The Council has been successful in securing Public Sector Decarbonisation Funding to connect three buildings (Civic Offices, MK Central Library and Woughton Leisure Centre) up to a low carbon heat network (as per Standard Assessment Procedure 10.2) in Milton Keynes. This funding is required to be spent by March 2028. The funding for the connection element of this project is split to include plantroom designs for the three buildings in year 1 and then the remaining infrastructure costs split equally between years 2 and 3. The Council is conducting a market engagement to identify heat network suppliers in the Milton Keynes area who are able to provide low-carbon heat into our buildings by December 2027, with a long stop date of January 2028. Central and North West London NHS Foundation Trust and Milton Keynes City Council are working together to commission Medication Administration services for residents in Milton Keynes, where requiring support to safely administer their medication is an identified need. We are keen to hear from providers on the questions given in the market engagement document. The responses to the questions will help the Council in developing the specification and the tender. Medicines support is any support that enables a person to manage their medicines. This covers prompting or reminding people to take their medicines; helping people remove medicines from packaging; and administering some or all of a person's medicines. Referrals for the service will come from CNWL District Nurse team only and could be located anywhere within Milton Keynes. Ay prospective Providers will be registered with CQC, with the registered office located in Milton Keynes. Milton Keynes City Council is seeking early engagement with the market to inform the development of a new contract model that reflects both traditional and digital approaches to language access. This will ensure continued support and improved service delivery; it is proposed that the Interpreter Service be recommissioned from 1 May 2026 under a new contract structure. The contract will be looking to cover both traditional and digital approaches to language access. The recommissioned service will be: 1. MARKET ENGAGEMENT Milton Keynes City Council is seeking to improve it’s digital offering to our housing customers (tenants, leaseholders and applicants) and are seeking a partner to work with us in this process. We currently produce online access to rent accounts and statements using our Granicus system, whilst applicants for Housing register their application using NEC’s Housing Online product. NEC Housing is used for the recording of most of our Housing services. Additionally, requests for repairs are logged via our third-party contractor, who provide a separate portal for tenants. We are about to embark on a consultation exercise with our tenants to establish their requirements and expectations of digital services, and this will help to inform our requirements.

The Connect to Work Programme (CTW) is a grant funded initiative from the Department of Work & Pensions (DWP) targeting the ‘economically inactive’ in local areas. CTW forms part of the Government’s strategy ‘Get Britain Working’ and it aims to help annually around 93,000 disabled people, those with health conditions and people with complex barriers to seek and find sustainable employment each year. Milton Keynes City Council is working as part of the South Midlands regional group of local authorities, including West and North Northants, Central Beds, Beds Borough and Luton Councils. West Northants are the accountable body for the region and have decentralised their model to allow for localism and areas to meet the needs of their demographic. Milton Keynes City Council (MKCC) wish to request information regarding general and specialist support for residents affected by domestic abuse. The Domestic Abuse Act came into force at the end of April 2021 and places new requirements on local authorities including a duty to provide support to victims of domestic abuse and their children in refuges and other safe accommodation. The following services are currently commissioned under a Strategic Partnership Framework, which ends in early 2027: 1. Crisis Intervention (IDVA) Service - Provides advice, information, risk assessment and safety and support planning to survivors of domestic abuse. 2. Refuge - Provides 28 self-contained flats with on-site support for women only, with or without children, and up to 40 children at any one time. This contract is for emotional and practical support. Group work, peer support and Children and Young People’s service are provided on-site. This service element also provides wrap around support to survivors placed in temporary accommodation where refuge may not be available or appropriate i.e. male survivors or financially prohibitive. Support is also provided via re-settlement and outreach workers. 3. Perpetrator Programme - A programme of evidence-based group work and one-to-one sessions intended to challenge the behaviour of perpetrators of domestic abuse, while providing support to partners and ex-partners. In addition, a number of specialist, fixed-term projects are also commissioned via the Domestic Abuse New Burdens Grant, including co-located IDVA posts and a survivors’ Counselling project. Over the next year, we will need to review commission DA support services in an inclusive, culturally sensitive and innovative way, in partnership with key stakeholders, providers and residents with lived experience. Milton Keynes City Council declared a climate emergency in 2019 and has set a target to reduce carbon emissions from its internal operations and infrastructure by 2030. The Family Time Service offers secure and structured opportunities for children to spend time with their parents or family members when unsupervised contact is not appropriate. Its primary objective is to preserve and strengthen family relationships while prioritizing the child's best interests. Main functions include: • Supervised and Supported Contact: Facilitating visits in a safe and positive setting • Observation and Reporting: Documenting interactions to inform care planning and judicial decisions • Parental Support: Assisting parents in developing effective and positive parenting skills during contact • Safeguarding: Ensuring compliance with all legal and multi-agency child protection standards. Milton Keynes operates an active, regulated micromobility scheme featuring e-scooter and e-bikes, with a recent shift towards mandatory parking to improve safety and reduce pavement clutter. The City is a testbed for these technologies. Following the Department for Transport (DfT) trial, Milton Keynes is working to formalise the e-scooter scheme through a tendered concession contract to ensure long term regulated provision.
