Probability of Survival Decision Aid - Project Support
HM Coastguard (HMCG) currently uses the guidance published in the International Aeronautical and Maritime Search and Rescue (IAMSAR) Manual to calculate the upper limit of realistic survival time. In the summer months, even when water temperatures are at the upper limit of those that can cause cold water shock, survival times according to the graph are in excess of 24 hours.
As part of HMCGs ongoing collaboration with the US Coastguard (USCG), they have been granted access to the Probability of Survival Decision Making Aid (PSDA) software for a period of 12 months.
During this period, HMCG will assess its suitability for use in the UK search and rescue region (SRR). It is proposed this will be done using a combination of application against historic incidents where the tool may have been employed to assess its effectiveness, and once this stage has taken place, theoretically apply the tool to live incidents to assess the impact it may have on decision making.
HMCG has the manpower required for data entry and incident analysis, but do not have the expertise in analysing data in relation to survivability. Therefore, support is required to ensure that the application of the tool is suitable for continued trial.

The MCA plays a unique role within Government in discharging the UK's statutory hydrographic obligations under the United Nations' Safety of Life at Sea (SOLAS) Convention. The MCA funds, manages and delivers the UK Civil Hydrography Programme (CHP). The CHP is a multi-million-pound MCA-led Government initiative to prioritise, survey and map UK waters in order to keep UK nautical charts and publications current, safe and fit for purpose.
This multi-disciplined marine data gathering programme is targeted at areas of highest navigational safety risk. The CHP work scopes are:
Lot 1 Shallow Water - typically water depths 0-200m, predominantly depths less than 40m;
Lot 2 Medium Water - typically water depths 0-200m;
Lot 3 Routine Resurvey - navigationally critical shallow water areas with mobile seabed;

The purpose of this procurement is to source a qualified and experienced Oil Spill Response Specialist (the OSR Specialist) to provide advice to the Maritime & Coastguard Agency (MCA, Agency, or Authority elsewhere in this Invitation to Tender (ITT)) in relation to technical matters, industry engagement and requirements drafting related to the replacement of the MCA's Aerial Dispersant Spray Service.3.3. Providing advice throughout this process and support at critical junctures. These critical junctures will include a market engagement phase, where the Specialist's knowledge of and contacts within the oil spill response industry will be crucial, the development and drafting of a set of user requirements for the service and the evaluation and negotiation stages of the procurement.
The OSR Specialist will be required to provide advice on the technical aspects of oil spill response, with a focus on aerial dispersant application, as well as market insights in terms of possible providers of these services.
Demonstrable expertise in oil spill response, particularly aerial dispersant application, experience of providing advice on oil spill response to public bodies, and/or industry, and knowledge of and contacts in the oil spill response industry, particularly aerial dispersant spray service providers, is all essential.
The OSR Specialist will be required to provide experienced evaluation support/manpower to support the appraisal of bidder responses.
The total estimated cost will not be evaluated, but you should be aware that the total approved budget for this work is £150,000.00 (ex VAT), but the MCA is not obliged to commit any minimum spend.

Automatic Identification System (AIS) are needed to ensure the ongoing reliability and availability of AIS information used in coordination centres to deliver vessel traffic management and search and rescue services as mandated by the International Maritime Organisation (IMO) and UK Government and in doing so, enables the UK Government to monitor shipping around the UK coastline to ensure the safety of shipping, mariners, life at sea, reduction of pollution at sea and maritime security.
A number of the current AIS basestations that are in active use are old and need to be replaced before they present a risk to His Majestys Coastguard (HMCG) ability to deliver operational services.
These basestations are a critical part of the infrastructure that is needed in order for HMCG to determine the location of vessels from its coordination centres. Knowing the location of vessels is key to being able to deliver vessel traffic management services, for example the Vessel Traffic Service in the English Channel and the Vessel Traffic Monitoring service therefore the location of vessels is also key to the HMCG operators general situational awareness and for delivery of search and rescue services.

Multi Agency Information Transfer (MAIT) for the RNIR Programme
The MAIT (Multi Agency Information Transfer) project is a government standard part of a program to improve incident communications between the Emergency Services.
The Cabinet Office has initiated a project to provide a facility to pass incident details between Emergency Service Control Rooms and other agencies such as the Highways Agency and local authorities.
The basis of the interface is the existing Highways Agency interface, used by the
police to send incidents to, and receive incidents from the Highways Agency.
For the HM Coastguard operations, for both Maritime and Aviation to be compatible and meet the MAIT requirements, there is a requirement to the ATOS Communications HUB to be able to send and received the agreed message format for operational teams to be able to act upon the data received or transfer vital incident information between other agencies.
The Communications Hub used by operations, is ATOS propriety product that requires the MAIT integration and cannot be produced or supported by other parties. Only ATOS can provide the Hub solution at this time to include the MAIT requirements.
