor shall produce regular environmental monitoring reports, including comparisons against background radiation and historical data. Results shall be interpreted clearly, with abnormal readings identified. Immediate notification shall be provided if predefined action or investigation levels are exceeded. The Contractor shall hold appropriate accreditation for dosimetry and radiation monitoring services and comply with all applicable radiation protection legislation and guidance. A documented quality management system shall be in place, and all equipment calibration shall be traceable to recognised national or international standards. Service levels shall include defined turnaround times for dosimeter processing and report delivery, named technical and customer support contacts, and access to helpdesk or advisory support for radiation protection queries. Clear procedures shall be established for incident escalation and response. All personal and environmental data shall be handled in compliance with applicable data protection legislation. Data shall be stored securely, with access restricted to authorised users only. The Contractor shall provide user guidance on dosimeter responsibilities and correct use, support radiation protection audits and inspections, and offer technical advice relating to dose results and regulatory compliance. Unless otherwise agreed, the scope of service shall exclude radiation protection supervision or advisory services, risk assessments or controlled area designation, the supply of fixed radiation monitoring systems beyond passive environmental dosimeters, and remedial actions arising from dose exceedance investigations. The service shall be subject to periodic review, including performance reporting against agreed key performance indicators. The Contractor shall demonstrate a commitment to continuous improvement in service delivery and reporting.

NHS Bath and North East Somerset, Swindon and Wiltshire (BSW) Integrated Care Board, NHS Somerset Integrated Care Board and NHS Dorset Integrated Care Board are currently working together in a formal "clustering" arrangement to prepare for their merger into a single, new organisation (name to be confirmed), effective from 1st April 2027. The commissioners are seeking to secure suitably qualified provider(s) who have the capability and capacity to deliver sight testing to children and young people in special educational settings (SES) across the BSW, Somerset and Dorset footprints in line with the specified requirements. The service will be procured as one lot. The service will provide routine appointments, triage and treatment to all children and young people with SEND needs in residential and day SES within BSW, Somerset and Dorset (including Bournemouth and Poole) with onward referral where appropriate. Key Service Objectives: • Providing annual sight tests in the school setting (unless a more frequent interval is clinically indicated). • Close collaboration with school staff, parents, and carers • Provide guidance and support based on individual specific needs and their medical history. • Obtain written consent from pupils/parents/carers/guardians. • Enable attendance from parents/carers/guardians to the sight test and selection of frames. • Offer a range of suitable frames or NHS optical voucher for high street use. • Provide an eye health outcome and vision report. • Appropriate onward referral. The contract will be for an initial 3 year term with an optional extension of any period up to 2 years. This is a new service; therefore TUPE does not apply. The new service will commence on the 1st April 2027. This procurement is being carried out by NHS South, Central & West (SCW) on behalf of the commissioners. SCW is currently subject to restructuring, and the management of this procurement may therefore move to a successor at some point during the procurement process. Bidders will be informed of any such change, and any administrative changes because of it.

Great Western NHS Foundation Trust (the “Trust) opened its acute Private Finance Initiative (PFI) facility in 2002. The six-storey building provides 78,101 square meters of internal space and supports 650 beds. The hospital includes a full range of acute services, including an Accident and Emergency department, Acute Assessment Unit, Intensive Care / High Dependency Unit, Maternity and Intermediate Care Centre. The site also incorporates a health and social care education centre (the “Academy”), alongside a wide range of wards and clinics, serving a population of around 300,000 people. The PFI contract is due to expire in October 2029 and covers approximately 90% of the Trust’s estate on the Swindon site. The majority of the facilities management (FM) services for the PFI estate (excluding car parking, linen and transport which are a directly delivered service by the Trust) are currently provided under the PFI contract. FM services to the retained estate (non-PFI) estate are outsourced separately. However, many of the same service providers deliver FM services across both the PFI and non-PFI estate. The Trust is currently considering a range of future FM service delivery models across the Swindon site and is seeking to engage with the market to understand the industry perspective. This engagement will help inform the Trust’s approach to its future service delivery strategy. The FM services currently included within the assessment are: 1. The Clinical Biotechnology Centre at NHS Blood and Transplant is an MHRA-licensed facility for the manufacture of investigational medicinal products, including advanced therapy medicinal products (ATMPs) and other biotechnology products such as plasmid DNA, viral vectors, and therapeutic proteins. The organisation intends to initiate a procurement process for the supply of advanced, high-performance, and cost-effective endonucleases to support the removal of nucleic acids from ATMPs, particularly gene therapy vectors, including adeno-associated viral (AAV) vectors and lentiviral vectors. The endonuclease must exhibit non-specific nuclease activity against a broad range of nucleic acid substrates, including DNA, RNA, plasmid DNA, synthetically produced DNA, enzymatically produced DNA, and other nucleic acid modalities used in viral vector manufacturing. The enzyme should retain activity under physiological pH and salt conditions, while also maintaining high enzymatic performance across a broad pH and salt concentration range. Demonstrated suitability for use in viral vector manufacturing processes employing HEK293 suspension cells cultured in stirred-tank bioreactors will be considered an advantage. Suppliers should also demonstrate that residual endonuclease can be efficiently removed from the viral vector product using a defined set of purification methods commonly applied in bioprocessing. A key requirement is the availability of GMP-qualified and validated analytical assays for the quantification of residual endonuclease at different stages of the manufacturing and purification process. The supplier must provide such assays either directly or through authorised analytical service providers. The supplier should be able to provide endonuclease in multiple quality grades, including R&D grade, GMP-compatible grade, and GMP-qualified grade. It is also essential that these materials are available in quantities suitable for small, medium and large-scale production. Suppliers must provide comprehensive technical and scientific documentation to support the quality attributes and performance characteristics of the endonuclease. Enzymatic activity should be demonstrated using appropriate standards or reference materials relevant to viral vector manufacturing. Overall, the endonuclease must be highly efficient, scalable, and cost-effective, and suitable for the manufacture of clinical-grade viral vectors. Appropriate analytical methods must also be available to support testing of product quality and residual endonuclease levels in drug products intended for human clinical use, in accordance with applicable national and international regulatory requirements.

The Specification sets out the requirements for the Personal Dosimetry Service to be delivered under contract to the Authority. The service encompasses the supply, distribution, collection, processing, and reporting of personal dosimeters worn by classified radiation workers across the Authority’s site.<br/>The Authority is required under the Ionising Radiations Regulations 2017 (IRR17) requires GHNHSFT as a radiation employer to risk assess all work with ionising radiation and potential radiation exposure to staff during their work and identify whether staff require personal dose monitoring or SHOULD be designated as classified persons. Personal dose monitoring is used to demonstrate that doses are as low as Reasonably practicable (ALARP) & compliant with regards to the Dose limits (Schedule 3 of the Ionising Radiations Regulations 2017. It is an offense under IRR17 to exceed the dose limits. The Supplier must demonstrate full compliance with these obligations and with all relevant legislation, standards and guidance as specified herein.<br/>Employers are responsible for dose assessment & recording (reg 22). Prompt investigation of overexposure where a dose to a worker exceeds dose limits is required (Reg 26), review of staff dose monitoring records enables investigations to be carried out when lower local dose investigation levels are exceeded to ensure learning and other actions are taken before the individual exceeds the statutory dose limits.<br/>For all workers designated as Classified Persons (Reg 36) the radiation employer (GHNHSFT) MUST employ an Approved Dosimetry Service (Reg 22) which has HSE approval for dose assessment, co-ordination, record keeping and sharing of dose information with the HSE’s central index of Dose information (CIDI).<br/>The current contract for the provision of HSE Approved Dosimetry Services is held with the Radiation physics and Protection Services (RRPPS) ADS at University Hospitals Birmingham. Tender reference RFT43347 which was commenced on 01/08/2021, for an initial period of 3 years with and extension clause of up to 2 years and therefore the contract is due for renewal & retender in August 2026.<br/>The purpose of this scope is to define the requirements for the provision of a comprehensive, compliant, and reliable personal dosimetry and environmental radiation dose monitoring service to support radiation protection, regulatory compliance, and occupational safety for staff, patients, the public, and the environment.
