The scope of the project is to subcontract the delivery to learners in the Adult Skills Fund (ASF) funding stream, in the areas of Business and Digital Skills, Employability, Green Skills, Creative Skills and Health and Wellbeing.
HFALS also wishes to commission programmes in Science Technology Engineering Maths, Medicine, Digital and Creative Media (STEM3) linking to our Upstream London Strategy with Imperial in the White City Innovation District (WCID) as part of the Upstream London | London Borough of Hammersmith & Fulham
Other programmes will include Entry Level, L1, L2, and L3 qualifications linked to employability, such as Construction, Health & Social Care and Care, and Hospitality and retail will also be in scope.

The London Borough of Hammersmith and Fulham is seeking to commission a Carers Hub to fulfil its statutory duties under the Care Act 2014.
This includes responsibilities related to the provision of information and advice, emergency planning cards, training, support planning, social opportunities and the facilitation of Carers Assessments and reviews for adult unpaid carers aged 18 and over including those transitioning into adulthood.
The Council is seeking the provision of a one-stop shop ‘Hub’ model to enable Carers to access services that support their physical, mental and emotional wellbeing to enable them to continue in their caring role and to improve their quality of life.
The Council expects the successful Provider to develop, maintain and deliver a range of person-centred and coordinated services for carers in Hammersmith & Fulham and will be responsible for ensuring safe, high quality, non-discriminatory Carer services appropriate to the diverse needs of the borough.

The service will be delivered through a lead provider model, responsible for coordinating a network of specialist organisations and offering a single point of access for referrals.
The contract will cover statutory advocacy duties under relevant legislation as well as discretionary community advocacy for residents who do not meet statutory thresholds. The service will be delivered borough-wide and must be responsive to emerging needs. The successful provider will be expected to demonstrate strong local engagement, consistent quality standards, and alignment with the Council’s values and strategic priorities.
