Welsh Government - along with HM Treasury - is the owner of the Better Business Cases (BBC) product which utilises the Five Case Model methodology – a standard recognised globally as best practice for developing public infrastructure spending proposals, e.g. roads, schools, hospitals. Increasingly, Welsh Government requires its stakeholders – internally and externally - to develop propositions using the methodology to secure funding for investment. Welsh Government have previously provided accredited BBC training to upskill officials required to develop spending proposals and we seek a partner to continue delivering an accredited training products on the Client’s behalf to the Welsh public sector.

In alignment with the Well-being of Future Generations (Wales) Act 2015, tackling the issue of empty homes aids in delivering the seven goals and five ways of working identified in the Act. Bringing empty homes back into use can boost the economy, enhances social values and decrease vandalism, crime, antisocial behaviour and drug use leading to safer more vibrant communities. Additionally, empty homes represent a squandered resource during a national housing shortage and rising homelessness. The latest statistics show that there are 22,634 chargeable long-term empty homes in Wales. While many are legitimately empty due to estate issues and restoration, many others are dormant and could be brought back into use reasonably quickly thus providing homes for people in need. Both the Scottish and UK Governments have developed handbooks for their respective Local Authorities, and now there is a real demand for a handbook tailored to the unique legal, social and economic context of Wales. Bidders are invited to submit Bids to be awarded Contract C029/2024/2025 - Handbook on Empty Homes in Wales to develop a handbook, which should be an informative guide, to assist bringing empty homes back into use. The Contract is for the delivery of the Services as described in the Specification and a budget of up to GBP 125,000 excluding VAT is available for the purposes of this contract over the ‘6’ month contract period.

The aim is to establish a framework agreement, for a period of up to four years, as a cost and time effective solution for the provision of qualified and experienced professionals, who understand the context of the challenges facing senior leadership levels, to support the development of senior leaders operating within the Welsh public services. Welsh and English are treated equally in public services across Wales. There is a requirement for bidders of the framework to recognise this and respond to an individual’s language of choice, Welsh or English, and is therefore seeking to appoint to the Framework Agreement coaches and facilitators who can deliver interventions in Welsh and/or English. The framework will be divided into four lots to accommodate this.

Welsh Government wishes to commission a three-year National Evaluation of Flying Start. Flying Start is the Welsh Government’s targeted Early Years programme for families with children under 4 years of age who live in some of the most disadvantaged areas of Wales. Flying Start aims to make a decisive difference to the life chances of children by mitigating the impact of poverty, which is linked to poor life outcomes in early childhood, including health outcomes. The Programme comprises four elements: - Funded part-time, high-quality childcare for 2-3 year olds; - Enhanced Health Visitor support; - Access to parenting support; and - Support for speech, language and communication development. The evaluation will build on the previous evaluations by gaining a greater insight into the experiences of Flying Start families, particularly in relation to any perceived differences and impacts the programme may have made. This evaluation will also explore the possibility of and look to undertake a counterfactual analysis using data that will be available through the Secure Anonymised Information Linkage databank (SAIL) on Flying Start services in each Local Authority.

Provision of Employer's Agent services for the delivery of the Llandeilo bypass scheme.

The Welsh Government requires a suitably qualified and resourced Facilities Management contractor to deliver the Total Facilities Management Services on an All Wales basis for the property portfolios of the Economy, Energy & Transport (EE&T) Group, Education, Culture & Welsh Language (EC&W) Group and Local Govt, Housing, Climate Change & Rural Affairs Group.

The Welsh Government wish to commission a programme of research to inform and assist with preparations for the potential devolution of policing and justice functions to Wales. The programme of work will respond to various commissions into the constitutional arrangements in Wales and their findings around justice, as well as contributing and building upon existing research relating to the devolution of justice.

This requirement is to appoint a successful bidder to develop a coherent model of learner progressions in maths, aligning to the context of the Curriculum for Wales, the proficiencies and drawing on the evidence produced by the Camau I’r Dyfodol project. This model will help practitioners to understand learners’ progress in maths across the 3-16 learning journey, focusing on key mathematical concepts, aligning with the ethos Curriculum for Wales and supporting learners to develop in-line with the proficiencies. The contractor will be required to support preparation, promotion and delivery of intensive national level support developed for maths and numeracy. All materials will be expected to be bilingual.

Solicitors Services

The Welsh Government has a number of properties that are either owned or leased. These properties house Welsh Government staff and in some instances tenants of Welsh Government. The buildings within the administrative estate require maintenance and improvement works. Welsh Government has a requirement for an appropriately qualified and resourced contractor to deliver the Hard Facilities Management services for these buildings.

The Welsh Government wishes to invite interested parties to bid to deliver the Wales and Africa small grants scheme.

Contract to produce bilingual income maximisation information packs and design and deliver online bilingual income maximisation awareness-raising education sessions accessible to all front-line workers who support low income households, to raise their awareness of the welfare benefit/wider financial support systems and their ability to guide and offer practical support to households to claim additional income.

The purpose of this notice is to notify the market of the contract opportunity for the supply and distribution of rock salt and associated deicing products which is being conducted by the Welsh Government Commercial Delivery Division (WGCD). The WGCD acts on behalf of the public sector in Wales to deliver value for money from the procurement of common and repetitive good and services for Wales. The WGCD on behalf of the Welsh public sector wishes to establish a collaborative framework agreement for rock salt and associated deicing products. The framework will replace the current WGCD Rock Salt and Associated Products Framework (NPS-CFM-106-20) when it expires in 2025. The new framework will be made available for use by all WGCD customers. The All-Wales BAME Engagement Programme was contracted between 1 April 2017 to 31 March 2022 to deliver an engagement program that employed officers in Newport, Cardiff, Swansea and Wrexham, to engage with Black, Asian and Minority Ethnic individuals, groups and organisations across Wales, to gather their views and experiences to create an evidence base from which to positively influence Welsh Government policies. This tender is to procure a new All-Wales Black, Asian and Minority Ethnic People Engagement Contract, which will replace the existing contact which has been extended to 31st March 2025 and be operational from 1 April 2025.

Under the contract, the Contractor will conduct fieldwork for the National Survey from March 2026 until March 2031 (with the option to extend fieldwork to March 2032 or March 2033), and to supply the resulting annual data files to the Client along with technical documentation. The proposed survey will cover a wide range of topics, gathering data from a random sample of adults across Wales, and will be online-first (with an alternative mode available).

The WGCD are looking to establish a Framework Agreement for the purchase of electric vehicles and will consist of two lots set out as follows: Lot 1 – Cars, LCVs and Minibuses/MPVs (up to 3.5T) Lot 2 – HGVs (3.5T up to 7.5T)

The Client is seeking to engage with quality providers to deliver a service that will provide industry specific diagnostics and specialised support to organisations in Wales. To enable and support Welsh organisations to improve productivity and accelerate NPD through embracing digital technologies, employing an Industry 5.0 approach to create a more resilient and sustainable business base. The service will cover two types of specialist support: -Advice on Digital methods for improving Productivity -Advice on Digital methods for accelerating New Product Development The main objectives of the service are: To support Welsh organisations as directed by the Welsh Government, who wish to improve their understanding and use of digital technologies and productivity tools, by introducing relevant actions, technology and expertise. To introduce new and enhanced digital activities in key areas to support organisations to develop and commercialise new and improved products and processes. The service will also introduce organisations to the Well-being of Future Generations explaining the relevance of the Sustainable Development principle and the Five Ways of Working. The successful bidder will be awarded an initial 12-month contract with the option to extend annually for a further 2 years on a plus 12-months plus 12 months basis. A maximum budget of up to GBP 277,500 per annum (excluding VAT) has been allocated to deliver the contract. Please be aware this is a demand led service, therefore there is no guaranteed level of expenditure. The maximum value is based on historical need for the contract and the maximum funding we have available.
