The Council would like to hear from relevant service providers in relation to food waste collection services provision from April 2028 onwards.
The Council is open to how this new provision could be delivered.
The indicative specification is formed from the Department for Environment, Food and Rural Affairs' (DEFRA) Simpler Recycling reform, which mandated in legislation (Environment Act 2021) that waste collection authorities (WCA) will be required to provide weekly food waste collections to all households. Melton Borough Council is a waste collection authority and therefore must comply with DEFRAs requirements.
DEFRA have not officially advised on consequences to local authorities if they do not provide weekly food waste collections to households.
It should be noted that this is a revised project following the Councils decision to delay implementation until April 2028.
This soft market testing opportunity will assist the Council in developing the final requirements.
Suppliers interested in taking part in this market engagement opportunity are requested to respond to the questionnaire located on the ProContract e-procurement portal.
The deadline for submissions of this questionnaire is 12 noon Wednesday 13th May 2026.
A Supplier event is also planned as part of this process; details of how to attend this event can also be found within the questionnaire documentation.

Melton Borough Council wishes to engage with the market in order to better define a commercially viable specification for the management of their leisure services.
Suppliers interested should complete the questionnaire at https://survey.zohopublic.com/zs/toR7lx in order to input on this.
It is expected that the duration of the Contract will likely be 20 years consisting of a 10+5+5 split. Based on income from the previous year the total value of the contract would be Circa £25m (current yearly income x duration of contract),
The contract is looking to secure a leisure operator for MBCs two leisure facilities in Melton Borough to be in place by 1st April 2024. It is expected that the operator will be responsible for ensuring effective management of the facilities on behalf of MBC and also the promotion, encouragement and provision of easily accessible leisure services to users of the borough and beyond to promote healthy lifestyles in accordance with the Councils Corporate priorities.
Melton Borough Council (the Council) wishes to conduct market consultation with relevant providers in relation to its tenant procurement, site operations, events management and marketing, grounds and building maintenance services provision for the Stockyard site.
The engagement will support the development of the future service delivery specification and provide an opportunity for providers to contribute to the service and procurement strategy process. Please note that this notice does not commit the Council to any future competition or award.
The Stockyard is a transformative mixed-use development in Melton Mowbray, designed to reinforce the town's reputation as the Rural Capital of Food and enhance footfall, dwell time and spend for the entire town. The scheme integrates food production, retail, markets, and events, creating a destination that supports independent businesses, enhances visitor engagement, and stimulates economic growth. While it maintains a loyal customer base, there is a strategic opportunity to diversify its appeal and attract a broader demographic.
Located adjacent to a fully operational livestock market of regional and national significance, The Stockyard already hosts a brewery, pub, café, and pop-up markets. However, the site is somewhat underutilised, and its facilities require modernisation, with the southern site currently undergoing a major redevelopment to transform a disused car park into 20,000 sq ft of light industrial space for food producers, alongside 88 parking spaces, enhancements to the public realm and a redevelopment of the current trader halls to revitalise the space for market trading, whilst also offering an indoor multi-cultural events space.
To submit an expression of interest and complete the soft market questionnaire, suppliers are encouraged to use the link below to access the ProContract e-procurement portal and access the questionnaire document. Responses are required by no later than 1st July 2025.

The Council would like to hear from providers who can support with the potential approach to works for the resolution of a potentially blocked culvert.
This requirement is of a particularly specialist nature due to this being under a live main line rail track.
The scope of the works is subject to change; potentially the scope may only be for preliminary works to take place. However if through the scoping process, it is identified the culvert has collapsed or requires work other than what has been identified in this scope i.e. collapse, then works will need to immediately cease and to be reviewed.
The Council is open to how this requirement may be delivered, and how providers may approach this work, especially given the potential risks and potential work required beyond the preliminaries.
Interested providers are invited to take part in the soft market testing exercise and respond to the questionnaire available on the ProContract procurement portal. The deadline for responses is 12 noon 5th September 2025.
The Council would like to hear from providers who can support with the potential replacement and upgrade of the pay and display car parking machines in the off-street car parks. There are 19 machines in total over 9 car parks. Some of the current machines have an electrical supply, while some are powered using solar energy with battery storage.
The current machines only allow for cash collection. The Council would like the new machines to remove the option for cash payment, allowing contactless and online / app payments only. The Council would also like to explore if rationalisation is possible in some of the car parks that currently have 2 or 3 machines.
In addition, the Council would like to assess the viability of installing ANPR cameras in each car park. The Council would like these cameras to be used for providing evidence in any Penalty Charge Notices issued. The Council is open to how this requirement may be delivered, and how providers approach this work, especially given the lack of mains electrical supply and data connections to some of the car parks.
The Council will be aiming to complete works by the end of March 2026.
The soft market testing exercise is intended to allow interested organisations with appropriate experience to outline their views and ideas about the best option the Council has for replacing the current pay and display car parking machines and for the installation of ANPR cameras to each site.
The Council will consider the responses received as a result of this exercise to help inform the options appraisal and the decision-making process.
Providers are invited to provide a response to the questionnaire that can be accessed via the below ProContract link:

The deadline for submissions to this soft market testing exercise is 12 noon 5th November 2025.
Melton Borough Council (the Council) wishes to conduct market consultation with relevant service providers in relation to its e-Tendering services provision from February 2026 onwards.
The engagement will support the development of future service delivery specification and provide an opportunity for service providers to contribute to the service and procurement design process. Please note that this notice does not commit the Council to any future competition or award.
