Provision of Arboricultural Maintenance of Trees - Soft Market Testing
The London Borough of Sutton is seeking to gain insight into the practicality, capacity, feasibility, and deliverability of a potential contract for the provision of arboricultural tree maintenance services. To support this, the Council is inviting providers to participate in a soft market testing exercise to help refine the specification for this commission.
Information gathered through this process will help inform the development of a future Arboricultural Maintenance of Trees contract, should the Council decide to proceed with procurement.
The London Borough of Sutton would like comprehensive and detailed feedback on the draft specification. Your expertise will help ensure it is clear, robust, and accurately reflects the required scope and quality of service delivery. Constructive comments and suggestions to enhance clarity, completeness, and overall effectiveness as both a contractual and operational document are especially welcome. Please be as specific as possible, referencing relevant sections where appropriate.
A virtual soft market testing event for this commission is also scheduled on Monday, 27 April 2026, from 10:0am to 5:0pm, and Tuesday, 28 April 2026, from 10:0am to 5:0pm. Providers are welcome to attend the virtual one to one session of approximately 45 minutes by choosing an available slot in the calendar in addition to completing the published questions. PLEASE NOTE: Attendance to a one to one session is optional. If you prefer, you may just complete the questions in the document attached in the attachment session of the portal and submit it via Procontract messaging on the portal.

The main objectives of this contract are to ensure:
Compliance with the parking regulations to facilitate the free flow of traffic in accordance with traffic management principles and requirements.
Equity in the use of the limited space available for on street parking by providing a visible on-street enforcement presence and carrying out enforcement against contraventions as and when they occur
Orderly management of off-street parking spaces within the Council surface and Multi-storey car parks in accordance with the Off Street Parking Places Orders.
Technology systems are in place to assist the management of enforcement and permit processing and improve the customer experience
The contract will be for a period of five (5) years with the option to extend the contract for a further five (5) years, at the sole discretion of Sutton Council.

The future Contractor will be expected to work with and support any Charity, Community and Faith Organisations that operate in Sutton, and to support residents and communities who wish to set up such a group or organisation.
The value is £275.4K per year.
Transitions Accommodation Pathway for Children and Young Adults with complex Autism and Learning Disabilities
The London Borough of Sutton is embarking on an exciting project, to establish an accommodation pathway for children and young adults with complex autism and learning disabilities as they transition to adulthood. This project will utilise two single-storey properties in the borough and seeks to address some of the challenges experienced in securing specialist, local accommodation for this cohort, which can include but is not limited to; safe management of high risk behaviours, solo provision, children requiring an Ofsted registered placement at 16-17, DoLS and intensive support to step down to minimally restrictive long term accommodation as an adult. Age ranges being considered in this project are 10 - 25 years.
Providers of accommodation for this cohort of children and young adults are invited to attend this event to share experience, knowledge and views on options being considered for this pathway. This will feed into the further development of service specifications, and exploration of internal remodelling of the properties to best meet the needs of the future residents. Please note that the resultant services will need to be Ofsted and/or CQC registered.
The Market Engagement will inform the price of the contract. At this stage we estimate the value to be in excess of £1 million.

The housing support service for vulnerable adults is a housing support service for single adults, aged 18 years and above, with mental health needs, substance misuse problems, or who have a history of offending who are experiencing, or are at risk of, homelessness.
The service supports individuals in short-term supported accommodation units in addition to offering a floating support service to individuals living in other types of accommodation.
The provider will have additional responsibilities of carrying out housing management of furnished supported accommodation, entering into lease, housing management, or service level agreements with a number of social landlords.
