The objective of the Achieving Business Compliance (ABC)programme is to ensure that the regulatory system keeps pace with changes in the food system. This is through designing a responsive regulatory approach that makes the best use of technology, data, relationships and innovative methods, to ensure that food is safe for consumers. The program meals places an emphasis on working with businesses, local authorities and other partners to achieve this aim. Some elements of the programme will be looking to understand the way in which online businesses operate, identify opportunities toadd assurance and work together to raise compliance using a range of activities including new data services and standardised operating models. To make sure that we focus our activities in areas of the food business landscape that is most impactful we wish to understand the way in which consumers chose to purchase food online, their appetite for risk and what influences their purchasing decisions. This research and understanding will inform both our policy making and engagement activities and will allow us to define and develop new regulatory approaches.
This consumer insights tracker seeks to combine the previous monthly COVID-19 consumer tracker and the weekly CO2 survey into a single ongoing monitoring survey of key consumer issues. The COVID-19 tracker has been extended several times, and although it contains several useful questions for ongoing monitoring, many of the questions have become obsolete or could be reviewed and improved. Likewise, the CO2 survey was designed to meet a specific purpose (CO2 shortage incident), which is now under control. By combining these surveys into a single consumer insights tracker, the FSA can monitor
key consumer issues over the winter period (and potentially afterwards). Combining these surveys means that the existing COVID-19 tracker survey and CO2 survey will cease to exist, and the new combined 'consumer insights tracker' will replace them.

The FSA was set up to protect public health in relation to food. Our main goal is to ensure food is safe. Since consumers are responsible for the safe preparation and storage of food in their home, the FSA gives practical guidance and recommendations to consumers on food safety and hygiene in the home. This includes advising the public to follow storage instructions on foods and eat foods that have a use-by date (UBD) on or before the UBD, as storing and cooking food past its use by date can lead to food poisoning.
The FSA's communication strategy aims to motivate positive behaviour change and help the public understand risk and best practice. Several pieces of work have been carried out over the last few years to test and develop effective approaches to comms messaging (See: 2014 Messaging Report, 2020 risk communication toolkit and supporting research)
Earlier this year, Social Science published the paper 'Qualitative consumer research to explore communications on food safety messaging (2021)'. This work aimed to enhance the FSA's understanding of current behavioural drivers and attitudes towards communicating food safety messages and how these may vary by audiences.
Four over-arching communication approaches were tested via 30 two-hour long video-enabled focus group and 20 one-hour long telephone depth interviews.
Participants from the general population were stratified by age and life-stage across England, Wales and Northern Ireland. Participants from Chinese, Black African, Black Caribbean, Pakistani and Indian minority communities were specifically represented to explore cultural differences in message reception.
Participants were shown and asked to respond to up to six pieces of stimulus materials - short food safety messages accompanied by stock images, designed to test theoretical approaches to communicating food safety.
Qualitative findings were analysed using the COM-B framework and used to develop a Food Safety Communications Toolkit which provides a framework for communicating food safety to consumers.
