We are now offering a unique and exciting opportunity for an ambitious and imaginative food and beverage supplier to become part of our journey, as we shape the future of the ferry experience - on board, on land, and beyond. Every year, we welcome around 480,000 guests annually, on our vessels and through our terminals. Mersey Ferries offer a fantastic range of cruises all year round including a 50-minute River Explorer sightseeing cruise, which departs daily from Liverpool Gerry Marsden terminal at the Pier Head calling at Wirral terminals, Seacombe and Woodside, there is no better way to see Liverpool's famous skyline than from the deck of a Mersey Ferry. Evening Cruises, fascinating day trips along the Manchester Ship Canal and sightseeing cruises to Liverpool Bay are also set sail throughout the year and give passengers the opportunity to learn more about the North West's history and experience incredible scenery. Our audience is diverse and ready for improved hospitality. With £325K turnover for hot drinks, snacks, and bar sales in 2024/25, including daytime and summer evening cruises. Service charges should total £25-30K annually. The Rent/Commission includes an initial free period, followed by incremental increases throughout the contract. Growth is anticipated, particularly with the launch of our new ferry in 2026. We are looking for a food and beverage partner(s) who sees this as more than a catering contract - but as a platform for innovation, brand storytelling, and customer connection in a truly iconic setting. Scope This opportunity is split across three lots, each with its own potential. The tender process is being designed so you can bid for just one, two or or all of the lots • Lot 1a: An onboard café and bar operation on our ferries - serving hot drinks, snacks, light meals, and alcoholic beverages, for daytime cruises and our evening scheduled cruises. • Lot 1b (optional): A shore side café in the busy and newly refurbished Seacombe, Wirral terminal - with potential to serve both ferry passengers and local residents, commuters, and visitors. The café also serves as the main food and beverage offer for visitors of Eureka Science and Discovery museum. • Lot 2: A flexible, creative catering offer for our special pop up cruises and events, private charter hires, and themed events - where food, drink and atmosphere help turn journeys into unforgettable experiences. ACTION REQUIRED - form to be completed. Introduction A climate emergency was declared by the Liverpool City Region Combined Authority (LCRCA) and all LCR Local Authorities (LCR LA's) in 2019. All LCR authorities have declared a commitment to become net zero by 2040, with the exception of Liverpool who aim to achieve net zero by 2030. In addition the LCR Mayor has set a clear priority that all LCRCA investments must consider their impact on the environment and commit to measurable action to support the region's net zero goals. All organisations are committed to facilitating the use of Zero Emission Vehicles (ZEV) in addition to increased walking, cycling, and public and shared transport, and therefore the provision of suitable well located Electric Vehicle Charging Infrastructure (EVCI) will contribute to delivery on net zero across the region. The LCRCA has successfully obtained £9,647,000 Local Electric Vehicle Infrastructure (LEVI) Capital funding to invest into EVCI via a regional contract. LCR EVCI Aims - To provide a sustainable electric vehicle charging infrastructure network that supports journeys across the Liverpool City Region, is easy to use, is inclusive and accessible for all, and offers good value for money, both for public sector and network users. - To allocate the LEVI Capital Funding via a regional contract for the purposes of predominantly supporting the needs of residents without access to a private drive or garage by facilitating the delivery of on-street EVCI (inclusive of publicly owned car parks and other land that can be made available for residents to access). - To contribute to a broader 'net zero' transport network which delivers healthier communities while supporting inclusive economic growth i.e. an EVCI network that supports wider transport policy such as Car Clubs and mobility hubs. LCR EVCI Objectives - Enable and deliver a comprehensive public electric vehicle charging infrastructure network across the Borough, including through our ability to influence and leverage investment from the private sector and other partners. - Set out an approach to managing on highway EV charging, ensuring that residents without access to private off-road parking can access appropriate EVCI - Set out an approach to managing EV charging in local authority car parks. - Encourage new developments to include high quality electric vehicle charging infrastructure. Merseytravel currently maintains a timetable and bus stop database, and a journey planner using Mentz DIVA and EFA software, hosted in our data centres on-Premise. We are looking to move these systems into the cloud, with Merseytravel staff continuing to update and maintain the timetable and stops data remotely. Merseytravel requires a contractor who can: • Install DIVA and EFA in the cloud to match functionality of our existing DIVA/EFA setup, and work with the software vendor (Mentz) to keep the software up to date and running smoothly. • Migrate our timetable and stops data from our on-Premise Oracle DIVA database to the cloud system (cloud system to use PostgreSQL as the database platform). • Provide ongoing hosting of the DIVA/EFA software with remote access for our users to import, edit and export timetable and stops data. • Undertake weekly exports of DIVA timetables to the cloud-hosted EFA journey planner. In line with the Liverpool City Region's Vision for Bus we are committed to improving the customer experience by providing clearer, more attractive and useful transport information to our customers. Accessible and reliable information regarding the location of buses, disruptions to the service and accurate arrival times are essential in delivering what the customer expects from their bus journey. A real time passenger information (RTPI) solution which offers innovative on-street solutions to provide live departures to customers and is supported by a robust content management software which delivers reliable and accurate information are key to delivering an improved bus offer which enables the passenger to make more informed decisions and improves customer satisfaction. The RTPI offer in the Liverpool City Region is currently made up of digital screens at all staffed bus stations and 97 bus stops, and stop specific QR codes at 600 stops. This offer is delivered by a number of suppliers with separate contracts for hardware and software. A new project is planned to deliver RTPI using a single supplier for both hardware and software. Commencing September 2025, the software solution will replace our current contract, and hardware will be rolled out at stops along our Green Bus Routes in line with the construction scheduled for the programme. Hardware to replace the current screens at staffed bus stations will be rolled out over a period up to 2028. Liverpool City Region Race Equality Training The Liverpool City Region Combined Authority (LCRCA) is a public body. It serves 1.6 million people and brings together six local authorities; Halton, Knowsley, Liverpool, Sefton, St. Helens and Wirral. Collectively we work together in areas such as; housing and spatial planning, digital, culture, transport, skills and apprenticeships, energy, the environment and homelessness to ultimately improve the lives and experiences of all who live, work and visit our City Region. The LCRCA is currently delivering a transformational 'Race Equality Programme', which seeks to meet the Metro Mayor's vision of "tackling systemic injustice and inequality and driving forward positive change for our Black, Asian and Ethnic Minority employees and residents - influencing the partners we work with to do the same". LCRCA and the six local authorities (LA's) which comprise the Liverpool City Region (LCR), have embarked on the development and delivery of a bespoke race equality training programme. This is an exciting and crucial project which aims to deliver training to all 20,000 Local Authority staff and building our collective level of racial literacy and inclusivity. It is hoped this training investment will create a ripple effect across our entire operations in the Liverpool City Region, contributing to a more inclusive working environment and to drive equality of outcomes for residents through the services we offer. Race Equality Training The project team have spent the past year designing the training product and delivering training to the first 2,000 employees. The project is now moving into the second phase of delivery, where it will deliver to the remaining 17,000 employees within five years and move into commercial delivery. Over the past year, we have made significant progress towards achieving our aims. With our deliver partner Equaliteach, we have developed an impactful training scheme that is currently being rolled out across the LCR. The training has been incredibly successful, with participants citing the high quality of the training product and the experience and skills that trainers demonstrate throughout the sessions. The existing delivery arrangements are due to expire and therefore a new delivery approach is required for the remaining 17,000 members of staff. We are seeking to expand the delivery model and would like to procure a lead supplier to manage the delivery of the training to the remaining 17,000 employees and any additional commercial clients. Liverpool City Region Combined Authority (LCRCA) are progressing our five year carbon action plan (5YCAP) which includes actions on Transport sector decarbonisation through electrification and provision of EV charging points. Further to the Market Testing activity in Autumn 2023, we will provide an update on our activity related to DFT LEVI programme, which is looking to enable EV charging roll out across Liverpool City Region (LCR). We have already submitted our Stage 2 application to CENEX/EST on 30 November 2023 and are now preparing our Procurement documents for this event. We are holding a market engagement session on 11 January 2024 (2pm) where we intend to update interested parties on our current position and procurement strategy through a DPS. The Liverpool City Region Race Equality Hub is undertaking an ambitious and innovative approach to tackle race inequality within the Liverpool City Region (LCR). Liverpool City Region Combined Authority (LCRCA) has set aside £2.3 million to fund the Hub which will operate as a "one stop shop" striving for the economic advancement of Black, Asian and Minority Ethnic communities, in the context of racial justice, by focusing on business, employment, and skills development across LCR. This investment represents the biggest commitment to address racial inequality in the City Region to date. Building upon the City Region's reputation for social justice and equality, the Hub's primary purpose is to tackle systemic injustice and inequality and drive forward positive and sustainable change for our Black, Asian, and Minority Ethnic employees and residents and to work in partnership with public, private and 3rd sector employers, to encourage and support them to do the same. One of the key areas of delivery for the Hub will be targeted support to develop Black, Asian and Minority Ethnic leaders in recognition of the significant under-representation of minority ethnic groups in leadership roles across public, private and 3rd sector strategic, operational and governance positions. Additionally, the Hub intends to develop a leadership programme that recognises leaders at all levels across organisational structures, outside of mainstream leadership roles, including junior positions, voluntary positions, and leaders active within communities. We want to invite you to a conversation, to inform and help us to develop our thinking of how we might achieve the intended outcomes. We want to hear from: 1. People/Organisations who have delivered leadership programmes. 2. People who have attended leadership programmes and their experiences. 3.
