National Grid are looking to set up a multi-year Marine Survey Framework to service offshore cable laying as part of the Great Grid Upgrade and may be utilised in the future for any Hydrogen Pipeline projects as applicable. The Framework will cover the full gamut of survey disciplines required for cable lay and subsequent maintenance. Including Geophysical, Geotechnical, Environmental, Intertidal/landing, Unexploded Ordinance, Maintenance with flexibility to award Turnkey requirements. The Framework is seen as being an important part of National Grid's maritime requirements to allow for a more rapid contracting of surveys potentially in parallel with other project elements that traditionally have been programmed sequentially. All data and associated metadata resulting from these surveys will be required to fall in line with relevant UK and international standards such as IHO S44, EUNIS and MEDIN to enable data archiving and sharing as required. This is a Global framework, with separate lots for UK-only and Global work. The expectation is that the majority of work will be based in the UK, National Grid USA has existing outside counsel arrangements and this Agreement is to augment and not intended to replace these. Suppliers will be required to have a presence in both UK & US to bid on global lots. National Grid has chosen to utilise the ARIBA sourcing platform for this requirement, this decision has been made to make the process easier for all bidders and focus questioning on our key requirements. The company is currently undergoing a strategic transformation of its Enterprise Business Services (EBS) organisation and as part of this initiative is successfully operating Engineering Support Services (ESS) activity in India via an incumbent supplier arrangement. ESS is a proven, flexible, and scalable model providing highly skilled engineering support services with diverse technical, project, and analytics skills via an outsource model that transforms engineering processes. At National Grid, these engineering services activities include, but are not limited to, System Modelling and Early Development, Work Management Support, Asset Management Support, Project Controls and Data Management Support. We now wish to create our own Global Capability Centre (GCC) to deliver engineering services at scale and at pace, and we are looking for a single supplier* to I. Establish, grow and deliver engineering services capability at pace II. Co-create and collaborate with us to design the road map to get to the desired end state of an NG-led GCC III. Play an active role as we develop a detailed project plan and Statement of Work that allows us to establish an NG-led Global Capability Centre. IV. Operationalise the Global Capability Centre This notice is for a wide range of services (and, where applicable, supporting goods, works or services) to support National Grid achieve its target end-state of a Global Capability Centre for engineering services in India. Our preference is to establish its GCC using a design build, operate and transfer model, however we are open to other pathways Phase 1 - Design The successful party collaborates with NG to define the requirements of our GCC including location, physical space, office layout, IT infrastructure and network connectivity, service standards and operational requirements and compliance with local laws and regulations. These requirements must satisfy our needs for today and future needs. This phase ensures the GCC is tailored to NG's strategic and operational needs before the Build phase and has the necessary plans and documentation, budget and internal approvals. Phase 2 - Build The successful party establishes the GCC infrastructure, recruits talent and focuses on delivering the planned design on time and within scope and budget. We expect National Grid will be responsible to set up legal entities and gain regulatory approvals. Phase 3 - Operate The successful party will deliver and manage day-to-day operations including engineering services and the necessary enabling functions such as HR, payroll, IT support, compliance, and employee engagement. This phase resembles traditional outsourcing, with service levels and governance models aligned to NG's expectations. Phase 4 - Transfer The successful party is jointly responsible with NG to complete appropriate transfers including operational knowledge, systems and staff to NG within the agreed timescale in such a way that service delivery and service standards are not affected. This notice concerns a Qualifying Utilities Dynamic Market (QUDM) within the meaning of sections 34 to 40 of the Procurement Act 2023 which allows all entities within the NG group to select suppliers for invitation to tender or negotiation. Only members of the market, or part of the market, will be notified of a future intention to award a contract by reference to suppliers' membership of the market, or part of the market, and provided with a tender notice in accordance with section 40(1) and (2) of the PA23. This QUDM is established by National Grid UK Ltd and may be used by National Grid UK Ltd and any other company listed under its corporate registrations, as published at https://www.nationalgrid.com/about-us/corporate-registrations, including any future additions to that list, provided they are engaged in utility activities as defined under the Procurement Act 2023. This market is open-ended. Procedure overview Competitive flexible procedure may be used; negotiation may be conducted; award criteria may be refined between tender stages; there may be minimum/maximum suppliers per event; associated tender documents will be issued via NG's e-sourcing portal at event launch. This QUDM is for a wide range of services (and, where applicable, supporting goods and works) to provide and support Functional Services (FS), including but not limited to: 1. Record to Report (R2R) 2. Source to Pay (S2P) 3. Join to Leave (J2L) 4. Order to Cash (O2C) 5. Audit & SOX Compliance 6. ERP Security 7. Other emerging scope including, but not limited to, Data and Analytics, Learning Services, Procurement and IT Services. 8. Technology-driven transformation capability leveraging automation, AI analytics and lean process re-engineering The precise delivery model will be developed and confirmed by the relevant NG group entity for each procurement event, on an event-by-event basis, and may include outsourcing, global support and other modes of delivery depending on the requirement. National Grid intends to launch a tender utilising this QUDM in October 2025.
