Lambeth Council along with other local authorities is receiving a significant increase in the volume of claims for disrepair. At the end of 2021 there were nearly 1,000 live disrepair cases, six times higher than in 2017. The main issues raised in disrepair claims relate to mould and damp (45%) with roof disrepair and leaks a secondary issue (20% of the 45%). To combat the growing influx of disrepair cases and resolving them in a more equitable and resident-focused manner, a broad review of the housing disrepair process was undertaken by a Disrepair Project Group. The Disrepair Project Group identified 16 actions that it considers will collectively reverse the influx of cases and resolve them quicker and more fairly. A priority amongst the 16 actions is the creation of a pilot arbitration process. Most local authorities do not offer arbitration as an alternative form resolution to residents concerned that their homes are in disrepair. The pilot scheme proposed for Lambeth is relatively straightforward and involves an independent Barrister to hear and award disputes. The disrepair arbitration pilot will cover an estimated 120 cases in 2022/23. As part of this procurement barristers' chambers are being invited to tender and put forward Barristers to act as independent arbitrator on disrepair disputes. The Disrepair Project Group has coproduced some of the method statements with residents from the Lambeth's Resident Procurement Panel (RPP) (a resident-based advisory and consultative panel set up to assist the council design, procure and manage housing services). RPP members will also help evaluate some of the method statement responses that will help inform which two Barristers' chambers arbitrators to appoint. The Council is seeking to procure two (2) independent Chambers (one each for the North and South of the borough) to allocate a suitably experienced Barrister, or panel of Barristers, to act as independent arbitrator on disrepair disputes. These appointments have been designed as a part of the Council's 12 month pilot scheme and will provide an alternative form of resolution for housing disrepair disputes.

Lambeth Council is looking to appoint an Independent Medical Assessment supplier for Blue Badge, Freedom Pass and Taxi Cards. The appointed supplier will be required to conduct appropriate assessments, usually desk based and over the telephone and when necessary, face to face. They must provide a detailed report using a robust scoring methodology, including a summary, and recommendation as to whether a Blue Badge, Freedom Pass or Taxi Card should be issued. The Council is keen to ensure that those residents that are eligible can benefit from those services as quickly as possible. Following extensive consultation and review of best practice, it is deemed that no single organisation will be able to meet the needs of our high-risk young people. Therefore Lambeth Council seeks only consortium bids for a two-year pilot project. This will be a radically different model of holistic, trauma-informed, and multi-disciplinary housing-related support, for the highest risk gang-involved young people. With small-scale accommodation outside of Lambeth and a consortium model team made up of experts in clinical psychology; youth work; offending; education, training, and employment (ETE); and support workers with lived experience similar to the client group. The consortium will operate with a lead provider bringing together the other organisations and having a central role in co-ordinating all parties and reporting outcomes to Commissioning.

Lambeth Council wishes to appoint specialist services with archives knowledge and experience to transport its archives and local studies library collections from the Minet Library located at 52 Knatchbull Rd, SE5 9QY to the new Lambeth Archives building located at 18 Brixton Hill SW2 1RD opening in Summer 2023. Scope of Services Lambeth Archives are currently housed in a two storey building in a residential area. The Archives are being relocated to a new building under 2 miles away. The specialist service will be expected to work closely with the archives staff advising on the installation of the archives and collections in the new space as well as undertake the packing and unpacking of historic archive, paintings, books, object collections and cabinets to an agreed project schedule over a maximum of a 10 -12-week period. LBL have developed a concept that establishes a full list of specialist suppliers that are suitably experienced, qualified, and resourced to provide the Services required by the council. The following outlines the pre-requisites set by the LBL required for Voluntary Care Sector providers to join the 'select list', to deliver services in line within the Lambeth Made Safer, Violence Against Women and Girls, and Contextual Safeguarding agendas. The criteria is set as part of the 12 month pilot process between October 2022 - October 2023 inclusive. This will be the core basis of requirements for providers to join the select list. To design and redevelop the current Kennington and Ruskin Park Playgrounds with the purpose of replacing the play facilities with more modern and fit-for-purpose facilities that cater for Children aged from toddler to pre-teens. The newly refurbished playgrounds will be designed to be robust and low maintenance without compromising on the quality. The play equipment and landscaping will be designed to spark active and imaginative play as well provide challenges for children with an age range from 1 to 12 years old.

The Provision of Emotional Well-Being Services for Young People. The emotional well being service is being commissioned in response to significant unmet mental health needs and gaps in mental health provision for young people in Lambeth's young people's pathway.
