The London Borough of Sutton will be undertaking a procurement for the provision of soft facilities management services for its corporate estate.
The upcoming procurement will seek to appoint suitably experienced suppliers to deliver soft FM service across the authority's corporate buildings, including the Civic Offices, libraries
and children's centres.
The London Borough of Sutton is currently considering structuring the procurement into two separate lots:
Lot 1 - Cleaning Services
Lot 2 - Security Services
Suppliers may be invited to bid for one or both lots.
The scope of services is expected to include, but is not limited to:
Lot 1 - Cleaning Services
General day-to-day cleaning
Periodic cleaning
Window cleaning
Washroom and hygiene services
Confidential waste services
Supply and management of consumables, including:
o User-end consumables
o Contractor materials
Pest control services
Lot 2 - Security Services
Static guarding at the Civic Offices
Mobile patrols
Opening and closing services
Keyholding
The final procurement structure, including the use of lots, remains subject to review following
pre-market engagement.

The contract shall provide comprehensive soft facilities management services across council properties, including cleaning and security. Cleaning services shall ensure all offices, children centres, libraries, and public spaces are maintained to high standards of hygiene, including waste management, floor and surface care, and restroom sanitation.
Security services shall include both static guarding at one location and mobile patrols across council sites to deter unauthorised access; open and close sites; and respond promptly to incidents.
All personnel shall be trained, vetted, and licensed where required, with services delivered to agreed schedules, performance standards, and regulatory compliance, ensuring safe, clean, and welcoming environments for staff, visitors, and the public.
