In alignment with the Well-being of Future Generations (Wales) Act 2015, tackling the issue of empty homes aids in delivering the seven goals and five ways of working identified in the Act. Bringing empty homes back into use can boost the economy, enhances social values and decrease vandalism, crime, antisocial behaviour and drug use leading to safer more vibrant communities.
Additionally, empty homes represent a squandered resource during a national housing shortage and rising homelessness. The latest statistics show that there are 22,634 chargeable long-term empty homes in Wales. While many are legitimately empty due to estate issues and restoration, many others are dormant and could be brought back into use reasonably quickly thus providing homes for people in need.
Both the Scottish and UK Governments have developed handbooks for their respective Local Authorities, and now there is a real demand for a handbook tailored to the unique legal, social and economic context of Wales.
Bidders are invited to submit Bids to be awarded Contract C029/2024/2025 - Handbook on Empty Homes in Wales to develop a handbook, which should be an informative guide, to assist bringing empty homes back into use.
The Contract is for the delivery of the Services as described in the Specification and a budget of up to GBP 125,000 excluding VAT is available for the purposes of this contract over the ‘6’ month contract period.

Welsh Government wishes to commission a three-year National Evaluation of Flying Start. Flying Start is the Welsh Government’s targeted Early Years programme for families with children under 4 years of age who live in some of the most disadvantaged areas of Wales. Flying Start aims to make a decisive difference to the life chances of children by mitigating the impact of poverty, which is linked to poor life outcomes in early childhood, including health outcomes. The Programme comprises four elements:
- Funded part-time, high-quality childcare for 2-3 year olds;
- Enhanced Health Visitor support;
- Access to parenting support; and
- Support for speech, language and communication development.
The evaluation will build on the previous evaluations by gaining a greater insight into the experiences of Flying Start families, particularly in relation to any perceived differences and impacts the programme may have made. This evaluation will also explore the possibility of and look to undertake a counterfactual analysis using data that will be available through the Secure Anonymised Information Linkage databank (SAIL) on Flying Start services in each Local Authority.

The main objectives of the service are:
To support Welsh organisations as directed by the Welsh Government, who wish to improve their understanding and use of digital technologies and productivity tools, by introducing relevant actions, technology and expertise.
To introduce new and enhanced digital activities in key areas to support organisations to develop and commercialise new and improved products and processes.
The service will also introduce organisations to the Well-being of Future Generations explaining the relevance of the Sustainable Development principle and the Five Ways of Working.
The successful bidder will be awarded an initial 12-month contract with the option to extend annually for a further 2 years on a plus 12-months plus 12 months basis. A maximum budget of up to GBP 277,500 per annum (excluding VAT) has been allocated to deliver the contract. Please be aware this is a demand led service, therefore there is no guaranteed level of expenditure. The maximum value is based on historical need for the contract and the maximum funding we have available.
